Where is Tibet: A litany of lies from the Tibetan leadership

Over the years, the Tibetan leadership have made many promises about Dorje Shugden, none of which have materialized over time.

The Tibetan exodus began in 1959 when the People’s Liberation Army entered Tibet and His Holiness the Dalai Lama subsequently fled into exile. In the ensuing 60 years, the exiled Tibetan community established themselves in 24 settlements throughout India, on tracts of land generously granted to them by the Indian government. The Tibetan leadership themselves made their headquarters in Dharamsala, a former British hill station in the foothills of the Himalayas, in an environment reminiscent of Tibet.

From their position there, the Tibetan leadership has been plotting their return to Tibet. In the meantime, their people have occupied themselves with the reestablishment of the Tibetan way of life and religion. Their work and efforts include the reformation of monasteries like Gaden, Sera and Drepung.

From 1959 until 1996, it was a comparatively idyllic time. Tibetans from all walks of life and strata of society peacefully coexisted with one another. That is, until the ban on Dorje Shugden ripped the community in half. To justify the ban, the Tibetan leadership attempted to convince their people with various promises which, over the years, have since been debunked. They have been debunked not just because they lack logic but because the promises have failed to withstand the test of time. Here is just a short rundown of the Central Tibetan Administration’s litany of lies and false promises related to Dorje Shugden:

 

PROMISE #1: Give up Dorje Shugden because it will help the Tibetan cause

In other words, Tibetans were told that Dorje Shugden harms the Tibetan cause. At the time this promise was made, the ‘Tibetan cause’ was defined as full independence from China. How exactly Dorje Shugden harms the Tibetan cause was never made clear; the mechanics of this vague promise was never defined for the Tibetan people. They were however, told that if they gave up the practice, Dorje Shugden would stop creating problems and obstacles towards their return to Tibet.

Encouraged by this, some Tibetans gave up the practice while others were forced and threatened with violence if they did not do so. They were told that if they kept the practice, they were being disloyal, treasonous and anti-Dalai Lama, an accusation which carries with it heavy and violent repercussions within Tibetan society. Having forced many of their people to give up the practice, the Tibetan leadership now claims that vast swathes of Tibetans have given up the practice and Dorje Shugden is a minority practice, with just a few small yet stubborn strongholds who maintain it.

Contrary to the Tibetan leadership’s claims, there are at least four million Dorje Shugden practitioners. Just a fraction of these (over 200,000) turned up for the enthronement of Denma Gonsa Rinpoche’s reincarnation (http://www.dorjeshugden.com/all-articles/features/denma-gonsa-rinpoches-enthronement/).

So given that, according to them, most Tibetans do not rely on Dorje Shugden and have given up the practice, why has the Tibetan leadership failed to make any progress in their efforts to return to Tibet? In the 20 years since the ban on Dorje Shugden began, the Tibetans continue to languish in exile and what is worse, do so as a community divided. The leadership continues to rely on non-governmental organizations to organize protests and campaigns, and for their own Tibetan people to self-immolate and go on hunger strikes, all of which are gaining less attention in a world enamored by the Chinese economy and desensitized after 60 years of fruitless Tibetan protests.

In fact, if anything, it is not Dorje Shugden who has damaged the Tibetan cause but, with respect, His Holiness the Dalai Lama himself. It was His Holiness who downgraded the ‘Tibetan cause’ from full independence (rangzen) to the Middle Way (meaningful autonomy; umaylam). This change led to the recent conflicts between the Tibetan people, divided between those who prefer rangzen and those who prefer umaylam (and accuse rangzen supporters of being anti-Dalai Lama).

Perhaps it is time for the Tibetan people to review the ability of their leadership. It is illogical that all failures in Tibetan society can be ascribed to Dorje Shugden protesters or the Chinese leadership. Are the leadership that incapable that they cannot keep ANY of the promises they make?

If the Tibetan people and leadership have no consensus in their raison d’être, how can they expect to be successful in any of their campaigns and achieve any of their political goals? At this juncture, it is important to keep in mind that this division was not caused by Dorje Shugden; it was not Dorje Shugden who harmed the Tibetan cause.

The Tibetan leadership might also want to think twice the next time they insist that Dorje Shugden harms the Tibetan cause, and therefore people loyal to the Dalai Lama and to Tibet should give up the practice. To say that Dorje Shugden can harm Tibet means that Shakyamuni is not powerful enough to get Tibet back. More embarrassingly still, it means His Holiness the Dalai Lama is not powerful enough to get Tibet back. The Tibetan leadership claim Dorje Shugden is a spirit; is His Holiness the Dalai Lama less powerful than a so-called spirit, that he cannot subdue a spirit and he cannot get Tibet back?

 

PROMISE #2: Give up Dorje Shugden because it will protect the Dalai Lama and extend his life

When discussing Dorje Shugden, it is impossible to escape another promise that the Tibetan leadership made – giving up Dorje Shugden will prolong the Dalai Lama’s life because Dorje Shugden harms the Dalai Lama.

This was the perfect promise to make to an anxious community facing an uncertain future, who had all of their hopes and ambitions resting on His Holiness the Dalai Lama’s shoulders. Without His Holiness, a global public relations juggernaut, how were they ever going to get Tibet back? Coupled with their inherent faith in the Dalai Lama, telling the Tibetan people that Dorje Shugden harms the Dalai Lama’s life meant they were perfectly poised to be manipulated and scared into doing anything the Tibetan leadership wanted.

Since the ban was enforced in 1996, the Tibetan leadership has failed to demonstrate any basis for this promise, notwithstanding the Dalai Lama’s own proclamations about the timing of his passing. Over the years, His Holiness has demonstrated a tendency to vacillate on this topic; on one occasion, he may state that the time of his passing is near, while on other occasions he has insisted he will live until 113. The Tibetan people have reacted as expected; when His Holiness has claimed his lifespan is short, they react with fear and worry, and countless requests for him to extend his life. When His Holiness has talked about living until 113, they are relieved.

Over the years, His Holiness the Dalai Lama has changed his mind multiple times about the timing of his passing. Is this because he is a master manipulator and toying with his people’s emotions, or is he demonstrating something deeper – an ability to control his death and rebirth? If that is the case, then how can a spirit harm the lifespan of someone who has this ability?

Is it that His Holiness is a master manipulator and toying with his people’s emotions? Or is it that His Holiness is demonstrating he is in full control of his passing and the timing can therefore be changed? Whatever the actual reason, in doing so, the Dalai Lama indirectly demonstrates that there is very little esoteric basis that giving up Dorje Shugden will protect and extend his life. The Dalai Lama is believed to be an emanation of Chenrezig, the Buddha of Compassion. How can something the Tibetan leadership deems a spirit (Dorje Shugden) be capable of harming a fully enlightened being? According to scriptures, since he is enlightened being, the Dalai Lama is therefore also in full control of his winds and the timing of his passing. This is perhaps best demonstrated by his own manifested indecisiveness about the time of his passing; it is this author’s belief that the timing changes because His Holiness is in full control of his death and subsequent rebirth, and Dorje Shugden has no impact on this whatsoever.

The promise from the Tibetan leadership also fails to hold any water because historically speaking, which Dalai Lama has Dorje Shugden killed since he was first enthroned as a Dharma Protector by the Sakyas? In fact, since Dorje Shugden’s manifestation as a Dharma Protector, if anyone has harmed a Dalai Lama’s life in all of that time, it is Nechung. It is well-known that when the 13th Dalai Lama was very ill, Nechung’s proclamations led to the administration of the wrong medication, resulting in the 13th Dalai Lama’s premature death. It is also well-known that when the Dalai Lama was considering leaving Tibet, Nechung was consulted and he advised the Dalai Lama to remain in Tibet. Instead it was Dorje Shugden who advised that the Dalai Lama should leave, and that this was a matter of grave urgency.

If anything, the Dalai Lama’s life was saved by Dorje Shugden. It makes no sense for the Tibetan leadership to claim that giving up the practice protects the Dalai Lama when it is Dorje Shugden who has been protecting the Dalai Lama all this while.

 

PROMISE #3: Give up Dorje Shugden so the Chinese stop spying on us

To ensure the Tibetan population would be sufficiently fearful of Dorje Shugden, their leadership told them that Dorje Shugden is a ploy of the Chinese, designed to drive a wedge in the Tibetan community. And to encourage people to give up Dorje Shugden, Tibetans were told that Dorje Shugden practitioners are Chinese spies and agents of the Chinese leadership.

All Tibetans know what an accusation like this means. It means the person is ostracized from the community. It means their families are blacklisted; the children cannot go to school, the parents cannot get jobs, shops will not serve them, hospitals will not treat them, and relatives cannot bury their loved ones because no one will come to conduct the last rites. Most of the Tibetan population is not wealthy and when faced with the possibility of such a life, with no foreseeable means of escape, it is understandable that people gave up the practice out of fear, to live as trouble-free a life as possible.

In Tibetan communities, associating with Dorje Shugden practitioners can earn you the dangerous label of being ‘anti-Dalai Lama’, although you may not practice Dorje Shugden yourself. This is the leadership’s method of ostracizing Dorje Shugden practitioners. Prominent Tibetan essayist Jamyang Norbu found out the hard way when this image of him and Shugden lama, Dechen Tulku surfaced on social media (http://www.dorjeshugden.com/all-articles/the-controversy/highest-peaks-to-lowest-gutters-by-jamyang-norbu/)

Tibetans were encouraged to punish Dorje Shugden practitioners for their perceived disloyalty to the Tibetan cause by segregating them – to separate the moustache from the mouth, so to speak. By segregating them, Shugden practitioners would not be able to participate in Tibetan daily life and help the Chinese leadership to sow seeds of dissent amongst Tibetans. By ostracizing Shugden practitioners, Tibetans were therefore being loyal to the Dalai Lama, their leadership and the Tibetan cause.

Promising that giving up Dorje Shugden makes it harder for China to spy on Tibetans is illogical, to say the least. Everyone practiced Dorje Shugden before the events of 1959, and before the Dalai Lama fled into exile. The Dalai Lama himself practiced Dorje Shugden; was he a tool of the Chinese leadership during his 30 years as a Shugden devotee?

It is similarly illogical and impossible that Dorje Shugden practitioners receive Chinese patronage simply because the Chinese leadership wishes to encourage anti-Dalai Lama sentiment. There are four million Dorje Shugden practitioners throughout the world. Financially, for all Dorje Shugden practitioners to receive remuneration from the Chinese leadership would present a huge expense for the Chinese, not to mention a logistical nightmare – how would the funds even be channeled to individual Shugden supporters and practitioners?

The Tibetan leadership’s promise may be without basis but what is fact is without the ban, there would be no sides for the Chinese leadership to support. So in fact, if the Chinese leadership are at all involved, it was the Tibetan leadership themselves who created a reason for this. Prior to the ban in 1996, many Dorje Shugden practitioners were passionate supporters of the Tibetan cause. When the ban was enforced, many Tibetans questioned why they should be protesting on behalf of a leadership that wants nothing to do with them. Why fight for someone like the Tibetan leadership who has made it clear they want nothing to do with you?

 

PROMISE #4: Giving up Dorje Shugden will lead to a harmonious Tibetan society

In the push to enforce the ban against Dorje Shugden, the Tibetan leadership promoted the idea that Dorje Shugden practice is schismatic and divisive. They promised more harmony and less conflict if Tibetans gave up Dorje Shugden.

There is no evidence that institutionalizing the ban has led to greater harmony. Most glaringly obvious is the fact the ban has resulted in the split of Sera Mey and Gaden Shartse Monasteries. In the case of Sera Mey, Pomra Khangtsen (fraternity house) broke away to form Serpom Monastery; in Gaden Shartse, Dokhang Khangtsen left to form Shar Gaden Monastery.

The wall that separates non-Shugden Gaden Shartse Monastery from Shugden-practicing Shar Gaden Monastery (formerly belonging to Gaden Shartse as Dokhang Khangtsen). Some have commented that the wall is reminiscent of the Berlin Wall.

The situation was very different prior to the ban when monasteries and monks coexisted peacefully, thanks to their time in Buxa where the Tibetan community lived when they first arrived in exile. In Buxa, Tibetans from all walks of life, sects and backgrounds lived in close proximity to one another with no issues. After the great monasteries were reestablished throughout India, Nyingma and Sakya monasteries found themselves built next to Gelug monasteries (as in the case of Gaden and Sera, for example). The monks would socialize and talk at a degree otherwise impossible in Tibet itself, where the vastness of the land ensured great distances between monasteries.

It has been claimed by the Tibetan leadership that such a split is evidence of religious freedom. They say that the fact the new monasteries exist shows that the Dorje Shugden monks are given their rights to open their own places of worship. But why are such separate places of worship even necessary, when they had been a part of the original monasteries for centuries already?

In the history of the world, ‘divide and conquer’ has never been touted as a formula for harmony and strength. Either the Tibetan leadership has a warped view of what harmony entails, or they truly believe that divisions are indicative of cohesiveness. Given this strange concept of societal harmony and democracy, is there any wonder then they were unable to remain in Tibet and since 1959, have been unable to return?

The claim that the split is evidence of religious freedom is also an erroneous one because the Tibetan leadership has no authority to make such assurances. Being an exiled and stateless government, the Tibetan leadership is bound by the laws of India where they are headquartered. If there is any religious freedom at all, it is afforded to the Tibetan people based on Indian law.

It is in fact Indian law that has protected Tibetan Dorje Shugden practitioners all this while, since the Tibetan leadership has on many occasions directed and organized violence against their own people. In 2000, the 600 monks of Dokhang Khangtsen had to be protected by the Indian riot police when a violent mob of approximately 3,000 Tibetan monks, nuns and laypeople descended on their prayer hall as they conducted a Dorje Shugden puja. The mob threw rocks and bricks, and screamed expletives, demanding to be let into the compound so they could burn down the building.

More recently, the Tibetan leadership published a hit list of Dorje Shugden practitioners who protested for their religious freedom. This was followed by a 27-minute speech by the Dalai Lama, which was shortly followed by a violent knife attack on a 84-year old monk at Trijang Ladrang. A few months later, there was a violent takeover of Domo Geshe Rinpoche’s monastery Gaden Choling in Phedong upon the passing of the caretaker, who was loyal to Dorje Shugden.

And that is just within the Gelug tradition. Within the Karma Kagyu tradition for example, the Tibetan leadership’s endorsement of one Karmapa candidate over another led to violent clashes at Rumtek Monastery, the traditional seat of the Karmapas during the enthronement ceremony of the non-endorsed candidate.

Then, in May 2016, the Karma Kagyu lama Rabsel Rinpoche wrote of supporters of the Tibetan leadership attempting to label the Karmapa Thaye Dorje a Dorje Shugden practitioner, in an effort to stain his reputation, destroy his influence and otherwise turn people away from him. The Karmapa Thaye Dorje has never previously hinted at any association with the Dorje Shugden practice, but it has not stopped such a ludicrous accusation from being leveled against him.

The letter addressed to the Dalai Lama, penned by the Karma Kagyu lama Lodreu Rabsel Rinpoche. In the letter, Rabsel Rinpoche accuses the Dalai Lama of remaining silent over the behaviour of his supporters, who are trying to create trouble for the Karmapa Thaye Dorje Shugden so he cannot teach freely. One of the methods they do this is by labelling him a Dorje Shugden practitioner. Rabsel Rinpoche acknowledges there is a ban against Dorje Shugden.

At a time when the Tibetan leadership can use a Gelug issue to create problems within another lineage, it is very clear to see that the promise that giving up Dorje Shugden will lead to harmony is so illogical, it will never bear fruit.

 


 

Conclusion

It seems that the Tibetan leadership cannot get things right and whatever they interfere with, ends up a mess of epic proportions. Instead of bringing people together, the leadership’s decisions have resulted in families being torn apart, as well as political in-fighting, conflict, vulgarities and overall violence. It began with the aftermath of the ban instituted in 1996 and things have been on a steady decline since for the Tibetan leadership. 20 years later, in 2016, the Dalai Lama’s reputation is worse than ever, with fewer world leaders willing to meet him, realizing it is not worth to jeopardize their trade relationships with China for such a meeting.

And the goal of rangzen (or umaylam – whatever is preferred) seems just as unattainable today as it was 60 years ago, regardless of whatever the Tibetan people have been told to give up in order to achieve it. They have given up Dorje Shugden, they have given up their teachers, they have given up their commitments, they have spent 20 years directing violence and vulgarities at those who refused to give up Dorje Shugden…and yet, they still have not achieved rangzen or umaylam. So what is the excuse now?

Can it be that the Tibetan leadership is staffed with incompetent individuals, or is it more likely that the leadership is comprised of self-serving people? The former would not be logical; surely after 20 years, incompetence can no longer be used as an excuse as the leaders would have learned from their past mistakes or the Tibetan people would have found much more capable representatives. It seems much more likely that the modus operandi of the leadership is to be entirely self-serving, hence the wild promises they make to their people, promises which are ever-changing in the hopes of distracting and keeping their populace from the truth.

What the Tibetan leadership needs to understand is that real power does not come from making false promises to and manipulating their people. Real power, strength and solidarity come from bringing people together, not driving them apart. If the Tibetan leadership are intent on turning their people against each other because they want money and power, what they will soon find is that with time, people will only wake up to the truth about them. That is, nothing they say can be trusted because they were never in office for the benefit of their people to begin with.

Ordinary Tibetans are growing increasingly frustrated with the Tibetan leadership, recognizing that they make empty promises they never fulfill. The promises they made surrounding Dorje Shugden is another such example of the empty promises made by the Tibetan leadership, which have failed to materialize over time.

Giving up Dorje Shugden will prolong the Dalai Lama’s life because Dorje Shugden harms the Dalai Lama???, How embarrassing for the Tibetan Leadership to be so berated by their own protector gods, the very same who are care for the Tibetan peoples. According to scriptures and CTA Dalai Lama is an enlightened being, there fore also in full control of his winds and the timing of his passing then how can Dorje Shugden can harm him or shorten his life???? This just a dirty politics nothing else..

  2. If it walks like a duck, quacks like a duck, looks like a duck… how people are still blind and ignorant to the follies of the Tibetan leadership is beyond me. This is a group that has systematically lied, cheated, embezzled and stolen from their people for 60 years. All this exploitation and yet people still look the other way because they’re Buddhist so they must have a deeper reason. And what’s more, they continue to dig into their pockets to fund this sorry excuse of a government.

    No, the CTA are NOT Buddhist. Buddhists don’t act this way. Buddhists don’t use Dharma has a shield to hide behind when their nefarious ways are exposed.

    Thanks for chronicling the lies of this bunch of con men though I can’t imagine it must be very hard to do considering the impressive catalogue they’ve built up for themselves. The CTA will now reap the consequences of the trouble it has sown. THE TRUTH WILL PREVAIL, WAKE UP PEOPLE!!!

  3. The bottom line is, the Tibetan people are in a worse-of state today and it is not difficult to understand why.

    If we are to believe in the law of Karma, then we must accept that the Tibetan people lost their country because of collective karma, specifically the negative karma created by the Tibetan government. Consider this – why didn’t a similar fate befall Nepal and Bhutan? Bhutan especially is just a dot compared to China, and yet it has managed to maintain its sovereignty? Anyone who cares to read Tibetan history will see that Gaden Phodrang is filled with intrigue, foul play and corruption and that legacy continued on in exile.

    The Dalai Lama even admitted it in an interview with Claude Arpi when he said, “Somehow, the shining of our forehead had vanished at one point. Before there was some kind of ray or shine which mean a ‘force of good karma’ or ‘luck’ which has disappeared. Somehow, it was not there anymore [before the Chinese annexation].
    …at the time India became independent in 1947 or even before, something went wrong, Even from the purely spiritual field, many believed that in 1920’s or 1930’s if some puja had been done in time, this tragic thing would not have come…”

    And yet the same Dalai Lama who recognised that the Tibetan people’s demise came as the result of the force of karma, has for the past 20 years, committed the people into creating even greater bad karma by participating in schism (via the Shugden conflict and the Karmapa controversy), breaking sacred oaths made to their Protector and also forcing many monks to disrobe and be devoid of their homes, destroying statues and desecrating holy monasteries, disparaging holy masters and forcing people to break samaya with their gurus.

    How can any of this be good and what do they think the karmic consequences are?

    The CTA has lied time and time again to the Tibetan people and even today, there are those who would blame Dorje Shugden (because that is the scapegoat picked by the Dalai Lama and CTA for their failures) for the Tibetan people’s woes, instead of just looking at facts.

    Personally, I don’t see how anything good would go the Tibetan people’s way until they start to change their own fate. To begin with, stop harming Shugden Buddhists.

  4. OMG what a vein Sikyong. Who would actually create a thangka of themselves and hang it? So much for humility lol. You know I hate to say this but CTA, it is time you close shop. Everywhere you go, you create problems for your own people just because they don’t follow what HH the Dalai Lama says and wants? Does that sound fair and logical and democratic and I thought His Holiness is no longer involve in politics and just focuses on the spiritual aspects of things. So why does a democratic government take His Holiness’s advice and execute them, punishing people and brand them as traitors if they don’t follow suite? Sounds just like their own enemy which they condemn so often for doing all the things they themselves do. They are in fact very a like.

    I think the most hilarious of all the illogical reason they could come up with to ban Dorje Shugden… this one tops it all!
    PROMISE #3: Give up Dorje Shugden so the Chinese stop spying on us
    I think a 5 year old child would be smart enough to know not to reveal your weak points to your enemy for they may use it against you. So if China is now celebrating and promoting Dorje Shugden… well who’s fault is it?
    Geez it make one wonder… no wonder these people lost their country… why ban Dorje Shugden, tell the world how to shorten the Dalai Lama’s life, as if it was true, and expect your enemy to not pick up on that? It is almost like a plot to encourage China to promote Dorje Shugden and I wouldn’t be surprise because nothing is as it seems with these Tibetan mystical lamas.

    Thank you for writing this article. I like your arguments especially the first two.

    1. I like the way you explained that it was the Dalai Lama who shifted the Tibetan in exile goal from full independence to autonomy. For us Buddhists, it is important to remember and stick to the basic law of cause and effect. Isn’t it better to think that the fall of Tibet was the result of the collective karma of the people who lived in that region instead of treating Dorje Shugden like a scapegoat?

    2. My teacher explained to me that for someone as attained as the Dalai Lama, he has the ability to control his wind and determine as to when he would like to enter clear light. If DS is indeed a demon then how can he shorten the life of the Dalai Lama who is the emanation of Buddha of Compassion, Chenrezig. The Dalai Lama’s followers should understand that the lifespan of the Dalai Lama would depend very much on their samaya with their guru and not on Dorje Shugden.

    In addition, I agree with you that Dorje Shugden worship has nothing to do with the Chinese government or being a Chinese spy and it does not create disharmony. It is the ban on DS practice that created disharmony and not Dorje Shugden worship.

  6. It is very sad to witness one of the most prominent Buddhism society is governed by self-serving people who put the life and welfare of the people in jeopardy. It is administration like the CTA that causes the degeneration of a great religion and the downfall of whatever integrity that Tibetan had been left with. After 60 years in exile, nothing concrete was built or developed. Not an inch was the CTA closer to the goal “Free Tibet”. Nor was there any positive cause that is worth to be mentioned.

  7. It is indeed a well known failure of CTA in trying to get Tibetans together and obtaining independence from China. In supporting this 57 years failure they have to find scapegoat and sadly all are directed at Dorje Shudgen practitioners. Dorje Shudgen practitioners in the CTA county are ostracized, punished, degraded and classified as second class people. Is it correct to assume now that so many fallacies as construed by CTA has now surfaced as lies. In covering these lies they have to come up with more lies to cover other lies, in fact the gaping holes of lies are now too big for them to cover up. In their ensuing struggles over this political failure His Holiness is being dragged into this conundrum situation. A very simple explanation would be that if His Holiness is a emanation of Chenrizig how could he be harm by Dorje Shudgen. This is a plot by CTA working hand in gloves with Nechung a retired oracle that many have suspected to have given incorrect predictions. Are we to go on believing this oracle?

  8. The most amazing thing about these lies from Tibetan leadership about Dorje Shugden, is that the people would actually believe them. Many would agree that Buddhism is a religion/philosophy based on study, understanding, reasoning, debate, and contemplation.

    But from my experience about people who are anti Dorje Shugden, it seems that logic has been thrown out of the window. They have suddenly lost the ability to reason with logic, and most of them would use vulgar words towards Shugden practitioners.

    Most of the anti Shugden people has forgotten Buddha mentioned “All sentient beings”, instead, they change it to “All sentient beings EXCEPT Shugden practitioners”.

    I mean, it is such lame that CTA said “Give up Shugden to help Tibetan cause” (best part is, people would believe it). So, there are people who don’t practice Buddhism, why don’t you go and ask them to stop their practice and follow Buddhism, so that you can have your Tibetan cause? Does it even make sense? So, the responsibilities now lies with the Shugden practitioners, and not the Dalai Lama’s followers? May be the Tibetans should challenge the government and ask them what have they done in the past 60 years, such that things are gone from bad to worse?!

    I would say CTA has done a good job in making their citizens STUPID so that they will just listen without thinking and believe whatever s**t they said. The lack of ability to debate on this Shugden topic is a good indication they just believe what the CTA said without the ability to think.

    We did not start the fire. The first stone was not thrown by Dorje Shudgen people. To say the murder of Lobsang Gyatso was the act of Dorje Shugden people is purely circumstantial and never proven in a court.

So here we offer our understanding and compassion for China/anyone and want to help China/anyone to overcome their problems by non-violence because only non-violence works. Public hand and economy is mainly concerned about work and jobs but never ever concerned about understanding, motivation and actions. What is the understanding, what is the motivation and what are the actions? About the most important ascpect, because space and conciousness comes first it is the way that wisdom and compassion comes first, education is only about getting information in order to work/function in a treadmill like a hamster with the result of harmful causes and effects to once conciousness, the environemt, nature, animals and human beings/mankind. That’s called civilisation, well that’s a problem. We are not robots that need information in order to function/work in order to produce more impermanent luck that can’t make us happy or cause and effect freedom and wellbeing anyway because our freedom and wellbeing completely depends on our conciousness and state of conciousness.

    Some say evolution is a fight and that the most violent/strongest will survive, well that’s not what evolution is that also is in contradiction with the fact than bön is so many thousand years old and this culture of wisdom and compassion/non-violence is still here. Also just take a look into history of mankind as well as the the fact that when you cut your finger regeneration and healing will happen and that is evolution/regeneration and healing or non-violence/non-duality/reality/interdependence/impermanence as well as that violence has failed and fails because it is in contradiction with reality/non-duality/non-violence.

    So we don’t need to fight but can and should stop to fight because otherwise we will not survive because evolution will not stop to regenerate and heal. Cycle of elements is running and anything that is harmful/in contradiction has no chance to survive within this reality/non-duality/non-violence. So if we turn around this healing cause and effect, it becomes harmful cause and effect for ourself because we have turned it around, because we have made duality/violence out of non-duality/non-violence. But non-duality stays non-duality, so we can recover, mankind can recover, elements and nature can recover, we just need to stop violence by understanding non-violence/non-duality/reality by becoming aware of it by dharma study and practice.

    So we are not hostile against Germany or China or someone/nations but because we understand the importance to avoid and overcome causes of violence and violence, we study and practice dharma/wisdom and compassion for the benefit of Germany/Europe/China/any nation. So please don’t turn against people who teach, study and practice dharma/wisdom and compassion for freedom and wellbeing of mankind.

    Mankind/any nation deserves freedom and wellbeing unconditionally, that’s the natural “program/law/dharma/thatagat os” of space/reality/protection/regeneration and healing that is happening/there unconditionally, so any nation/mankind deserves dharma/wisdom and compassion/cultivating dignity because with violence we can’t cause and effect freedom and wellbeing because reality is non-violence/non-duality/protection/regeneration and healing. We can’ escape space, so we can’t espace reality/non-violence/non-duality. To create the illusion of duality and to escape from reality into duality/illusion/eternalism and nihilism/dualism/narcissism/capitalism/communism/socialism/ism, will not help but cause and effect many problems. That’s in contradiction with reality but unfortuneately ignorance/violence is a part of reality and the best/only way to deal with it, to avoid worse and to come out of it is wisdom and compassion/dharma/non-violence/non-duality/reality.

    Human beings have freedom to practice dignity/wisdom and compassion to avoid and overcome causes of violence/suffering and violence/suffering because they have conciousness because of space. This is for the benifit of all nations/human beings and animals, nature and mankind itself.

    Thing with duality is that it is in conflict with another that is that good and evil is in conflict with another as well as that good and evil is in conflct with non-duality/reality/non-violence itself.

    Good and bad actions are violence, one party says that good is right and evil is wrong and the other party says that evil is right and good is wrong. Non-duality says that there is no right and wrong but non-duality or non-violence/wisdom of non-duality and compassion that is free of good and evil/right and wrong and this is a problem for good and evil that are in conflict with another and with non-duality/reality/non-violence/wisdom and compassion/dharma.

    Non-duality as well as interdependence means that everything is connected, nothing is independent but dynamicly interdependent and therefore everything is impermanent that means life, protection, regeneration and healing or transformation/tantra/liberation/freedom and wellbeing. This is freedom or the only freedom that is available or there is this basic freedom of lastingness and non-existence, there is no other freedom than this basic freedom of lastingness and non-existence but this causes and effects freedom and wellbeing as long we don’t turn it around because then this turning around is what is harmful for ourself.

    The illusion of non-existence is where the illusions of evil, devil, death and aversion/bad actions arise from.
    The illusion of lastingness is where the illusions of good, god, only this life and attachment/good actions arise from.

    Here religions have a problem with dharma because they worship god that blocks them to cause and effect what they actually want to cause and effect. This god and devil duality is an betray system/spirit worship to keep beings into the illusion of duality/samsara. Samsara has a good and bad side and some people think that when they are on the good side that everything is fine but heaven/good/god and hell/bad/devil is not nirvana it’s samsara.

Dharma is about getting all out of heaven and hell and to avoid to cause and effect heaven and hell by wisdom of non-duality and compassion to cause and effect nirvana/wisdom and compassion that is the only freedom and wellbeing that is available.

    Within religion/states/republics, there is alot/something in contradiction with reality/non-duality/non-violence/dharma that is talking about that harmful (good and bad) actions have an harmful effect within our conciousness and that with applying wisdom and compassion there is regeneration and healing happening that pills can’t do at all/pills can’t perform wisdom and compassion. Well i have never seen a pill that can practice wisdom and compassion but i have seen that by selling pills they can make alot of money and sideeffects to make money with again.

    Reality is free of lastingness and non-existence, free of duality like good and evil, god and devil, good and bad, friend and enemy. Reality by itself is non-dual, pure, protection, regeneration, healing (view-dharmakaya-sky) and loving kindness motivation (5 aspects of wisdom and compassion/Bodhichitta-sambhokayaka-sun) and non-violence (6 paramitas/enlightnend activity-nirmanakaya-sunrays).

    And these three kayas are our identity/conciousness and our human psychophysical body is an nirmanakaya emanation/expression of non-duality/non-violence/wisdom and compassion. Our body is the seat of all peaceful and wrathful deities/aspects, our body is our pure mandala-house and the environment is the human realm where we perform/study and practice wisdom and compassion for the benifit/freedom and wellbeing of all beings.

    When you go to a concentration camp there is a lable that says that work liberates and lobbyism talks about work and jobs but they never talked/talk about wisdom, compassion and 6 paramitas, isn’t it. Work does not liberate and we understand that only wisdom and compassion protects and liberates, so wisdom and compassion first!

    To understand Tibet and Tibetan culture a little bit non-dual perception and experience of reality is required. But once you have experienced non-dual perception and experience of reality, even just for a short time, you’ll start to understand Tibet and Tibetan culture or dharma culture much better. Then you will understand Buddha, then you will understand Dharma, then you will understand Sangha, then you will understand Ghandi, then you will understand HHDL and CTA.

    Since you started the cruel ban against the 350 year Dorje Shugden practice, how has it benefit your Tibetan society and Buddhism in the world? Things have become worse and most educated Tibetans can see this. They don’t speak out not because they don’t see your ban as wrong, but you instill fear in them and not respect. It is like fear of a dictator. I am sorry to say so. Everyone is divided. There is no harmony. Before your ban there was more harmony and unity.

    By enacting the ban, you split the monasteries, split so many families, split regions in Tibet apart, split your disciples from you, split your own gurus from you, split Tibetan Buddhism apart. You have created so much disharmony.

    It is not democratic what you have done to ban a religion within your community. You always talk of tolerance and acceptance and democracy and yet you do not accept and tolerate something different from your beliefs. When people practice Dorje Shugden you ostracize them, ban them from seeing you, ban them from using Tibetan facilities. You know you have done that. There are videos that capture your speech and prove this point. You even had people expelled from monasteries just because they practice Dorje Shugden. Some of the monks you expelled have been in the monastery for over 40 years. Many older monks shed tears because of this.

    Many young educated Tibetans lost confidence in you as they saw the damage the Dorje Shugden ban created and they lose hope. Many have become free thinkers. They reject what you have done. So many people in the west left Buddhism because of the confusion you created with this ban against Dorje Shugden which is immoral.

    You could of had millions of people who practice Dorje Shugden to support, love and follow you, but you scared them away. They are hurt and very disappointed. They loved you and respected you deeply before the ban. It has been 60 years and you have failed to get Tibet back. Your biggest failure is not getting Tibet back after 57 years in exile. Now you are begging China to allow you to return to Tibet to the disappointment of thousands of people who fought for a free Tibet believing in you. So many self-immolated for a free Tibet and now you want Tibet to be a part of China with no referendum from Tibetans. Just like a dictator, you decide on your own. It was your government and you that lost Tibet in the first place. Your policies and style of doing things do not benefit Tibet and Buddhism. You have been the sole ruler of Tibet your whole life and you still have not gotten our country of Tibet back for us. Our families and us are separated. Yet you create more pain by creating a ban to further divide people. Please have compassion.

    No other Buddhist leader has banned or condemned any religion except for you. It looks very bad. You are a Nobel laureate and this is not fitting of a laureate. You should unite people and not separate them by religious differences.

    You said Ms. Aung San Suu Kyi did not do right to the Rohingya people in Myanmar due to religious differences, but you are doing the same thing to the Shugden Buddhists within your own society. There is a parallel in this. You separate the Shugden Buddhists from the others in Tibetan society.

    You have lost so many people who would have loved and supported you. You have lost so much support around the world. The Shugden Buddhists who love you number in the millions. When you are fast losing support from governments and private people, it will not do you well to lose more.

    After you are passed away in the future, the rift you created between the Dorje Shugden and non-Dorje Shugden people will remain for a while and that will be your legacy. Disharmony. You will be remembered for this. Not as a hero but a disharmony creator.

    Dorje Shugden will spread and further grow, but you will be no more as you are a human. No one wishes you bad and in fact we hope you have a long and healthy life, but we have lost so much hope and have so much despair because of you. All the hundreds of Dorje Shugden lamas, tulkus and geshes are maturing and there are hundreds of Dorje Shugden monasteries in Tibet who will not give up Dorje Shugden. You have made a mistake. These hundreds of teachers and teachers to be will spread Dorje Shugden further in the future.

    The gurus that gave us Dorje Shugden as a spiritual practice and you have called these holy gurus wrong and they are mistaken in giving us Dorje Shugden. How can you insult our gurus whom we respect so much? If they can be wrong, then you can be wrong. Then all gurus can be wrong. So no one needs to listen to any guru? You have created this trend. It is not healthy. Your own gurus practiced Dorje Shugden their whole lives. Your own gurus were exemplary and highly learned.

    Dalai Lama you have created so much pain with this ban against so many people due to religion. You are ageing fast. Are you going to do anything about it or stay stubborn, hard and un-moving. You show a smile and preach peace and harmony wherever you go. But will you do the same to your own people? Please rectify the wrong you have done. Please before it is too late. You can create harmony again or you can pass away in the future with this legacy of peace. May you live long and think carefully and admit what was a mistake in having this unethical ban against Dorje Shugden religion.

    Jared Kushner, U.S. President Donald Trump’s son-in-law and senior advisor, has quietly been trying to do away with the U.N. relief agency that has provided food and essential services to millions of Palestinian refugees for decades, according to internal emails obtained by Foreign Policy.
    His initiative is part of a broader push by the Trump administration and its allies in Congress to strip these Palestinians of their refugee status in the region and take their issue off the table in negotiations between Israel and the Palestinians, according to both American and Palestinian officials. At least two bills now making their way through Congress address the issue.
    Kushner, whom Trump has charged with solving the Israeli-Palestinian conflict, has been reluctant to speak publicly about any aspect of his Middle East diplomacy. A peace plan he’s been working on with other U.S. officials for some 18 months has been one of Washington’s most closely held documents.
    But his position on the refugee issue and his animus toward the U.N. Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) is evident in internal emails written by Kushner and others earlier this year.
    “It is important to have an honest and sincere effort to disrupt UNRWA,” Kushner wrote about the agency in one of those emails, dated Jan. 11 and addressed to several other senior officials, including Trump’s Middle East peace envoy, Jason Greenblatt.
    “This [agency] perpetuates a status quo, is corrupt, inefficient and doesn’t help peace,” he wrote.
    The United States has helped fund UNRWA since it was formed in 1949 to provide relief for Palestinians displaced from their homes following the establishment of the State of Israel and ensuing international war. Previous administrations have viewed the agency as a critical contributor to stability in the region.
    But many Israel supporters in the United States today see UNRWA as part of an international infrastructure that has artificially kept the refugee issue alive and kindled hopes among the exiled Palestinians that they might someday return home—a possibility Israel flatly rules out.
    Critics of the agency point in particular to its policy of granting refugee status not just to those who fled Mandatory Palestine 70 years ago but to their descendants as well—accounting that puts the refugee population at around 5 million, nearly one-third of whom live in camps across Jordan, Lebanon, Syria, the West Bank, and Gaza.
    By trying to unwind UNRWA, the Trump administration appears ready to reset the terms of the Palestinian refugee issue in Israel’s favor—as it did on another key issue in December, when Trump recognized Jerusalem as Israel’s capital.
    In the same January email, Kushner wrote: “Our goal can’t be to keep things stable and as they are. … Sometimes you have to strategically risk breaking things in order to get there.”
    Kushner raised the refugee issue with officials in Jordan during a visit to the region in June, along with Special Representative for International Negotiations Jason Greenblatt. According to Palestinian officials, he pressed the Jordan to strip its more than 2 million registered Palestinians of their refugee status so that UNRWA would no longer need to operate there.
    “[Kushner said] the resettlement has to take place in the host countries and these governments can do the job that UNRWA was doing,” said Hanan Ashrawi, a member of Executive Committee of the Palestine Liberation Organization.
    She said the Trump administration wanted rich Arab Gulf states to cover the costs Jordan might incur in the process.
    “They want to take a really irresponsible, dangerous decision and the whole region will suffer,” Ashrawi said.
    Saeb Erekat, the Palestinians’ chief negotiator, told reporters in June that Kushner’s delegation had said it was ready to stop funding UNRWA altogether and instead direct the money—$300 million annually—to Jordan and other countries that host Palestinian refugees.
    “All this is actually aimed at liquidating the issue of the Palestinian refugees,” hesaid.
    The White House declined to comment on the record for this story. A senior executive branch official, speaking on condition of anonymity, said U.S. policy regarding the U.N.’s Palestinian refugee program “has been under frequent evaluation and internal discussion. The administration will announce its policy in due course.”
    Jordanian officials in New York and Washington did not respond to queries about the initiative.
    Kushner and Nikki Haley, the U.S. ambassador to the United Nations, both proposed ending funding for UNRWA back in January. But the State Department, the Pentagon, and the U.S. intelligence community all opposed the idea, fearing in part that it could fuel violence in the region.
    The following week, the State Department announced that that United States would cut the first $125 million installment of its annual payment to UNRWA by more than half, to $60 million.
    “UNRWA has been threatening us for six months that if they don’t get a check they will close schools. Nothing has happened,” Kushner wrote in the same email.
    State Department spokesperson Heather Nauert said at the time that the U.S. had no intention of eliminating funding for Palestinian refugees, and that it was taking time to explore ways to reform UNRWA and to convince other countries to help Washington shoulder the financial burden of aiding the Palestinians.
    But the following day, Victoria Coates, a senior advisor to Greenblatt, sent an email to the White House’s national security staff indicating that the White House was mulling a way to eliminate the U.N.’s agency for Palestinian refugees.
    “UNRWA should come up with a plan to unwind itself and become part of the UNHCR by the time its charter comes up again in 2019,” Coates wrote.
    She noted that the proposal was one of a number of “spitball ideas that I’ve had that are also informed by some thoughts I’ve picked up from Jared, Jason and Nikki.”
    Other ideas included a suggestion that the U.N. relief agency be asked to operate on a month-to-month budget and devise “a plan to remove all anti-Semitism from educational materials.”
    The ideas seemed to track closely with proposals Israel has been making for some time.
    “We believe that UNRWA needs to pass from the world as it is an organization that advocates politically against Israel and perpetuates the Palestinian refugee problem,” said Elad Strohmayer, a spokesman for the Israeli Embassy in Washington.
    Strohmayer said that Palestinians are the only population that is able to transfer its refugee status down through generations.
    The claim, though long advanced by Israel, is not entirely true.
    In an internal report from 2015, the State Department noted that the U.N. High Commissioner for Refugees “recognizes descendants of refugees as refugees for purposes of their operations.” The report, which was recently declassified, said the descendants of Afghan, Bhutanese, Burmese, Somali, and Tibetan refugees are all recognized by the U.N. as refugees themselves.
    Of the roughly 700,000 original Palestinian refugees, only a few tens of thousands are still alive, according to estimates.
    The push to deny the status to most Palestinians refugees is also gaining traction in Congress.
    Last week, Rep. Doug Lamborn, a Republican from Colorado, introduced a bill that would limit the United States to assisting only the original refugees. Most savings in U.N. contributions would be directed to the U.S. Agency for International Development, the United States’ principal international development agency. But USAID is currently constrained by the Taylor Force Act, which restricts the provision of humanitarian assistance to the Palestinian Authority until it ends a policy of providing aid to families of fallen terrorists.
    “Instead of resettling Palestinian refugees displaced as a result of the Arab-Israeli Conflict of 1948, UNRWA provides aid to those they define as Palestinian refugees until there is a solution they deem acceptable to the Israeli-Palestinian conflict,” Lamborn’s bill states.
    “This policy does not help resettle the refugees from 1948 but instead maintains a refugee population in perpetuity.”
    A congressional aide familiar with the legislation said its intent isn’t to gut UNRWA funding, but redirect assistance to descendants through USAID.
    “The people that are suffering should still get assistance, but through appropriately defined humanitarian channels and aid programs,” the aide said.
    Similarly, Sen. James Lankford, (R-Okla.), has drafted legislation that would redirect U.S. funding away from UNRWA and to other local and international agencies.
    The bill, which has not yet officially been introduced, would require the U.S. secretary of state certify by 2020 that the United Nations has ended its recognition of Palestinian descendants as refugees.
    “The United Nations should provide assistance to the Palestinians in a way that makes clear that the United Nations does not recognize the vast majority of Palestinians currently registered by UNRWA as refugees deserving refugee status,” reads a draft obtained by Foreign Policy.
    Previous U.S. administrations have maintained that the vast majority of Palestinian refugees will ultimately have to be absorbed in a new Palestinian state or naturalized in the countries that have hosted them for generations.
    But the fate of the refugee issue was expected to be agreed to as part of a comprehensive peace pact that resulted in the establishment of a Palestinian state.
    “It’s very clear that the overarching goal here is to eliminate the Palestinian refugees as an issue by defining them out of existence,” said Lara Friedman, the president of the Foundation for Middle East Peace.
    “This isn’t going to make peace any easier. It’s going to make it harder.”

    This article has been prompted by Jyoti Malhotra’s article in ThePrint ‘Tibetan government quietly changed its PM’s designation. India won’t be unhappy about it‘.
    China’s annexation of Tibet in 1959, ousting the Dalai Lama, had attracted it worldwide criticism. The Dalai Lama fled and was granted asylum in India, where he set up a government-in-exile with its headquarters in Dharamshala.
    The Chinese claim Tibet on the grounds that it has been part of the country since the Yuan dynasty of the 13th century, which is disputed by the government-in-exile. But let us leave this that matter aside.
    The more important question is whether Chinese rule has benefited Tibet.
    The answer is that it undoubtedly has. As the Reuters’ Ben Blanchard writes: “Today Tibet is richer and more developed than it has ever been, its people healthier, more literate, better dressed and fed”.
    Although Ben goes on to argue that this development masks “a deep sense of unhappiness among many Tibetans”, I will disagree. How can anyone be unhappy if s/he is healthier, better fed and better clothed?
    Under the rule of the Dalai Lamas (Buddhist priests), the people of Tibet were terribly poor, almost entirely illiterate, and lived like feudal serfs.
    Today, Tibet presents a totally different picture. The illiteracy rate in Tibet has gone down from 95 per cent in the 1950s to 42 per cent in 2000. It has modern schools, universities, engineering and medical colleges, modern hospitals, freeways, supermarkets, fast food restaurants, mobile stores and apartment buildings. The capital Lhasa is like any other modern city.
    While the economic growth in the rest of China has slowed down to about 7 per cent, Tibet has had a 10 per cent growth rate in the last two decades.
    Tibet has huge mineral wealth, which was only awaiting Chinese technology to be tapped. Nowadays, it has numerous hydro and solar power plants and industries running with Chinese help.
    Tibetan literature is flourishing, contrary to claims that the Chinese want to crush Tibetan culture.
    Of course, now the lamas cannot treat their people as slaves.
    The so-called ‘government-in-exile’, of which Lobsang Sangay claims to be the President, is a fake organisation, funded by foreign countries. They only want to restore the feudal Tibet, ruled by the reactionary lamas, something which will never happen.

These NGOs will penetrate the country’s social sector at the grassroots level. This is the first time such a large number of Chinese NGOs have entered Nepal at one time. Nepal is increasingly open to Chinese influence, a sign that ties between both countries are strengthening, while India’s influence is being reduced. The time has passed for India’s monopoly to remain uninterrupted in Nepal as opportunities to engage with China are being welcomed.

    30 Chinese NGOs all set to work in Nepal

    At a time when the government has framed a policy to tighten the noose around non-governmental organisations, 30 Chinese NGOs have entered Nepal to penetrate the country’s social sector and the grassroots.
    The Social Welfare Council Nepal and China NGO Network for International Exchanges, an umbrella body of Chinese NGOs, have signed a memorandum of understanding to enable Chinese NGOs to work in Nepal. The agreement was signed yesterday between SWCN Member Secretary Dilli Prasad Bhatt and CNIE General Secretary Zhu Rui in the presence of Minister of Women, Children and Senior Citizen Tham Maya Thapa and Chinese Deputy Minister of External Affairs Wang Yajun.
    The agreement has paved the way for the first batch of 30 Chinese NGOs to work in Nepal for a period of three years. Their contract will be extended based on the consent of SWCN and CNIE. Representatives of these 30 Chinese NGOs were also present during yesterday’s signing ceremony. They have agreed to work in partnership with local NGOs to implement their programmes and projects.
    The Chinese NGOs are eyeing areas such as livelihood, healthcare, education, skill-based training, community development and disaster management. This is the first time such a large number of Chinese NGOs has entered Nepal at one time. The Chinese assistance so far in Nepal has largely been limited to development of infrastructure projects. But the entry of these NGOs indicates China is keen on making its presence felt in Nepal’s social sector and the grassroots, which, till date, have remained domains of the West and countries such as Japan and India.
    The MoU signed between SWCN and CNIE states that Chinese NGOs will be mobilised for ‘the benefit of needy Nepalis and to enhance ties between China and Nepal through people-to-people support programmes’.
    “The Chinese NGOs will abide by the law of Nepal in its entirety while carrying out development cooperation in Nepal,” says the MoU, adding, “Chinese NGOs will submit programmes to the SWCN to carry out development activities in partnership with Nepali NGOs and SWCN in line with plans and policies of the government of Nepal.”
    The MoU was signed at a time when the government has drafted the National Integrity Policy to limit activities of NGOs and INGOs, as some of them were found ‘trying to break communal harmony and proselytising Nepalis’. There were also concerns that high administrative cost of many NGOs and INGOs was preventing money from reaching the real beneficiaries. The policy clearly states that NGOs and INGOs cannot spend more than specified amount under administrative and consultant headings. They will also be barred from working against Nepal’s interests, culture and communal harmony and conducting activities to promote their religious, social or other agenda, adds the policy.
    Around 48,000 NGOs are currently registered in Nepal, of which only 1,600 have been receiving funds from INGOs, as per SWCN. The SWCN has directed INGOs and NGOs to spend 60 per cent of the budget to generate tangible results, while the remaining can be used to cover administrative costs and organise training, meetings and seminars.

  18. The cracks in Tibetan society are starting to show, and it is now coming to the attention of local Indians who have all but identified the Tibetan leadership as the source of the divisions. According to this author, disunity amongst the Tibetans is now creating problems for Indian law enforcement agencies, and this disunity may culminate in young Tibetans holding silent grudges against their host country. It is incredible that after six decades of generosity from India, Indians are now facing the very real possibility Tibetans can be ungrateful towards India. The Tibetan leadership totally failed to impart positive values upon their exiled community, like gratitude for those kindest to them and the need to repay these kindnesses with real, tangible results. It’s also very unlikely that the Tibetan leadership will now start to do this, after six decades of failing to do so. Indians need to realise this, and see that there is no benefit for their nation to align themselves with the Tibetan leadership, and there never will be.
    Tibetan disunity not in India’s interest

    India is home to the Dalai Lama and an estimated 120,000 Tibetan refugees. Though this humanitarian gesture on India’s part comes at the cost of risking New Delhi’s relations with China, India has never wavered in ensuring that Tibetans live with dignity and respect. Notified settlements across the country were made available so that they can live as independently as possible and practice Tibetan religion and culture. They are also allowed to establish centres of higher learning in Tibetan Buddhism. As a result, several reputed Buddhist institutes came up in Karnataka, and in the Indian Himalayan belt. In what may be termed as a gesture well reciprocated, and because of the respect and influence His Holiness the Dalai Lama commands, the Tibetan diaspora also lived as a peaceful community, rarely creating problems for India’s law enforcement agencies.
    The situation, however, changed from 2000 onwards when unity amongst Tibetans suffered some setback due to developments like the Karmapa succession controversy and the controversy over worshiping of Dorje Shugden. In a unique case of politics getting the better of religion, two senior monks of the Karma kargyue sect of Tibetan Buddhism, Tai Situ Rinpoche and late Shamar Rinpoche, developed serious differences after the demise of Rangjung Rigpe Dorje, the 16th Karmapa, in 1981. This animosity ultimately led to emergence of two 17th Karmapa candidates in the early nineties. While Tai Situ Rinpoche identified and recognised UghyanThinley Dorje, late Shamar Rinpoche anointed Thinley Thaye Dorje as his Karmapa candidate. Enthronement of their respective protégés at the Rumtek Monastery in Sikkim, the supreme seat of the Karma Kargue linage, being their primary objective, both started indulging in activities monks normally are expected to, and bitterness spewed against each other.
    The bitter rivalry assumed a new dimension when UghyenThinley Dorje suddenly appeared in India in January 2000. The competition became fiercer and hectic political lobbying, never known in the history of Tibetan Buddhism on Indian soil, became common place. Apart from pulling strings at their disposal in Sikkim as well as in the power corridors of New Delhi, these senior monks spat against each other with allegations and counter allegations, widening the gaps between their supporters. His Holiness the Dalai Lama, choosing to favour one of the candidates—a decision many Tibet watchers felt was ill-timed—had also limited possible scope of rapprochement. Hence, the Karma Kargyue followers are now vertically divided, while the camps are dragged into a long drawn legal battle.
    Another development that unfortunately split the Tibetans is the controversy over Shugden worshipping, which again is an internal matter of the Gelugpa sect, to which the Dalai Lama belongs. It erupted as a result of the Dalai Lama urging Tibetans to refrain from worshiping Dorje Shugden, a deity believed to be a protector, according to Tibetan legend. Shugden practitioners, who felt offended by the call, describe it as an attack on freedom of religion, a right, which Dalai Lama himself tirelessly fought for. On the other hand, die hard Dalai Lama followers perceived the questioning of the decision as one challenging the wisdom of the Dalai Lama and mounted massive pressure on Dorje Shugden practitioners to relent, with some even demolishing the statues of the deity. The rivalry ultimately led to split in two Gelug monasteries in Karnataka, and Serpom and Shar Garden monasteries in Bylakupe and Mundgod respectively came under the control of Shugden followers. The bitterness associated with the split is exemplified by the fact that till today, members of these monasteries are treated as some sort of outcasts by the others. Thus, for the first time, the Tibetan diaspora in India gave birth to sections opposed to the Dalai Lama, with spillover effects in Tibet and elsewhere.
    For India, with a fragile internal security profile, a divided Tibetan population on its soil is not good news. It has several long-term implications. It is common knowledge that China considers Dalai Lama as a secessionist, one plotting to divide their country. The latter’s claim of “all that Tibetans were asking for, was a status of genuine autonomy within the Constitution of the Peoples’ Republic of China”, had fallen into deaf ears. China also considers him as someone who plays to the Indian tune to tickle China. Therefore, at a time when China has successfully shrunk the Dalai Lama’s space internationally, India continuing to extend the usual space for him is viewed as complicity. Sharp reaction from China when he was allowed to visit Arunachal Pradesh in April 2017, is a recent example. Such being the delicate nature of India-China relations on matters and issues concerning Tibetans, India can hardly afford to ignore the division within the diaspora. Past experience of dubious elements from Tibet having succeeded in infiltrating the Central Tibetan Administration, including the security wing, should be a warning.
    It is also time India understands the reason behind Tibetans seeking Indian passports, despite an existing arrangement for issue of Identity Certificates, which is passport equivalent. Some had even successfully taken recourse to legal remedy on the issue, and left the government of India red-faced. These changing moods should not be viewed as desires by Tibetans to become Indian citizens. They are triggered by the pathetic state of affairs associated with issuing of Identity Certificates, where delays in most cases are anything between six months to one year. Early streamlining of the process will drastically reduce their desire to hold Indian passport. It will also remove the wrongly perceived notion among some educated Tibetan youth, that the cumbersome process was a ploy by India to confine them in this country. While India should not shy from requesting the Dalai Lama to use his good offices to end all differences within the community in the interest of India’s internal security, it will also be necessary to ensure that young Tibetans do not nurse a silent grudge against the very country they called their second home.

    “Although Dalai Lama expressed regret over his controversial comment, the APCC is extremely thwarted by it. A Tibetan spiritual leader calling names to an Indian leader who sweated most to keep him and his followers safe from Chinese aggression is simply not acceptable. Today, India is home to lakhs of Tibetan refugees who are living in 37 settlements and 70 scattered communities across different states of India,” APCC vice-president Minkir Lollen said in a statement on Sunday.
    “Dalai Lama may have forgotten that India provided a beam of light and hope to Tibetans remaining in Chinese-dominated Tibet and in the neighbouring Chinese provinces politically cut off from the Tibetan heart land. All these happened only because India has great leaders like Gandhi and Nehru who took the responsibility of social burden to shelter thousands of persecuted Tibetans then in 1959,” Lollen added.
    Minkir said Dalai Lama should know that a spiritual leader like him is shouldering great expectation, hope and trust of millions on record and the same are watching his contribution towards the mankind.

    Further stating that the statement of the spiritual leader could be a politically motivated one and made with an effort to approach Prime Minister Narendra Modi for survival of his continuation in the country, the Congress said Dalai Lama being a foreigner should shun and refrain from interfering in the internal as well as external affairs of India.

.…Instead of turning away people who practise Dorje Shugden, we should be kind to them. Give them logic and wisdom without fear, then in time they give up the ‘wrong’ practice. Actually Shugden practitioners are not doing anything wrong. But hypothetically, if they are, wouldn’t it be more Buddhistic to be accepting? So those who have views against Dorje Shugden should contemplate this. Those practicing Dorje Shugden should forbear with extreme patience, fortitude and keep your commitments. The time will come as predicted that Dorje Shugden’s practice and it’s terrific quick benefits will be embraced by the world and it will be a practice of many beings.
