Tibetan government-in-exile fears Chinese infiltrations

While Tibet’s exiled spiritual leader the Dalai Lama’s security remains the centre of concern, the Tibetan government-in-exile fears the “infiltration” of Chinese undercover agents in the hill-town that has been the nerve centre of the Tibetan movement. Fearing China could unleash its band of army-trained undercover agents in the town, the security wing of the Tibetan government-in-exile cautioned Indian security and intelligence agencies. In its communication to the Crime Investigation Department of the State Police, the security department said it anticipated Chinese infiltration, in the garb of monks, into Tibetan settlements clustered across India.

“Necessary steps are being taken in the wake of anticipation by the Tibetan administration,” Senior Superintendent of Police Dr Atul Fulzele confirmed to the Hindustan Times, while adding that effective steps have been taken to upgrade the security of the Tibetan spiritual leader, the Dalai Lama. Police has asked the Ministry of External Affairs to provide funds for installing a chemical detector at the Dalai Lama’s palace. The Dalai Lama’s has three-tiered security manned by Himachal Police. Internal security is looked after, close protection provided by a group of Tibetans. More than 150 men are deployed for round-the-clock security of the Dalai Lama’s palace.

The Tibetan government’s fears come two months after a Chinese woman was arrested in McLeod Ganj for staying without valid travel documents. Chai Sha Hung, convicted for violating the foreigners act, was deported back to her hometown last month; the police suspected her of being a spy but the claims could not be established.

Sources in the Tibetan government-in-exile maintain Chinese intelligence agencies are keeping track of the activities of the Tibetan government and non-governmental organisations that are at the forefront of the campaign to secure freedom for China-administered Tibet. “The Chinese government has become more wary of the Tibetans after protests scattered across Tibet ahead of Beijing Olympics,” said a senior official of Tibetan security. China blamed the Dalai Lama and his “clique” for orchestrating the protests in Tibet which turned violent, killing more than 150 people. On being tipped by intelligence agencies, local police arrested a Chinese man in 2008. Intelligence-gathering confirmed that the arrested Chinese man, Liu Xia, had served in the People’s Liberation Army. Information gathered by Indian intelligence revealed that Liu had visited Dharamsala twice before the protests spread in Tibet.

What came to the surprise of intelligence agencies was Liu’s mobile phone details which confirmed that he was in touch with high-ranking military official in Lhasa. Xia reportedly revealed that he had come by road from Lhasa, and later reached Delhi after traveling through Nepal illegally. In the wake of renewed qualms of the Tibetan government, local police have stepped up vigils on Tibetan escapees, although their numbers have decreased drastically ever since China tightened security on its borders. According to Tibetan security agencies, an average of 2000 to 3000 Tibetans normally cross into India from Nepal. This year however, only 200 have arrived in Dharamsala so far.

“We have sent an advisory to all the Tibetan welfare officers asking them to educate Tibetans about the possible infiltration of Chinese monks,” said a Tibetan security official, requesting anonymity. Police have advised the Dalai Lama to maintain a particular distance when meeting the new entrants at his palace. The Dalai Lama routinely meet the Tibetan exiles in his palace. The Tibetan government has warned the exiles to remain cautious about the activities being undertaken by followers of Dorje Shugden. The Dalai Lama has banned worship of Dorje Shugden. The Dalai Lama identifies Dorje Shugden as a “spirit”, and claims that the tradition of propitiation associated with Shugden elevates this spirit to being equal or superior to the Buddha. He states that encouraging the worship of Dorje Shugden could contribute to reducing Tibetan Buddhism to a form of superstitious spirit worship. Tibetan exiles say that China is using Shugden for propaganda against the Dalai Lama.

  1. I am sure that even for an ordinary being, this level of security is more than enough to keep the Dalai lama safe from some chinese agent. And to think that many people regard him as a Buddha.
    The real Buddha, -Shakyamuni- was completely at ease all the time, even when a raging elephant came stampeding through a village and scattered a large gathering of disciples of the Buddha, among them even arhats fleed in terror. And the Buddha pacified this wild elephant by touching its forhead. As I have been taught, Buddha is completely free from all fear, and this is one reason to regard him as completely reliable.
    What contrast then to find Tibetans fretting over some spy tourist to Dharamsala! And then to use this as an excuse to victimise innocent Dorje Shugden devotees. These lies should be exposed for what they are: propaganda by an illigitimate government that is finding it increasingly difficult to maintain its psychological hold on its people, and is using more desperate measures to keep it.
    As another essayist concluded: the tide is turning, and the TGIE yes-men like to think the sea will do their own bidding.
    Can you reply to a Tibetan about this – So you dont think a Buddha can find refuge from his enemies. Did the Buddha fear for his life when Devadata attempted to take his life? Did Buddha use this fear to drum up hatred between some groups within his Sangha? No, check and you will see that the Dalai Lama is not acting like Buddha at all but rather like Buddhas jealous cousin Devadatta who caused a schism within Shakyhamunis lifetime.

  2. Very tight security has been put around the Dalai Lama. At the same time the Tibetan Government is afraid of China infiltration into the Tibetan Community. The state police in the country is taking a lot of precaution because they are afraid of the Chinese entering the country disguising themselves as monks. Dalai Lama has 3 tiers of security to protect him with round the clock security. It was true the people from China had tried to come into India through Nepal. Indian government was warned by the Tibetan Government to be very careful about the entries of Chinese that come into India. And it was confirmed that a Chinese had walked from China into Nepal and then into India. I agree with lioninnameonly that Dalai Lama should not be afraid of anything as he is a Buddha. Buddhas have no fear.

Contemplate This

.…Instead of turning away people who practise Dorje Shugden, we should be kind to them. Give them logic and wisdom without fear, then in time they give up the ‘wrong’ practice. Actually Shugden practitioners are not doing anything wrong. But hypothetically, if they are, wouldn’t it be more Buddhistic to be accepting? So those who have views against Dorje Shugden should contemplate this. Those practicing Dorje Shugden should forbear with extreme patience, fortitude and keep your commitments. The time will come as predicted that Dorje Shugden’s practice and it’s terrific quick benefits will be embraced by the world and it will be a practice of many beings.
