Four Very Important Questions

Dear Sir / Madam,

I am writing to you to draw your attention to a most important issue within the Tibetan Buddhist community. This is not about any Free Tibet issues. This is something even more important about the freedom of people within the Tibetan community and among each other.

  1. It is well known that His Holiness the Dalai Lamas throughout their incarnations over the centuries have been both secular and spiritual heads of the Tibetans. This may have worked in the past, in a country that was isolated from the rest of the world. However, many countries throughout the modern world understand that the mixing of secular and religious affairs cannot work.

    This system has failed time and time again, throughout history, in all the largest nations in the world.But this is not so in the exiled Tibetan community living in India. His Holiness the Dalai Lama, up until very recently, held both secular and spiritual leadership of his people. Decisions and policies made for the country encompassed both secular and religious edicts at the same time. This has become very pronounced during the Dalai Lama’s ban on the religious worship of the Buddha Dorje Shugden.
  2. As a spiritual leader of his people, it may be the prerogative of the Dalai Lama to proclaim a ban on a particular religious practice. In fact, he has even banned all Dorje Shugden devotees from attending his sermons, rituals and special religious ceremonies. Within a spiritual sphere, perhaps this is still permissible, since he is their religious authority. Also, any Lama has the right to determine which students are permitted to attend their ceremonies.

    However, as the secular leader of his people, the Dalai Lama should maintain an unbiased concern for all citizens of the nation under him, no matter what their religious choices are.He should NOT exclude people from coming to see him as their political, secular leader during his non-religious activities, talks or appearances.

    Unfortunately however, this is what is happening: Dorje Shugden devotees are not permitted to have anything to do with the Dalai Lama or his people, solely because of his religious beliefs. At the same time, although this is a spiritual matter, the secular institution of the Central Tibetan Administration (formerly known as the Tibetan Government-in-Exile) has also become deeply involved.

    They actively search for Dorje Shugden people to create obvious segregation and undemocratic bias.When they find them, the CTA ostracizes, attacks and ridicules Dorje Shugden practitioners. They deny them any of the welfare, voting rights or privileges that all citizens of a country should be equally entitled to.Through the ban, Tibetans are forced to make an exclusive decision – choose to follow the Dalai Lama or Dorje Shugden. However, if they choose to continue with Dorje Shugden, they do not only lose connections to the Dalai Lama.

    They are also severed from all voting rights, education, social welfare, medical aid or even social interaction with their fellow Tibetan citizens. This is because the Dalai Lama has said clearly that Tibetans must completely sever all social, working and religious ties with Dorje Shugden practitioners.This is NOT RIGHT. The Dalai Lama may have supreme spiritual authority over his people, as their religious leader. However, as he is also their secular leader, he should still have equal care and concern for his people as citizens of his nation. This goes beyond one’s religious orientation, which is every individual’s freedom to choose.

    Even if someone is not allowed to associate with the Dalai Lama for religious reasons, they should still have the right to associate with their secular, political leader. After all, they are still citizens of the community – shouldn’t all citizens be granted equal liberties and civil rights, regardless of their religious choices? Shouldn’t every secular leader have equal concern for the people under his leadership and take care of their welfare irregardless of their religious beliefs and orientation?

    There are also Tibetans who are not Buddhists, but are Muslims, Bonpos and the likes. They are allowed to attend all the Dalai Lama’s religious ceremonies and secular gatherings. Basically, all citizens of Tibet are allowed to interact with the Dalai Lama, whether on a religious and/or secular level EXCEPT Dorje Shugden practitioners. How does the Tibetan leadership address this when every other democratic country in the 21st Century will not tolerate this kind of blatant discrimination.

  3.  Lastly, in more recent times, the Dalai Lama has retired as the secular head of the Tibetan exiled community. In 2011, the respected Dr. Lobsang Sangye has stepped into the position as the Tibetans’ new prime minister, overseeing all secular affairs of the state. However, Dorje Shugden devotees are still not permitted to associate with him, only because of their religious orientation. Why is this so?There is now a clear distinction between the spiritual leader (Dalai Lama) and the secular leader (Lobsang Sangye). But it seems that religious edicts have also overlapped onto the secular affairs of the Tibetan community. The spiritual dictates from the spiritual leader are also being upheld by the secular leaders of the community. Why is this so? Why have spiritual affairs become a part of the political affairs of a country; and vice versa?

 

So, we would like to post the following important questions, which need to be asked and addressed:

  • As a religious leader, His Holiness the Dalai Lama does not allow people to come to his talks. We respect and understand that. It is his prerogative as their spiritual leader. However, on a secular level, as the leader of all six million Tibetans, why does he not allow these same Tibetans to join in his secular activities, talks, rallies and events? If not, why not? After all, His Holiness is still their leader.
  • Now that His Holiness the Dalai Lama has passed his secular power to the first Prime minister of Tibetans, Dr. Lobsang Sangye, what do all the Tibetan Dorje Shugden practitioners do? Are they allowed to talk to and interact with their new secular leader? Or are they restricted from doing so purely because of their religious choices? What are they expected to do?
  • Dr. Lobsang Sangye (Prime Minister) is a secular leader, a layman who was newly and democratically elected who is not a Spiritual Guru or Dharma teacher; only strictly a worldly leader for the benefit of all Tibetan citizens. How do Tibetan Dorje Shugden practitioners relate to him? How should they relate to him? How should Dr. Lobsang Sangye, as their Prime Minister, relate to them? Can they even consider him their leader although they are Tibetans who still practice Dorje Shugden? They certainly do not have any spiritual bond (samaya) with him and their religious practices would not have any bearing on their relationship with him, as it might with the Dalai Lama.
  • In future, how do Dorje Shugden practitioners relate to the next prime minister after Dr. Lobsang Sangye? And the one after that? And after that? How should all these future prime ministers relate to the people?

We do not mean disrespect to His Holiness the Dalai Lama, or to Dr Lobsang Sangye, the CTA or any Tibetans. However, we need to ask these questions. They are logical and necessary at a time when the world does not operate solely by religious edicts. It is unfair, undemocratic and a travesty of human freedoms. We call for reconsideration of this ban and how it is being conducted and wish that all have the freedoms to make their own religious and worldly choices.

  1. Secular and religious affairs should never be mixed. HH not allowing the ostracised people not to attend His talks are depriving them of their human rights. I hope that Dr Lobsang Sangye is not an advocate of “marrying” religious and secular affairs — there must be a division of these two. Would Tibetans still be divided into DS practitioners and non-DS practitioners? Why should it be so? Where is the “kindness” that is so fervently advocated by HH?

  2. It is very confusing for the Tibetan and the world. In our mind, Tibet is always related with spirituality, kindness, Chenrezig, Om Mani Padme Hung and a pure land on earth which people wishing so much to go. What the CTA has been doing in the past few years is very destructive.

    1. For H.H Dalai Lama putting a ban on this holy practice, there must be a reason but it should not create more doubts and disharmony between the Tibetan. As a spiritual leader and Guru of many Gelupas, H.H does have the right to advice the students not to do certain practices. To stop people, who practice Shugden, from coming to H.H teaching, I think this applies to serious and long time disciples who received initiations and many teaching from H.H and newer students who sincerely want to practice the Dharma. But why are the Muslim, Christian, Bonpo and other religion people are allow coming for the teaching but not Shugden practitioner? Even Milarepa who did so much black magic and harm to people, are allowed to receive benefit of Buddha Dharma. This has been a long time question in my mind.

    2. As a secular leader of the country, how can the people who have different religion view are banned from any secular event, talks? How can the leader and government segregate those people who have different view from the society and stop them from getting all the benefit which a normal citizen of a country should have?

    The leader should make sure the citizen have education, food, medical, public transport etc etc and not stopping them from having these benefit simply because they practice Shugden.

    3. For now is Shugden practice, in future it can be other practices/religion. If one day the ban is lifted and people MUST practice Shugden, does it mean that those citizen who give up the practice or never practice it will be segregated from the society AGAIN?

    It is totally illogical and does not make any sense to me and everyone especially in modern days, and Tibet, a country which always link with peace and forgiveness. CTA should know by now that what they are doing is totally wrong and they should not hide from the fact.

    4. With the new PM who is a layman he does not have any guru-student samaya problem as he does not give teaching or initiation to any of the citizen of Tibet. In fact they should focus on how to get the Tibetan a better life whether they are in India, Nepal etc and not keep stopping people from practicing Shugden, I agreed with Kate Walker that Shugden is just a cover for having no progress on getting Tibet become independent.

  3. As a Spiritual leader, HHDL can stop anyone to attend his teaching, as this is on individual basis of who we want to teach them dharma. But when come to secular matters, whether is HHDL or Lobsang Sangye, they definitely do not have the right to do so, reason being is because as a leader of a country, whatever they do or think, it must be based on the benefit of country and its citizen, not just one person or a particular group.
    Whether they are Shugden practitioner or not, they are still citizen of the country, they definitely have every right to enjoy all benefit / privileges that the country is providing to their citizen, unless they have committed into a heavy crime that is harming the country, then the country can put them on exile or take the necessary punishment to them, but as I know these are a group of people that is practicing what they believe in, they are doing it by themselves in their own house, I don’t see any way they can harm the country.
    If talking about doing this practice will harm HHDL, and HHDL is the emanation of Chenrezig, how can a ‘demon’ harm a Buddha? This even makes no sense.
    This is just purely Discrimination, and as a leader of the country, discrimination must not exist in them.

    Well said! I personally think you have summarized our thoughts and questions which until now we practitioners are not given a direct answer. How silly it is to mix spiritual with secular work in the first place. It never worked in the past, it doesn’t work now! SO WHAT NOW?

    With the newly elected Prime Minister, he is not a monk, nor a spiritual guru, the practitioners do not have samaya with him; so shouldn’t he take care of his people after all? Correct me if I am wrong, isn’t it the job of a Prime Minister? Errr… if not, then why just focus on “banning” a demon and dividing people?

    It is so sad that in the western world or even parts of Asia, whenever people think or talk about Tibet, instantly they relate to Peace, harmony and spirituality. Not only the CTA do not uphold the image, they created more uproar and disharmony among his own people. Very sad.

    Now the issue is known world wide, if they think they can stop their people but they can’t stop the world. People practice religious freedom and those who know best, the practice actually unite Buddhism as a whole on many levels. Since CTA denied the practice, the rest of the world will pick it up. What’s left to suffer is their own Tibetans. And that is sad.

    I hope this letter reached them and reflect on what they have done to their own people. Pure disharmony and stupidity.

  6. The Dalai Lama has his own plan, and his own tactic of bringing dharma to the world. It has worked for a very long time, so who are we to say that what he is doing is wrong. Yes we may perceive it as wrong because we don’t fully understand what he is trying to accomplish with the Dorje Shugden Ban. He may create suffering for some, unfairness for others, it may seem as if he is making the wrong decisions. But lets ask ourselves for a moment is he? Hasn’t Dorje Shugden practice grown tremendously since the introduction of the ban. Is the Dalai Lama really harming people by not letting him attend his talks, or is he really giving them a blessing in disguise? Maybe by Dorje Shugden practitioners not being able to attend the Dalai Lama’s talks or being suppressed it is actually benefitting them and strengthening their religious practice. The fact of the matter is we do not know, we do not know enough to understand. What we can do is speculate and guess, but more often than not the Dalai Lama, will not make it his aim to bring more harm, but to bring benefit to people. Thus sometimes we must think that whatever the Dalai Lama is doing will bring benefit, maybe it is not apparent in the short term, but we don’t know what the long term holds. We must remain faithful, we cannot be against the Dalai Lama, who are we to question an enlightened being?

    Regarding the new leader of Tibet, what is there to say? The Dalai Lama has chosen for it to be this way. The Tibetan people can choose to follow, they can also choose to not follow. The Dalai Lama is making things difficult for Tibetans, and all buddhist practitioners of Dorje Shugden. Isn’t this a great teaching of impermanence. If all is good, and everything is okay all the time, it is easy to practice. Maybe this is a true test of our faith to the Dalai Lama, to Dorje Shugden. These difficult times could really separate the real practitioners from the ones that are just there for the good times. We should try to take away a teaching from every action the Dalai Lama makes, as after all, whatever he is doing, is only to bring us closer to enlightenment.

    These are just ramblings of a one mere insignificant practitioner, but please read, and please think. Sometimes we should not look at what is happening now, how it is affecting us, but at the bigger picture.

However, I think that His Holiness, as the spiritual leader of the Tibetans, he SHOULD NOT exclude anyone, because if he was to be the spiritual head of Tibet/ CTA, how can you exclude any Tibetan? This is especially so since he has given up secular power and invested it upon lay prime minister/Kalon Tripa Mr Lobsang Sangye. Hence, the CTA wielding secular power should focus on just that and not get into spiritual matters. This is very important if they even want to dream about reclaiming Tibet.

    Even as the spiritual head, the Dalai Lama shouldn’t sideline anybody. It’s is like the pope saying, I am the Head of all Roman Catholic church, but those who uses the Byzantine Rite liturgy cannot be associated with me nor the rest of the Roman Catholics. That doesn’t make sense. So which “spiritual head” can the Tibetan talk to? How can that be Buddhist? There’s no head of any world religion that would do this.

  8. This is very sad as DS practitioners ARE Buddhists and I believe HHDL himself is practicing it ! Otherwise why would he allow
    his tuitor, Trijiang Rinpoche, continue with this practice?

    I respect HHDL as our spiritual leader, I strongly believe he has a very very good reason to impose the ban on DS and sidelining the practitioners.

    I will continue this precious practice and, with time, the ban WILL be lifted… and the true reason(s) behind the ban will be exposed!

    Really looking forward to the day all DS practitioners could be released of the suffering they are being subjected to at this juncture.

    I respect HHDL so much for his attainments, sometimes I am also confused by his motivation as there are contradictions .Dalai Lama has retired as the secular head of the Tibetan exiled community. In 2011, the respected Dr. Lobsang Sangye has stepped into the position as the Tibetans’ new prime minister, overseeing all secular affairs of the state….Now that HH has passed his secular power to the first Prime minister of Tibetans, Dr. Lobsang Sangye.
    I would believe this would be a good move to separate secular from religious affairs. Dr Lobsang as the secular leader of all the Tibetans. The secular leaders should lead and take care of the welfare and basic human rights for all his people as well as protecting them.
    In the future, the relationship between DS practitioners and all the future prime ministers should be look in to this religious freedom seriously and not be on any side of the fence if he wants the country to be peaceful .

  10. Q1. Obviously, as both the spiritual and secular leader of Tibetans, HHDL’s decision to ban DS practitioners on spiritual ground will spilled over to secular restrictions. Unfortunately, DS practitioners became the victims of this mixed-up situation within the authorities of HHDL’s office.
    In the norm of a democratic society, spiritual and secular matters should not be mixed. As mentioned in the article above, until recently HHDL was the secular leader of all Tibetans including those of other faiths. And CTA seems to be very clear on this as non-Buddhist Tibetans were allowed to attend HHDL’s activities even including those of spiritual nature. I see there is a double standard practice by HHDL’s office on DS practitioners. This should change immediately. All Tibetans including DS practitioners have the right to attend a public events by Tibetan leaders.
    Q2. Even after HHDL resigned and Dr Lobsang Sangye taken over the secular power as PM of Tibetans, DS practitioners were not allowed to meet their new secular leader. DS people are still being restricted purely due to their religious choice. This is really undemocratic. Seems like on the surface, the Head of Tibetan secular power has changed but the policy of discriminating DS practice still stay. It’s time DS practitioners take this issue to the next level, now that the most revered HHDL is out of the picture in term of secular administration of Tibetans, they should work hard and campaign strongly to get supports in United Nations and world leading nations like China and USA to help them fight their course and lift the ban.
    Q3. Tibetan Dorje Shugden practitioners relate to Dr Lobsang Sangye as purely their secular Leader or Head of State because he is a layman elected to hold the position of Prime Minister of ALL Tibetans. Dr Lobsang is not their Spiritual Guru, thus there is no issue on spiritual bond (samaya) as mentioned in the article. Dr Lobsang himself should practice fairness in handling the issue of DS practitioners. He should relate to them as his people that he should serve with sincerity and honour. Not to discriminate for an old policy passed down by previous leader. Dr Lobsang should be a REAL DEMOCRATIC leader.
    Q4. In future after Dr Lobsang Sangye, DS practitioners would relate to all the future new PMs the same, that is he is their Head of State or their secular Leader that has no connection in term of religious practice. And similarly, all future PM of Tibetans should relate to DS practitioners as their citizens. All new PM should treat them fairly like all Tibetans.

    Being a non Tibetan looking at the current situation, i really admire HHDL’s skilful ways in promoting DS practice in His own way. Yes, HHDL has been the spiritual and secular leader of Tibet for the longest time. With the ban of DS practice, He has not allowed DS practitioners to join or participate in any of His activities.

    Looking from another angle, if not because of this, i and most people would not have came to know and learn about DS practice. In this, i think HHDL played a very major role indirectly in the spread and creating the hype of DS practice worldwide. HHDL has ‘ruined’ His own reputation as being such ‘ungrateful’ as DS had helped Him to escape Tibet during the Chinese invasion.

    Also, despite HHDL always emphasize on the ban on DS, why is HH Trijang Rinpoche is allowed to practice? Isn’t this hypocrite? HH Trijang Rinpoche’s thrones are still in the monasteries. Why?

    Now with the appointment of the first Prime Minister of Tibetans, Dr Lobsang Sangye, all DS practitioners has been presented an ‘opened’ window to interact and voice their thoughts. A PM should have the interest of His people at heart.

    DS practitioners should approach the new PM and all future PMs as any citizen of other countries would approach their PM. Similar to countries that are made up of various ‘race’ of people. This may not happen immediately, but with time, things will change.

  12. His holiness the Dalai Lama is a respected leader in the Buddhist world and when he doesn’t allow the 6 million Tibetans to join in his secular activities,talks and rallies it cause confusion in peoples minds.
    Dorje Shugden practitioners are restricted from doing their practice or interact with their new leader because of their religious choices and denied equal liberties and civil rights.Political affairs should be separated from spiritual affairs please!
    Dorje Shugden practitioners shouldn’t suffer from this ban any more.

    Now, everybody is looking at the prime minister, Dr. Lobsang Sangye’s policy towards Dorje Shugden practitioner. I hope he can applies what he learn from his university of USA toward this issue.

  16. After HH Dalai Lama banned Dorje Shugden practice, all of this people live in the dark, without any resources & support from the world. Everything taken away from them even the right to contact their family. That is very sad and painful.

    But this group of people never give up. They continue with their practice and grow! They never complain or doing anything to hurt CTA or HH Dalai Lama. They look forward to attending HH Dalai Lama’s talk. Everyone of other faiths & nations can attend HH’s teaching but not them! This is totally unfair . But the DS practitioners still love HH.

    Yes, now is the time to come out in the open and tell the public, how good is the practice !

    Dr. Lobsang Sangye is a fresh blood. We can try to let him know true situation. He is not a dude. He has a clear mind & intelligence to discriminate between right & wrong.

  17. What i think because of His Holiness the Dalai Lamas reincarnations already 14th in the centuries also have been both secular and spiritual heads of the Tibetans, so what His Holiness Dalai Lamas words is very powerful at that time, but be a secular should be fair for everyone body.
    Dr.Lobsang Sangye is a lay people no religion, DS practitioners is no affectt with Dr.Lobsang Sangye, everyone is equal, and everyone wants a place world.
    Dorje Shugden is a powerful very powerful Buddha, there should release the ban and benefit more and more people in the world.

  19. Really saddened to see how such “atrocious” (yes, atrocious is used) act or decisions to continue segregates,ostracizes, attacks and ridicules Dorje Shugden practitioners even with the appointed new Prime Minister.

    It doesn’t make any sense at all for spiritual matters to mixed with secular matters. Never at all as both contradict in many ways.

    Doesn’t Dr Lobsang Sangye wants to have all the Tibetans to be on his side? Why continue with the segregation? In any country where its secular leader (Prime Minister) heading and leading his countrymen would need and want all his countrymen to support and work along with him for the betterment of the country. What’s the point to be a leader for not looking into the interest of his own country people? Unless for his own selfish means!

    Till now, HH Dalai Lama still ban the practice of Dorje Shugden even he has retired from secular position. He may ban the practice of DS for whatever reasons he has or for a bigger picture in the future which we may not able to comprehend or see. Nevertheless, he still has my respect for I still believe that he’s the emanation of Chenrezig.

    Isn’t it good to have religious freedom for all people in a country to be harmonious and peace to prevail?…which I hope will happen soon and that the ban be lifted soon for the sake of all DS practitioners.

They look forward to attending HH Dalai Lama’s talk. Everyone of other faiths & nations can attend HH’s teaching but not them! This is totally unfair . But the DS practitioners still love HH.
    Yes, now is the time to come out in the open and tell the public, how good is the practice !
    Dr. Lobsang Sangye is a fresh blood. We can try to let him know true situation. He is not a dude. He has a clear mind & intelligence to discriminate between right & wrong.

    Dorje Shugden practitioner with action to prove that only practice dorje shugden, no political
    motives. the Dorje Shugden practitioner close to the new leaders Dr Lobsang Sangyebecause they
    just want Dr Lobsang Sangye to understand in 2011 the era of religion, freedom of choice. Is no
    longer the era of management by the political and religious. Is a new leader of the Tibetan refugees
    and also is the people’s political leaders. Only the leaders of the people, not a Buddhist teacher, and
    religion does not matter, just as a political leader. Dorje Shugden practitioner only is normal people.
    Dr … treat them as relationship between leaders and the people only. Yes, because he is not the
    same as with the Dalai Lama. DR Lobsang Sangye only a political leader. Not a religious leaders, this
    should not affect the relationship of the new leader and the people.

  22. I sometimes think people judge His Holiness a little harshly. For gods sake, the man lost his country. On top of that, he has done so much else for people all over the world but hes judged on this one so-called error? I say so-called because actions are judged by their results arent they? What we can see at the moment is the short term result but what about ultimately? Can we judge that? Anyway TBH when I hear what his schedule is like, Jesus…he HAS to be Chenrezig because unless you have so much compassion, how can you work so tirelessly for people day in and day out, for so many decades?

    I just hope Dr Lobsang Sangay has the same tenacity as His Holiness the Dalai Lama. This post points out some interesting loopholes about the Tibetan way of thinking. Yes, as Dorje Shugden practitioners perhaps we shouldnt attend the Dalai Lamas teachings or speak to him because of supposedly broken samaya (even though, realistically speaking, my samaya is with my teacher and not with him). But what about Lobsang Sangay? I havent got any samaya with him, nor have millions of Tibetans. If living standards dont improve under Lobsang Sangay then you know what the CTAs real motivations are…and it isnt to help their people!

    What I find slightly amusing is how damn backwards Tibetan society is. Tibetans create pariahs for no reason other than what they believe in… then you have countries like India who are actually working towards abolishing such ostracism in their societies (EG/ trying to educate people on how the untouchables arent really untouchables). You have people like Mother Teresa teaching her followers how to love the unloved. Tibetans need to buck up and realise how theyre moving backwards compared to everyone else because entangled theyve become in their own web of self-deception and ignorance.

  23. What i think because of His Holiness the Dalai Lamas reincarnations already 14th in the centuries also have been both secular and spiritual heads of the Tibetans, so what His Holiness Dalai Lamas words is very powerful at that time, but be a secular should be fair for everyone body.

    Dr.Lobsang Sangye is a lay people no religion, DS practitioners is no affectt with Dr.Lobsang Sangye, everyone is equal, and everyone wants a place world.

    Dorje Shugden is a powerful very powerful Buddha, there should release the ban and benefit more and more people in the world.

  24. 1. Yes, this ban seems to contradict everything that HHDL stands for, but who are we as mere lay people, to question the spiritual authority of such an attained high Lama? Is it not obvious by now that his so-called ban has helped if not fueled the practice of DS in many ways? Controversies sell and what better way to ‘sell’ the idea and practice of DS than to simply ban it? Trust the Dharma, trust the Guru and not focus on the why.

    2. By endorsing a learned man, Dr Lobsang Sangye as the secular leader of all Tibetans, HHDL has actually opened an avenue for the discriminated DS practitioners to speak out for themselves and fight for equal rights as citizens. Even though it may seem that DS practitioners have a long enduring journey ahead, this could just be the beginning of the end. I trust that the ban will be lifted in time.

    3. As the first democratically elected PM for all Tibetans, Dr Lobsang Sangye has a duty to serve all Tibetans, regardless of race, creed and religion, full stop, no questions. On the same note, Tibetans themselves must respect their elected secular leader and all future leaders, and continue their push for equality and justice.

    4. From the standpoint of the above, the relationship between the secular leaders and all Tibetan citizens is clearly outlined – respect and equal rights for all.

    Hence I personally do not see the ban enduring much longer. It is only a matter time. That is if common sense and logic prevail…

  25. Such valid, strong and powerful points that have been raised which has had no answers from any parties till today. If the CTA is so strong on this stance, they should have an answer to it, but until today, they cannot address this issues.

    The following would be my reply to the questions and my thoughts:

    1.) I think from the very beginning, both politics and religion have been mixed too deeply with each other that until today, there can be no fine line that can separate politics from religion. There is simply no division between the two. As a Buddhist, let alone a religious leader, one should be motivated by the thought to benefit all sentient beings – that means, no discrimination between any beings, otherwise it is being selective. Therefore, by disallowing people (DS practitioners) to come to talks, that is in a way pushing them away from being benefited, pushing them away from the Dharma – is that breaking the Boddhisattva vows? For one of the Eighteen Root downfalls is ‘not sharing with others one’s wealth and Dharma.’

    As the leader of 6 million Tibetans, HHDL does not allow these same Tibetans to not join in his secular activities, talks, rallies and events is because, like what I said earlier, that religion and politics have integrated so much, religion itself has been taken on a secular level. This also can then be related to the fact that eventhough Dr. Lobsang Sangye has taken his position as the new prime minister, Shugdenpas are still not able to associate with him because to them, the government and the people, religion and politics is one.

    What I find funny is that on the CTA website, their motto is: “Restoring Freedom FOR TIBETANS”. There is an outright contradiction right there, with their mission statement and their actions. Also, in their constitution, it is stated that “the Charter guarantees to all Tibetans equality before the law and enjoyment of rights and freedom without discrimination on the basis of sex, religion, race, language and social origin.” With their current actions and religious discrimination against Shugdenpas, might as well not even have a constitution. If Tibetans are fighting amongst themselves, how are they going to gain respect and power ultimately?

    Therefore, knowing all of this, why does HHDL still continue to disallow people from attending his talks? Only He will be able to answer that.

    2.) I think this is a very good opportunity for the Tibetan government and the spiritual leader to attempt to begin separating politics from religion. If I am a Tibetan practising DS, what I believe in should have NO effect on how I am treated by the governing body of the country. Therefore I would seek to have the same benefits as any single Tibetan. I will not be shortening the life of Dr. Lobsang Sangye. I think both parties should play a role – the government should seize this opportunity to segregate religious freedom and constitutional rights from religious rights and the Dorje Shugden practitioners should take this opportunity to fight back for what they have been persecuted for. Only then can a positive result occur.

    3.) I think my thoughts and answer in no. 2 relates very closely with the answer to this question. Dr. Lobsang Sangye is to lead the country, the Tibetans, to having a better, secured future, and to provide equal rights to all Tibetans. It is his chance to lead and unite THE PEOPLE of Tibet, not to create further disharmony. DS practitioners should relate to him in the same way – merely as a leader of their country so that, as a nation, they progress.

    4.) If Dr. Lobsang Sangye can set the example and is successful in segregating religion from politics starting now, then in future, there will be a clear distinction between religious freedom and politics, there would be no problems in how DS practitioners will relate to the subsequent prime ministers after Dr. Lobsang Sangye. It would be like living in a multi cultural country, where all races/cultures can interact, except in this case for Tibetans, multi-cultural merely implies the difference in spiritual/religious practises (or different schools/practises of Buddhism).

    I think now that HHDL is not the secular head for Tibetans, all should seize the opportunity to harmonize the nation, instead of segregating it even further because of religion. Religion is not to be used as an excuse to break people apart.

  26. Although there’s a new prime minister, there’s no different compared to previous situation, because the one that controlling the CTA is still the Dalai Lama.

    As a leader, Dalai Lama would now admit his fault, even if he made a wrong decision before. The truth is in the heart of only a small group of people in the world, the rest might be hidden away from the truth.

    Now, there are a lot of Dorje Shugden practitioner, I think the ban will not last very long as the truth is with us, the majority.

  27. Firstly, thank you for sharing this write up to me. After reading the whole article, I would like to leave my little comment on it. I think religion and spiritual should be always separate because that is two different things. From the previous resources, we know a leader being spiritual and secular always failed.

    However, DL set up a very funny rule that not allow his citizen involve secular activities which not related with religion or spiritual matter. I can understand that DL not allow Tibetan citizen join his talk, it is logic and reasonable. But DL not allow non-DS practitioner involve that it is be a bit strange.

    But this is the way a spiritual leader should do or this is the role he should play for???

    Now, Dr. Lobsang Sangye is new prime minister for Tibet. People now start to think how is the new prime minister related to DS? I think this is a new confusion for Tibetan citizen….

  28. Question #3 has really made me think. I doubt Dorje Shugden practitioners were allowed to vote since they don’t even get basic rights to things like medication. So does that make Dr. Lobsang Sangye’s election into office REALLY democratic? I have nothing against him but if not everyone in the population was allowed to vote, then is he REALLY the people’s choice? How is it Dorje Shugden practitioners automatically forfeited their right to vote when they decided to stick with the practices their teachers gave them? What democratic nation implements that kind of ruling? So many strange things to think about.

This make me think about whats Dalai lama’s intention to proclaim a ban on practicing dorje shugden and not allow these same Tibetans to join in his secular activities, talks ect….it will only makes those practitioner have less faith on him as a emanation of Chenrezig. These millions of tibetans been practicing dorje shugden for years and they are not allowed to attend Dalai lama’s talks? i don’t think he will get support from most of the tibetans as a spiritual leader ~no doubt that he is a emanation of chenrezig but the action of his was unreasonable ,would it be that Dalai lama wants dorje shugden supporter to grow more ? is it the other method to promote dorje shugden ? even though he has passed his secular power to the first Prime minister of Tibetans, Dr. Lobsang Sangye, Dorje Shugden practitioners still not allowed to talk to and interact with their new secular leader.If CTA doesn’t accept/allow tibetans to practice dorje shugden ,tibet will fall apart as most of the tibetans are practicing dorje shugden .IF the four question are for Dalai Lama , Dr Lobsang Sangye, the CTA, theres no way that they can answer all the four question above . i am really sad to see tibetans does not have the freedoms to make their own religious and worldly choices.If theres more suppression on dorje shugden practice in tibet , dorje shugden will arise in other place such as china,europe , ect …

    I’m pretty sure the HHDL have his reason towards such situation that is created. But sometimes I’m also confused by the action as many has suffer and died from it. The grief that is created …I sometimes do wonder.

    Now that the HHDL has retired hopefully the new Prime Minister would make changes to regain the Tibetan Community as one and allow Religious freedom and practice.

    May Dorje Shugden practice be practice freely.

  31. May ban should be lifted by now !! In this era still have such not democratic things happen is not acceptable!! I think HHDL noticed this ban can’t keep any longer this shown from HHDL step down and Dr Lobsang Sangye as prime minister to do secular work. So in this case CTA not suppose to keep up the ban because they suppose to do secular work instead of ban tibetan and practitioners to do religious action such as practise DS. Thank you very much for admin to bring up all this important points for more people to know CTA and HHDL is contradicted themselves obviously.

    I extremely respect HHDL and not try to create disharmony in tibetan community or relationship of HHDL and his disciples, but this ban need to be lifted now and stop cause suffering anymore.

  33. As a spiritual leader to the whole Tibetan Society, it is fine and under the H.H. Dalai Lama’s prerogative whether or not to impose on a ban such as the practice of Dorje Shugden. I am sure there are some reasons behind it. Most of the time, I felt there are too much controversy surrounding the saga (of the ban). Any citizens should be treated fairly and without any form of discrimination. For example, if I practice Dorje Shugen or any form of practice that was banned by the spiritual side of the government, it should not barred me from voting or exercising my rights as a citizen in the secular part of the country. I guess this has been going too far. We gotta stop discriminating and start to treat everyone fairly.
    And to add to that, as mentioned in the article, since H.H. Dalai Lama had passed on His political powers to the first Prime Minister, why there should be the continuous discrimination of Dorje Shugen’ practitioners? This is unfair and I felt that H.H. Dalai Lama did the right thing in passing on his political powers to another person which implied that secular is secular and spiritual is spiritual. The democratically elected Prime Minister should be more open to the Dorje Shugden practitioners and be FAIR to them at the very least. The whole Dorje Shugden practitioners should unite together and make their voices heard even louder to have the ban be lifted and Tibetan government to exercise spiritual freedom in the exiled and much troubled government.

  34. Look as a point of view of non-tibetan
    As HH.Dalai Lama is a leader of both spiritual and secular, it might seem to be contradict to just not allow DS practitioners to participate in his Dharma activities but can continue in facilities from the country, although its contradict with his compassion and peace as he is, hence i believe that there must be something beyond that. i respected his wisdom mind that he will only do things that will bring benefit with great compassion although it might seem to be not right at surface.

    But since HH.Dalai Lama has retired as the secular head of the Tibetan exiled community and Dr. Lobsang Sangye has stepped into the position as the Tibetans’ new prime minister, so there is a choice of Dr.Lobsang to allow DS practitioner to associate with him and to have voting rights, education, social welfare, medical aid or even social interaction with their fellow Tibetan citizens again as DS practitioners are tibetan and do nothing against the tibetan government. This is very logic and it about secular and i hope that the CTA will do something about it so that DS practitioners no more suffer because of their guru devotion and their faith then it will be a real peace.

  35. After reading this post remind me of the story of Empress Dowager Cixi’s story. The Emperor who suppose is the highest rank of Qing Dynasty, and the emperor have the full control of the empire, but he need to listen to the Empress Dowager or he will be replace.

    Dr. Lobsang Sangye is the prime minister of Tibetan people, he should have the full control on the secular level, he should also always think about the benefit of Tibetan or their welfare. I think this is what we all looking for a nation leader who always think about their people. If Dr. Lobsang Sangye decided not to do anything towards the ban, all Tibetan around the world will lost respect of him, because he’s ok to see his Tibetan people suffer. He have a name of Prime minister and yet he is not doing a thing to solve the problem, it seems like he is doing this purposely and buying time for Tibetan individual issue.

    It’s very clear that we shouldn’t mix religions and secular together, where a lot of problems will appear. If we have a different view on religion belief, when secular problem occur and related to moral discipline, should we follow my belief or yours as a guide line?

    That’s was a time because Tibetan have no choice but have to combine secular and spiritual together, but now that’s not a problem anymore, hence the prime minister should really think how to give what his people want.

    In some religion, they do not believe in other “god” existent, and they do not agree with other religion. But in Buddhism we believe that thousand of thousand beings are exist, we accept all beings existing. We do not even kill harmful spirit, but thru powerful blessing from ritual we hope them to have a good rebirth and stop creating more bad karma. If HHDL can accept to blessed and share his throne with a young India girl who believe is the reincarnation of an India deity, why not DS?

    If we are talking about loving compassion, why we make our own people suffer ? Why we force them to leave their family, guru, friends, or monastery. By making others suffer, isn’t that against the Buddhism teaching? And why we still call ourself Buddhist? If HHDL is giving initiation and teaching that are able to release us from suffering, so we will be able to help more others. Why we do not help DS or DS practitioner? In fact CTA is pushing them to jump of the cliff.

    The only reason I can think of is HHDL is planning of bigger picture, which he create a scene here and draw all the lime light on the DS issue. When the time is right, and the ban is over, all the people will know about DS, they will know the truth.

    I have no doubt with what HHDL been doing, I feel that he’s now letting the whole world to blame on him, but his motivation is pure to spreading DS practice around the world in the shortest time.

    I just hope people who are suffer from the ban will get a better treatment since CTA is applying the new system, and Dr. Lobsang Sangye is really care about his people.

  36. My thoughts are that spiritual and secular are no different in a spiritual community. However, the question imposed here gives a new different perspective and can be used as a solid arguable material for the Shugden practitioners. Too bad, I see it as Dalai Lama imposing this on the Shugden practitioners is to make a strong statement of being bias to intentionally draw in the attention and provoke thoughts.

    Honestly speaking, I find it unnecessary to even have a Tibetan Government. They don’t even have a country now. For Tibetans who are residing in other countries now, will be citizens of their new country. Then again, what are countries anyways? Mere borders to separate humankind. A government who want to impose rules to the ex-citizen of their country, it’s like an ex-girlfriend who still wants to control an ex-boyfriend. Shugden practitioners does not have to conform with rules of any current or next prime ministers of CTA simply because the bond is not spiritual anymore. The thin line that separates the earth should come to a vanishing point soon.

    Well said, admin! As a Prime Minister of the country, it shouldn’t mix the secular and religious edicts at the same time. Since the H.H. Dalai Lama not longer the secular head of the Tibetan exiled community. As a Prime Minister of the country, the new TIbetan Prime Minister, Dr. Lobsang Sangye have to treated their people equally and not bias – not matter what religion they are or whether they are DS practitioner or not.

    Like what admin said in #2. If they did not take any action for now, what about the people in the future? Are they continuing to be suffer because they are DS practitioner? As a Buddhist in a Buddhist country, i hope the Tibetan Government or CTA please do something and show your compassion to all the beings in the country.

  38. we tibetans are spiritual first.. We believe in all the spiritual myths from centuries… Though u all have very valid points from a laymans perspective of a modern world. But we cannot see wat his holiness can by all his virttues and his sacred knowledge. A normal tibetan worships his holiness from core of their soul.. There are thousands of gods and goddesses, we are unaware of in our buddhism culture.. His holiness represents all of them to us tibetans. If he finds someone obstructing the tibetan buddhism (that is beyond our power n knowlege to see), he has every right to do so.. He had explained his finds to all.. and it is now on all of us decide.. U all may have vry profound knowledge of modern human rights, but at the end of the day it is a spiritual issue. We have to find a spiritually correct person of his stature to discuss it with him!! He had to take the decision on the practice because of spiritual contradictions happening within.. i believe, we all must follow his way as, he is the ultimate one.his soul is so pure, we must have faith in him. Spirituality is all about faith and if u dont have it, ther is no meaning in attending his religious sermons. We are a small group of people in exile and abroad, and it is so sad to have such difference within this small group.. I wish we all be one, because we have a bigger goal.. Bhoe gyalo…

  39. We respect HHDL very much…with His profound knowledge of the Dharma, me as a normal person won’t be able to see why the ban. Could it be he’s planning something “HUGE’ for the future of Buddhism?

    As the result of the ban people get hurt, being ostracised, separated from friends and family. Are all these necessary? It’s contradicting of what Buddhism is. We should all be united as Buddhist after all what we are practising are solely based on faith in our Guru. We do not wish to mix religion and politic together.

If Prime Minister, Dr Lobsang Sangye and Tibetan Government do not implement fair human rights policies and segregate secular and religious affairs surely the whole wide world will view them primitive and incapable of democratic government. Who do you think will stand to loose out from their policy making?

    Many Tibetans have already migrated overseas and many more will be migrating because of non-confidence in their government and disunity. What will be left in their population will be a fraction of it if Mr Prime Minister do not act quickly to lift the Dorje Shugden ban. With such a small primitive Tibetan population how impactful can it be to fight for their Tibetan cause? It will surely die a natural death.

  42. It is quite apparent that the above 4 questions cannot be addressed reasonably by the CTA so long as the ban remains. To date , it has been months since the new prime minister has held office and there remains no indication of any true separation of power. Or is there ? Or is it simply because the Tibetan people are not exercising their basic civil liberties ?

    Since time immemorial these people has been mixing their secular issues with their religious beliefs to the extent they become so inextricably intertwined that the fundamental line that “must” exist between the two has all but disappeared . Perhaps this is the reason why there has been no drastic or immediate response to the official handing over of power from HHDL to Dr. Lobsang. Perhaps even the TIbetan people who of all people,( who should be exercising their rights in seizing this opportunity to nullify this ban) find this principle of separation of powers to be incomprehenble and totally alien .

    It is an undeniable fact that the four questions posted here are pertinent to the so called act of separation of powers carried out by HHDL and CTA. Failure to reasonably address these fundamental questions , would definitely turn into the final nails to the coffin of the CTA . As proven in history , that no government or administration be it democratically elected or not, will withstand for long, if it does not act in the best interest of its people.

I cannot tolerate on the ban put upon DS devotees.Eventhough my country is a multi racial country,my govt never ban any religious practices.No matter you are a Christian,Hindu,Islam or Buddhist or Taoism even Sikh you are FREE to practise.I should write to DL and invite him to my country to the top of Twin Towers looking down to the surrounding and count all the church,temple & mosque..he definately would be surprised.

    Or maybe my second opinion hope it works.Simple “how the ban start and let the ban lift from”.Compassionately request DL to do another divination from the oracle Nechung now in 2012,maybe some miracle may happens!I cross my fingers.OM MANI PADME HOME!

    Why allow this to happen to Buddhism in this world? We are free to practice here in my multi racial country although ISLAM is major religion. Maybe Dalai Lama should come and see how we practice together and live in harmony. I welcome you Mr. Dalai Lama sincerely.

He never saw his fame and fortune rising to the level it has and was caught with his pants down once he became so famous~ Why does he not confess he or his minister killed a Wisdom Being for personal gain and the enslavement of the Tibetan People untl 1959.   47. I do not understand the many commenters who speak about the Dalai Lama’s “high state of realization” and defend his actions on the basis that those of us who are not enlightened cannot judge. I just watched an interview with the Dalai Lama on American television where he emphatically insisted that he was NOT enlightened and scoffed — loudly and derisively SCOFFED – at the very notion that he might be. I understand that true Masters do not blow their own horns, but there is a difference between arrogantly praising one’s achievements and humbly acknowledging that one has attained some measure of realization through following the Buddha’s — not one’s own — path. Particularly when one enjoys the reputation of being a highly advanced spiritual being and an emanation of a Buddha, it seems to me more unseemly to strike the pose of a giggling fool than to acknowledge one’s genuine station with quiet humility. When I watched the Dalai Lama laugh uproariously at his own inability to remember any past lives or “even what I ate for breakfast this morning”, I could not help but think that if the “spiritual leader” of Tibet has not attained any more realization than this, then what hope is there for the rest of us? Did the man not realize the discouraging effect that such a statement would have on the morale of many aspiring practitioners who need to see that the path they are on is capable of producing genuine results? It was immediately after watching this interview that I began reading about the Dorje Shugden controversy in depth. I do not want to accrue bad karma by speaking ill of the Dalai Lama, but did not Buddha Shakyamuni insist that all followers must test the teachings by their own experience? If I test the Dalai Lama’s teachings and actions by my own experience, I am left with a sick feeling in the pit of my stomach. Taking him at his own word, he is not a realized practitioner. This would explain why he consults trance mediums for advice, and why he has manifested the very opposite of compassion towards the Dorje Shugden practitioners. I cannot reconcile the notion that an emanation of Avalokitesvara would instigate such hatred and violence towards any group, even a group of murderers seeking his blood (and I am fairly sure the Dorje Shugden practitioners have no such evil motives and represent no such threat). Indeed, even Jesus Christ went voluntarily to the cross rather than engage in violence against his spiritual/political enemies. If the Dalai Lama cannot manifest similar compassion towards these practitioners he considers to be ‘shortening his life’, he has not even attained the realization of compassion that many non-Buddhists have attained. I pray that I incur no bad karma from speaking these thoughts of my heart, but in all honesty, the Dalai Lama’s actions have turned me away from Tibetan Buddhism and caused great confusion and sorrow to arise in my mindstream. I pray that all the Buddhas and Bodhisattvas of the ten directions will take pity on me and all other sentient beings now living in endless confusion and grant us penetrating wisdom, unbounded compassion for others, and unstained teachings to lead us from samsara’s clutches.

  48. Dear Howard, you seemed to be mesmerized over your own defilement that prevented you from understanding both yours secular and religious/spiritual true identity, that Tibetan Buddhism has offered you.
    It is important to truly understand what is secular? and what is religious? ‘Secular people’ do not understand secularism, and throughout history, it was secularism leaders that driven their nation and the world into numerous inequalities and calamities. And there are numerous being rescued from religious teaching. In view of this, ‘religious’ leaders involvement to interfere for a more peaceful living has met with secularistic envy that engendering traumatic interference. Life is so much joys and peace if live within your means as demonstrated by the simplicity of the buddhism monks and nuns who are leading simple happy life. May all live a compassionate and peace way of life for a eternal joys & peace world together.

Contemplate This

.…Instead of turning away people who practise Dorje Shugden, we should be kind to them. Give them logic and wisdom without fear, then in time they give up the ‘wrong’ practice. Actually Shugden practitioners are not doing anything wrong. But hypothetically, if they are, wouldn’t it be more Buddhistic to be accepting? So those who have views against Dorje Shugden should contemplate this. Those practicing Dorje Shugden should forbear with extreme patience, fortitude and keep your commitments. The time will come as predicted that Dorje Shugden’s practice and it’s terrific quick benefits will be embraced by the world and it will be a practice of many beings.
