The tide is turning and it does not bode well for the Tibetan leadership, CTA. A memo from the Indian Foreign secretary instructing Indian ministers and dignitaries not to attend any Tibetan official events and celebrations was leaked out. Read more within the article itself.

Sino-Indian relations span back in time to ancient history. However, modern bilateral relations began in 1950 when India was amongst the first countries to recognize the People’s Republic of China as a legitimate nation state. Today, India and China are two of the most populous nations and the fastest growing economies in the world. Although the relationship between these two countries have generally been cordial, it has become strained at times due to unresolved border issues and high economic competition. Nonetheless, diplomatic and common economic interests continue to heavily influence the ties between these two Asian giants....

Seasoned diplomat Vijay Gokhale is considered an expert on China,became the foreign secretary succeeding S Jaishankar. Gokhale was a 1981-batch officer of the Indian Foreign Service (IFS), had played a key role in India-China negotiations last year to resolve the 73-day standoff between Indian Army and Chinese People’s Liberation Army at Doklam Plateau, a tri-junction between Sino-India and Bhutanese border near Sikkim. Therefore, he would be able to secure a high-level visit for China. If he has his way, India and China would be working very closely together, sidelining CTA…. hahahahha

The Tibetan leadership's days are nearing the end of the line. Come on, does anyone seriously think that India will ever choose the CTA over and above billions of dollars of potential trade with China? It's a total no brainer. Let's just do a simple comparison for the sake of analysis...

Advantages of engaging with the CTA

  • Supporting the wishes of a holy being e.g. His Holiness the Dalai Lama. However, this reason becomes less valid every day because even the Dalai Lama himself now wants to return to China. A more positive relationship between India and China will help to make that happen; perhaps India may present it as a condition in future negotiations, to let an aged monk return home.
  • Gaining the benefit of the Dalai Lama's star power, which translates into tourist dollars to Tibetan areas like Dharamsala and other settlements and surrounding areas. According to the regional tourism authority, Dharamsala received 102,400 visitors in 2014 from various foreign countries. However, this is barely an advantage as the numbers have been on the decline ever since, and because these tourist dollars go to the Tibetans, and not to the Indians. As we know, Tibetans do not contribute back to the Indian economy - they do not pay taxes, they do not use their wealth to help poor Indians around their settlements, nor do they contribute towards any sort of infrastructural improvements to their communities. Similarly, the tourist dollars attracted by the Tibetans are also nowhere near the tourist dollars coming from China if India engages with China instead. In 2016, 251,313 visitors from China visited India, which is double those going to Dharamsala, and this figure is on the rise.

Disadvantages of engaging with the CTA

  • Supporting an exiled administration that is known to disrespect another nation’s sovereignty to create instability within their borders. If they can encourage instability in the Tibetan Autonomous Region WHILE they are in exile, who is to say they will not within India itself if things do not go their way?
  • Supporting an exiled administration that brings no economic or social benefits to India, since the CTA has no viable economy to speak of, thanks to a focus on subsisting off donations for the last 60 years instead of building a trade for themselves.
  • Supporting an exiled administration that is openly racist and discriminatory against India. It is a known fact that the CTA sabotages Tibetans who wish to gain Indian citizenship because doing so will grant them greater access to social welfare services. They claim that it will make someone less Tibetan if they acquire Indian citizenship. In reality, it simply means the CTA has a smaller pool of people to cast as pitiful refugees deserving of more financial donations which never actually make it to the Tibetan people themselves. If it was actually about a person’s Tibetanness, then the CTA would equally discourage their people from seeking Western citizenship too. Yet in 1990, the CTA shipped 1000 Tibetans to the USA for them to become residents there (http://m.himalmag.com/twice-removed-tibetans-in-north-america). How come they are so willing to send people to Western countries but do not apply the same openness to Tibetans wishing to become Indian? It is equally risky for a Tibetan’s identity to be lost if they are sent to the West, than if they remain in India as an Indian citizenship. This racism is also the reason why Tibetan children in India still prefer to go to the West to pursue their higher education after they graduate from the Tibetan schools, although India has world-rated universities.
  • Supporting an exiled administration who unashamedly and openly contravenes and ignores Indian law which governs all of her residents with no exceptions. For example, Shugden devotees in India have as much rights as any other Tibetan refugees, as it has been granted to them under Indian law. Yet the CTA withholds from Shugden practitioners many of the benefits that Indian law affords to them. Clearly for the CTA the rule of law can be disregarded, even if it is not in their place to do so since they are not the Indian government. They wilfully disregard and flout India’s laws of religious plurality and freedoms, by applying their own policies. What country has another government operating independently within them, acting in such a manner as to sabotage or hinder the larger country’s policies and activities? India is the world’s largest democracy and the CTA need to remember as such. It is disrespectful and ungrateful in light of the kindness and generosity that India has directed to their Tibetan guests.
  • Supporting an exiled administration that does not talk about or help with domestic issues in India. When the Gorkhaland issue arose in 2017, the CTA never said a single word (http://www.dorjeshugden.com/all-articles/why-the-cta-doesnt-talk-about-gorkhaland/). Instead, they watched as ethnic Nepalis who had lived in India for centuries, protested against the government for their own state after claiming West Bengal authorities stifled their cultural rights. It is clear that the CTA give no importance to India and its people other than getting what they want from them: unending donations and a place to live for free. You would think that an administration, led by someone lauded for his peacekeeping abilities and has benefited so much from its host country, would try to help mediate the issue. But the CTA did nothing, betraying its sheer uncaring attitude towards the nation that saved it.

And on the flip side...

Advantages of engaging with China

  • Better economic prospects for all Indians, with the potential to improve the living standards of millions of Indians
  • Exchange of technology and information between two powerful nations with deep thinkers, philosophers and world-renowned scientists and engineers
  • Regional political and economic stability - both nations are huge powerhouses in the region, and have a lot of influence over the countries there. Peace between the two nations will impact Bhutan, Nepal, Bangladesh positively

So you see, for everyone and on every level, there is every benefit to better relations with China, than there ever will be for supporting the Tibetan leadership.

The Tibetans in Exile fall from one fiasco to the next - and on a weekly basis we have such news that the Tibetan Leadership in Exile has got cancelled from a visit by the inviting country, has financial mismanagement ranging in the millions of dollars, even scandals on sexual assaults and now also the kind Indian government makes it clear that the ThankyouIndia campaign is not supported by India and even nobody is allowed to join!

This is another clear message that the Tibetans have taken so much advantage of India but did not bother to care back for India who has a huge responsibility and they themselves need support.

Indeed who would think twice when we read from @aboutthetruth the huge disadvantages from engaging with the CTA. Thank you India!

This memo, was intentionally leaked.

Vijay Gokhale, did something was endorsed by the Indian supreme leaders. It is done to give the Tibetan due notice, due to past associations, and also letting the Chinese know that the Indian friendship is on the way. Vijay Gokhale has not been chided, or removed for making such a

If one stops the warming and closer friendship between China and India or supposedly the tensions between these two giants, half the world's populations, are affected by these two Asian giants, from not cooperating and working together versus, a few hundred thousand Tibetans.

It is only practical to surmise the needs to of the Majority overwhelms the needs of the minority. Thank you.

The memo leaked is a very Indian way of exposing something or saying no without losing face. Indians are known to be smart and cunning, such "important note" would not have been leaked but to be sent out intentionally. There is so many news posted online about this and the following are just a few. If you read them carefully, you will note that India made a statement that they are adamant with their support for His Holiness the Dalai Lama which insinuates their support to the Central Tibetan Administration (CTA) is otherwise. They also did not apologize for the "leak" which is a clear sign it was meant to be sent intentionally. This is just another dramatic scene they make like those in Bollywood movies! Definitely the Indian way of doing things!

In the recent years, as China and India grow stronger, they are also tightening their relationship for closer cooperation to further boost the economic development of their countries. They have met up many times to discuss how they can work with each other for both to win. What we can see is, China is willing to give less support to Pakistan and India is also reciprocating with giving less support to the Tibetans in exile.

A while ago, there was a leaked memo where Indian officials were told not to attend events organised by the CTA, especially the ‘Thank you India’ event held in April 2018 to celebrate their 60 years in exile. Initially, the event was to be held in New Delhi but later it was moved to Dharamsala. Not many high and important Indian officials attended the event. This clearly is an effort from the Indian government to show China they want to work with China.

The Tibetans in exile should be worried by now. As Indian is showing less support to the Tibetans as part of the bilateral agreement with China, what would happen to them? India might give an ultimatum to the Tibetans to either take up the Indian citizenship or leave India. The CTA doesn’t seem to care about it, Lobsang Sangay is still busy traveling to tell people his poor me story for more financial support, there is still no plan for the Tibetans in exile. The situation of the Tibetans in exile is not good at all.

Yeah Sikyong is definitely trying his luck! He knows if the Dalai Lama leaves and return to Tibet he and his motley crew will be finished. I don't think China is going to allow them to have an office of administration in Tibet. It is actually very sad that Tibetans are paying them to continue exploiting them and they get nothing in return. But how long more are they going to be able to get away with this? Their days are numbered and I guess this is why Sangay is busy collecting his retirement funds. It is definitely not for the people.

The memo leak and the ban of the commemoration of the March 10th Tibetan Uprising Day in Delhi are clear indications that India is distancing themselves away from the Tibetans. India doesn't want to offend China and they want to please China. At this point in time as China is getting more powerful, it is not very wise to go against them. However, the CTA does not seem to be too worried at all.

With their host country distancing themselves from the Tibetans, the CTA has not shown any effort in repairing the relationship with India, they seem to forget they are still living in India and using Indian's resources. They have not shown appreciation to India at all. If they truly are grateful to India, they should know India wants to have a closer relationship with China and they should help India to accomplish that. Imagine, if the Tibetans are helping India with building a closer relationship with China, I am sure India can say a few good words for the Tibetans and it will be so much easier for the Dalai Lama to go back to Tibet.

The CTA has to face the fact that free Tibet movement is not going to succeed. The Chinese government is not that bad at all, they have provided whatever is necessary for the Tibetans in Tibet so that the Tibetans can be out of poverty and have the same opportunities in life like other Chinese citizens. The CTA should appreciate what India and China have done for the Tibetans, both inside and outside of China.

Is obvious that India had already chosen China over the Tibetans. That is the truth. India wants to have a better relationship with China because the advantage is much better than being good with Tibetans. There is nothing the Tibetans will give and can give India that is better than what China can offer India. There is so much potential in China-India relationship. I believe India will not let this chance go easily.

The Tibetans have been in India for 60 years already and what did they accomplish? What did they do for the benefit of India or Indians? DId they even do anything to pay back India's kindness other than the cheapskate Thank you India event which only hold twice. They are so arrogant and they even dare to think that they are better than the Indians. The Tibetan looks down on the Indians.

There is no way, India will destroy their bright future of having a good relationship with China. They have learned their lesson and also examples can be seen around the world. There are repercussions if you went on China's bad book. Since they do not need the Tibetan card anymore, it is only a matter of time before the Tibetans are being kicked out.

Haha! Ya, I would agree that India deliberately leaked the document given the following consequences that did not reflect any disapproval of the Indian officials but instead support was given by non-attendance of the "Thank You" event. CTA in shame had been told to high tail back to Dharamsala for the event which turned out to be a washed out failure. Very clearly India is going to be good pals with China and no CTA is going to stand in their way. At this stage where the Dalai Lama had created so many guffaws, it is quite embarrassing to the Indians to have him in their country and having to excuse his mistakes. On top of that as aboutthetruth listed, definitely a disadvantage for the Tibetans to remain. I think the Indian Government is already planning towards no-Tibetan refugees as seen in the recent lax in passport application (Indian citizenship) accorded to those wishing to apply. The balance of the refugees may be relocated and numbers of camp reduce to free up the land for their own Indian citizens. Then they may impose all sorts of rules and regulations on the existing to make it uncomfortable for the refugees to stay. Of course this is in the event that the Dalai Lama is no longer in India (I feel that the Indian Government still has that respect for the Dalai Lama to hold off any drastic actions). Asking CTA to wake up is absolutely useless so we should ask the Tibetans in Exile to WAKE UP to reality! CTA is "NO GOOD" for you. Do something with your Democratic rights and in strength work towards a government that cares!
