Re-election of Exiled PM Spurs Hope for Renewed Tibet Talks

The headline says one thing, content says another thing.
Is this how desperate US Foreign Policy has become?
What is the VOA trying to say? Nothing?

The headline states "hope".
The content says no nope.

Tsering Passang, Chair of the Tibetan Community in Britain, said whether or not talks restart is in Beijing’s hands.  “It’s really up to the Chinese, and due to the current reality, the geopolitical situation, as well as the economic situation, China has the upper hand, so it’s going to be a challenge for the Tibetan leadership,” he said.

...China has largely ignored the elections, with the foreign ministry only making terse remarks on the ballot results when pressed to comment at a recent briefing. Spokesman Hong Lei said the voting was nothing but a "farce" staged by an "illegal" organization that is not recognized by any country in the world.

Robert Barnett, the director of modern Tibet studies at Columbia University, is not very optimistic about the resumption of talks.  “It’s quite disheartening at the moment because there are no signs from the Chinese side of any concession at all, in fact very much the opposite. But of course the Chinese side would not disclose if it was going to make a move. It would be in its interest to move very quickly at a time of its own choosing,” he said.

I am not surprised that Beijing is not interested in making a move to solve the Tibetan issue at the current state that CTA is mishandling their governance. How could China trust CTA when all they do is incite their people to develop strong Anti-China sentiments which spill into offensive verbal assaults and unrest within Tibet in China? On top of everything, they created disharmony and abuses within their own people by banning a 300 year old protector practise of Dorje Shugden. Actually, why would any country trust CTA unless they have their own agenda and CTA is the pawn.

Why would the Chinese care about the CTA or the 14th Dalai Lama? They are just waiting for the 14th Dalai Lama to die. After his death they will use the "Golden Urn" to chose their own 15th Tibetan Dalai Lama.
He will be pro Dorje Shugden just like the Chinese government. He will be endorsed by the Panchen Lama and  the 15th Dalai Lama and the Panchen Lama will spread the teachings of Dorje Shugden thorough out Tibet and Nepal. Nepal is now fully backing China and it also appears to be now be anti Dalai Lama. The doors keep shutting in the CTA and Dalai Lama's faces.

The 14th Dalai Lama will soon die and with it the old corrupt face of Tibetan politics. I know it, the Dalai Lama knows it, the Chinese government knows it and King Dorje Shugden knows it.

China has the upper hand. The CTA has been mismanaging their 'government' so much that China can afford to play a waiting game. They can wait for the CTA to kill their own little community in exile as well as wait for the Dalai Lama to enter clear light. From there, China will have a pretty clean canvas to write what they will.

If the CTA really wants to annoy China, they should lift the ban now, and China will end up with egg on their face. They have propagated and help spread a deity that has the full approval of the Dalai Lama. So, is the CTA playing a political game or something else? As  Claudio Cipullo said, you should ask the Dalai Lama what his game is as he and only he can answer that question.
