English Translation of His Holiness the 11th Panchen Lama’s Speech

Buddhist Doctrines as the Essence of “Science of the Mind”and Purity in the Precepts as the Foundation for Preservation of the Dharma Speech for the 3rd World Buddhist Forum on 26 April, 2012

“Cultivating our compassionate heart,
We vow to remove deluded view from human mind.
Embodying the ancient Noble Path,
We venerate Gautama Buddha!”

It is my honour to take part in the inauguration of the 3rd World Buddhist Forum. At this memorable moment, let me extend to all learnt members of the Sangha, officials, scholars and guests, my best wishes.

The topic of my speech today is “Buddhist Doctrines as the essence of ‘science of the mind’, and purity in the precepts as the foundation for preservation of the Dharma.”

The virtuous Buddha compassionately and skillfully opened the door to the Dharma, pointing out for us the way to choose between wholesome and unwholesome acts. Aiming at both getting self enlightenment and enlightening others, Buddhism has prospered for thousand years, and is now an important component of the world religion.

For the sake of liberating all suffering beings from the existence laden with the Five Aggregates, our great teacher, Shakyamuni — the only light in the three Realms, handed down the Tripitaka of Sutra, Vinaya, and Abhidharma, and the Threefold Training of ethical conduct (śīla), concentration (samādhi), and wisdom (prajñā) with a systematic framework entailing right view, profound practice, and skilful action. These have been treasured by people throughout time and places.

Since the prosperity of Dharma in ancient India, many learnt Buddhists have established monasteries and institutes at various countries for different races, promoting Buddhism like rainbows appearing all over the world. Significant contributions to the development of human societies, ethics, and cultural education have been made.

However, it is a contemporary trend to put “materialistic technology” ahead of the “science of the mind”. Increasing greediness in people’s hearts has unbalanced the eco systems, contaminated the environments, caused natural disasters, spread epidemics, induced wars, and hence endangering all sentient beings now and in future. While people are searching for the remedy, “science of the mind” stands out as a path leading to harmony of the nature, peace in world, concordance in societies and affection in families.

Dharma advocates altruistic care for all beings, purification of body, speech and mind, salvation for all sentient beings, and the achievement of the two supra-mundane states. We can see that, with right view, profound practice, and skillful action, Dharma embraces profuse intellectual, cultural, devotional, and compassionate contents. Buddhist Doctrines are the essence of the “science of the mind”, which can benefit spiritual growth, cultivate morality, dissolve human conflicts and mental sufferings, and bring global peace. Shantideva Bodhisattva once said,

“As the sole medicine for the sufferings
And the source of all happiness,
May the teachings, with support and respect,
Continue to exist endlessly in the world.”

Therefore, the promotion of Dharma is a very important issue for the contemporary world.

As we all know, for the preservation of Dharma to benefit all beings, the building of huge and splendid monasteries is not sufficient. A healthy Buddhist community with sufficient number of ordained students is the key. It is also paramount to closely observe ethical conduct as stipulated by Nagarjuna Bodhisattva,

“With a nature of good qualities, keep your vows unbroken,
Not debased, not corrupted, and free of stain.
Just as the earth’s the base for all that’s still or moves,
On discipline, it’s said, is founded all that’s good.”

This would ensure proper conformity with the Dharma as well as the laws, and would earn trust and respect from other people.
Inheriting and developing Dharma is the upmost mission for all Buddhists. We should use antique monasteries and influential institutes as our base for training up various teaching personnel and members of the Sangha, providing them with healthy environments to practice Perfections, such that their good inner potentials may generate the power necessary for promulgating the Dharma. This would in turn advance the “science of the mind” for the betterment of human nature.

We should also work towards an organic synergy of “science of the mind” and “materialistic technology”, as it would be contributive to global peace, social harmony, and cultural development.

Lastly, I wish to pray for the long lasting preservation of the Dharma on Earth, and wellbeing for everyone. Tashi Delek!

佛法理论是 “内心科学”之精髓，戒行清净是佛法住世之根基——
班禅额尔德尼确吉杰布在第三届世界佛教论坛上的演讲

以持悲悯心，断除一切见，
示行正士法，敬礼乔达摩。

值此良辰吉日——第三届世界佛教论坛开幕之际_，我以参加此次盛会深感荣幸，并向各位高僧大德、领导、学者及与会嘉宾致以吉祥的问候！

今天我演讲的主题是：“佛法理论是“内心科学”之精髓，戒行清净是佛法住世之根基”。
恩德兼具之佛陀善巧开示了佛法之门，以大慈爱之心向诸化机指明了善举之功德和恶行之过患的取舍之道。以修成自觉觉他为果位的佛法珍宝传承兴盛了几千年，现已成为世界宗教的重要组成部分。

我们伟大的导师，三界唯一之明灯——释迦牟尼佛于一切众生，尤其在五浊炽盛的时代对难以教化的未净娑婆世界之众生，以无缘大悲之心为解脱众生而阐明的经论律三藏之教法和戒定慧三学之证法的佛法珍宝，具备清净的见、修、行体系架构。对此，古今中外诸多志士仁人不仅给予了高度重视和极高的评价，且对其充满了敬仰和随喜之心。
自佛法在圣域天竺兴盛以来，降生了诸多护持教法的贤者，由于他们的恩德，在不同国家和民族，不同地域和时代，建立了讲闻三藏经典和修习三学之道的法苑或寺院及修行学院，故而佛法如虹斯彰、遍诸大千。对于人类的社会进步、道德优化和文化教育的提升发挥了显著的作用。

但是，当今世界注重“外物科技”，忽视“内心科学”。由于贪欲不断膨胀、 “三毒”侵蚀人心，从而恶缘泛起，生态失衡、环境恶化、灾害频仍、疾病蔓延、战乱不止，严重危害着有情众生的今生来世。对此，贤达智者们都在努力探寻着世界和平安定之道，而实现自然和美、世界和平、社会和谐、家庭和睦的唯一途径是“内心科学”的完美建立。

佛法是主张利益众生，净治三门之一切杂染，追求自他众生之解脱、遍知两果位的无上宗义。具足见、修、行清净的释尊佛法饱含深邃的理论、深厚的文化、深笃的信仰、深广的慈爱，可谓博大精深。佛理是“内心科学”的精髓，是提升人类精神境界、优化人们道德品性、化解人类矛盾纠纷、消除人们内心苦痛的一盘甘露；也是推动世界和平、持续发展的一剂良方。正如寂天菩萨所示：

“愿除苦良药，一切安乐源，
教法伴利敬，长久住世间。”

因此，对于当今世界来说，佛法的弘扬是极为重要的。

众所周知，要使佛法长久住世、造福众生，仅仅依靠修建规模宏大、富丽堂皇的庙宇殿堂是远远不够的，我们佛教四众弟子具备圆满的教、证功德，且具有相当数量的优秀学僧，乃是弘扬佛法的关键。佛法之本增上戒学乃解脱道之核心，恪守戒律为修行佛法之根基，我们释迦弟子应以戒为师、依律而行，使自己的修学、思维和行持符合佛法的典律。

就如龙树菩萨所云：

“仁者于戒勿破羸，莫杂莫染当净修
佛说戒为众德本，如情非情依止地”。

这样，则不仅符合佛法，而且符合自己所在国的法制，也能得到当地群众的信任和尊重。

承续、弘传佛法是我们全体佛教徒们义不容辞的崇高使命。为此，我们应以世界各地具有悠久历史的古刹和具有影响力的寺院及佛学院作为基地，大力培养能够继承、护持和弘扬佛法的各类教职人员和戒行清净的僧伽团体，为他们创造健康良好的内外修行环境，使他们自觉抵制物欲风气的负面影响，梵行清净，功德递增，以提升个人内心佛法之力推进整个佛法的全面发展。故而以佛法的发展，更好的完善人类的“内心科学”。

我们应将“内心科学”与“外物科技”的发展有机地结合起来，为实现世界和平，社会和谐，时代进步，文明发展，努力贡献力量。

最后我祈愿佛法长久住世，高僧大德寿高业丰，国泰民安，众生幸福。扎西德勒！

The swift growth of Dorje Shugden’s lineage in the West has been largely due to the efforts of the New Kadampa Tradition (NKT), which was founded by Ven. Geshe Kelsang Gyatso. When NKT first split from the Foundation for the Preservation of the Mahayana Tradition (FPMT), many saw it as a betrayal of the Gelug tradition by Geshe Kelsang Gyatso. However, 1100 NKT centers later, one begins to see the wisdom of Geshe Kelsang Gyatso, who has instilled amongst his students a loyalty and devotion so essential for Vajrayana practice.

FPMT, on the other hand, appears to have forgotten its roots in its efforts to toe the line. It seems that they have conveniently ignored their own history; the massive Dorje Shugden rituals performed at Kopan, how fervently its founder, Lama Yeshe, relied on Dorje Shugden, and how Dorje Shugden was the protector who brought FPMT to a global level.

A very close and senior student of Geshe Kelsang Gyatso is Gen-La Dekyong, whose humility and clarity of speech is apparent when she is giving teachings or empowerments. Gen-La Dekyong is the General Spiritual Director of the New Kadampa Tradition and she bestows many empowerments including that of Dorje Shugden every year at the Buddhist Festivals. These festivals are hugely popular, with 2000-6000 people attending them. We rejoice in the efforts of Gen-la Dekyong and NKT to touch people’s hearts and minds with the Wisdom Buddha’s energy and empowerments.

The video in this post is of Gen-La Dekyong giving a Dharma sharing during a Dorje Shugden empowerment at the Manjushri Kadampa Meditation Centre, the mother center of NKT. As Gen-La Dekyong points out succinctly

…we have no power on our own to overcome delusions. We need help, we need Dorje Shugden’s help, Wisdom Buddha’s help, our Guru’s help. We need help, support and power. We need power.

We’re asking Dorje Shugden – please help me with my Dharma practice. There is no more qualified protector for the Ganden Oral Lineage at this time than Dorje Shugden, now is the time to rely upon Dorje Shugden.

An empowerment is usually associated with permission to practice a particular deity or protector. Naturally, if we receive an empowerment from someone who has received it from an authentic unbroken lineage and is attained in that particular practice, we also receive the powerful lineage blessings all the way from its first practitioner.

It is a prerequisite of the Dorje Shugden life entrustment¹ (initiation-empowerment) or srog gtad (pronounced as ‘Sogtae’) that we have first received the Anuttara Yoga Tantric practices like Yamantaka or Heruka Chakrasamvara. The Dorje Shugden empowerment is an opportunity to establish or strengthen our connection with Dorje Shugden as he is a powerful loving friend, ally and protector and his practice is beneficial for anyone.

Once you receive empowerment you promise to hold Dorje Shugden as your main protector until you gain Bodhicitta. Dorje Shugden promises to protect you on the dharma path until you gain Bodhicitta in life after life.²

The exact origin of life entrustment seems to be unknown, and it is also possible that the term came to be popular at a certain time and was used in place of initiation (rje gnang). It would appear that “life entrustment” (srog gtad) and “life empowerment” (srog dbang) are used interchangeably. Although life entrustment is similar to a subsequent permission initiation (rje gnang), it would appear the term life entrustment is never used in relation to yidams.³

Initiations in general may entail the initiate abiding by certain commitments (dam tshig) after receiving the initiation. This is a common feature of Vajrayana Buddhism. In some cases, this means daily recitation of a sadhana. With protectors it may entail that monthly fulfillment or torma rituals be observed, which is less time consuming in comparison to a daily sadhana.³

In Kyabje Trijang Rinpoche’s namtar⁴, it is very apparent that Dorje Shugden was ever present watching over the young Trijang Rinpoche, supporting and ensuring the next generation of Gelug teachers are ready for the future and the preservation of Je Tsongkapa’s tradition. Dorje Shugden is not a protector just for the moment, he is a protector for innumerable lifetimes.

Emanations of the enlightened Mind can take on different forms depending on the karmas and dispositions of the recipients in need. In human form, these emanations or tulkus take on the responsibility to preserve and propagate the holy Dharma of Buddha’s teachings in accordance with our language, time, culture and place.

There are many different levels of the mind, the highest level being the enlightened mind. Fully enlightened beings can emanate in different forms simultaneously in order to benefit others, while other less-realized beings may return in order to perfect their minds and at the same time bring others to higher levels of realization. One example of the former is His Eminence Denma Gonsa Rinpoche’s current incarnation.

The previous Denma Gonsa Rinpoche

Denma Gonsa Rinpoche entered clear light in 2005 with many auspicious signs and good omens. Before he passed away, Rinpoche gave specific instructions to his students on finding his next incarnation. He said that there would be many boys who would be presented as the next incarnation but to only enthrone the boy who could recite the root tantra of Guhyasamaja from memory. This in itself is a significant indication of how high Rinpoche’s realizations were.

The Guhyasamaja tantra is one of the most important scriptures in Vajrayana Buddhism. In its fullest form, it consists of seventeen chapters, though a separate explanation is sometimes considered to be its eighteenth chapter. Je Tsongkapa considered this work so important that he used the Guhyasamaja tantra as the basis for interpreting all other tantras. It is also said that if this all-important tantra is preserved, all other tantra traditions would similarly be preserved. Thus, Denma Gonsa Rinpoche’s next incarnation being able to recite this tantra from memory indicates the depth of Rinpoche’s attainments.

The return of the unmistaken Denma Gonsa Rinpoche

In the video above, we are fortunate to see the young incarnation of Denma Gonsa Rinpoche calmly and confidently recite from memory the Gaden Lhagyama, a pivotal text of the Gelugpas. We can also see that Rinpoche’s facial features have a very strong resemblance to his predecessor’s. The curve on his forehead and his eyes are very similar to the previous Denma Gonsa Rinpoche’s features and is said to be a mark of the Denma Chojes or Denma Dharma Kings of the Kham area in Tibet.

It is evident that a strong and fearless practitioner of Dorje Shugden such as Denma Gonsa Rinpoche would never fall into the three lower realms because Dorje Shugden is indeed a fully enlightened Being. And with Dorje Shugden’s divine assistance, the previous Denma Gonsa Rinpoche received much animate and inanimate resources to help preserve and spread Buddha’s teachings in China. We are happy to know that this powerful incarnation is back to guide all beings through the perfection of Buddha’s teachings.

May this incarnation of Denma Gonsa Rinpoche come into full maturity in order to bring all sentient beings onto the path of enlightenment! May Rinpoche continue the work of his previous life in bring Dharma to many! May Rinpoche’s faith in the protector Dorje Shugden be spread throughout place and time!

Dear readers,

This initiation of Dorje Shugden was conferred in Los Angeles in the 1980s onto Geshe Tsultim Gyeltsen’s own students in Thubten Dhargye Ling. Prior to Kyabje Zong Rinpoche giving the advice, Geshe-la formally requested Kyabje Zong Rinpoche to give an initiation of Dorje Shugden. Geshe Tsultim Gyeltsen was a very strong and devoted practitioner of Dorje Shugden and you can hear Geshe Tsultim Gyeltsen’s voice at the beginning of the video.

After the formal request was made, Kyabje Zong Rinpoche himself, who is the overlord of all tantric mandalas, gave the profound initiation of Dorje Shugden to Geshe-la and all his disciples. And thereafter, Geshe-la and all his students practiced Dorje Shugden very strongly and very devotedly until the ban.

We have no reports of what happened after that.

My root guru His Holiness Kyabje Zong Tulku Dorje Chang Lobsang Tsundu Thubten Gyaltsen gives most emanation deity Gyalchen Dorje Shugden’s life entrustment initiation along with very pure and excellent biographies and stories, here is the voice record while giving the empowerment.

I, Geshe Tsultrim Gyaltsen student formally requested.

— (His Holiness Kyabje Zong Rinpoche begins to speak through a translator) —

After receiving this Dorje Shugden initiation, you have to do puja once a month. Also, it is necessary to follow the commitment, and you have to make a commitment with the lineage and with the order.

So that means, for example you [might] receive teachings from different traditions but mainly, your practice, your focus, your energy [should be put] into this lineage, the Gelugpa lineage.

If you have to or if you wish to do some kind of Dharmic activities with other sects of Buddhism, that is okay to do some kind of activities but your main practice or the principle practice, you have to make the commitment with this lineage of Lama Tsongkhapa. That’s why I mentioned before, you have to know and told that you should not take initiation if you are not sure. So once you take this initiation, then you have to make a commitment with the Gelug lineage and this is necessary not to mix up everything.

There are sometimes rumours that people say, “Oh, Shugden initiation is not…”, people say that it is not necessary to take Shugden initiation or, some people say Shugden is even not good protector.

That is not true. People who have this Shugden initiation and people who practice Dorje Shugden, those people have very great, successful meditation and practice. Even worldly measures, like worldly activities and business and job; everything becomes very successful.

Because it says Dorje Shugden is a Gelugpa protector, so some people they think when you say ‘Gelugpa protector’, they think we are narrow-minded and they think people who practice Shugden, they think they are narrow-minded and they think people who practice Shugden, they are sectarian. Actually, not sectarian…maybe because they are sectarian so they think that the people who practice Shugden are sectarian. People make up all kinds of stories and rumours, you should know that beforehand.

Some people, after taking the Shugden initiation and teachings, when they hear these rumours, they think…ignorant people, narrow-minded people make those rumours, and some people think that it is true and so maybe they give up the practice or they even don’t want to have this protector which is very bad, and that is not good for the person.

Actually it is up to you, whatever you want to do is up to you; your own life, everything is your own choice and your freedom and your own enlightenment, and what you want to do or not is up to you but I’m talking about what is good for you. You have to be very careful about what you do and you should not become gullible; you should not just follow someone saying “this is no good” and listen to all these stories from people. You should not change your mind, and you should always be aware and you have to make sure.

In Tibet, it doesn’t matter what people say and actually in Tibet, there’s many people who follow this and do this practice and actually, always there’s more and more people who do this kind of meditation.

So you have to know this, you have to be very sure or otherwise, later on, if people say to you “Oh, this practice is no good” and they make all kinds of stories and rumours…then if you give up, then it’s not good for you and then it will be a big mistake for you. Therefore you have to make sure that you keep this commitment and follow this commitment.

Because this is your own choice, and no one says you should do or you must do this and your own…like you choose to do this so you have to think about this very carefully. No one says you must do this without your own choice, and it’s like if you don’t want to and no one can say “you should do this or shouldn’t do this.”

(repeated from Part 1) Because it says Dorje Shugden is a Gelugpa protector, so some people they think when you say ‘Gelugpa protector’, they think we are narrow-minded and they think people who practice Shugden, they think they are narrow-minded and they think people who practice Shugden, they are sectarian. Actually, not sectarian…maybe because they are sectarian so they think that the people who practice Shugden are sectarian. People make up all kinds of stories and rumours, you should know that beforehand.

This is a very special protector and very precious, so therefore you have to do puja monthly.

You have to do the puja once a month, the prayer, long sadhana or long prayer, once a month but if, for example, if next month, if you know you’re going to be very very busy, if you know that you can’t do this, it’s impossible – then you can do the puja for next month, this month. The month before, you can do two [pujas] within two days.

If you don’t know how to read the sadhana, the prayers; if you cannot do the sadhana or you’re unable to do [the sadhana], then you also can ask the Lama, or monks or teachers to do this for you.

It is very important to know that you really want to take this initiation, and it is not just to come here and take this initiation because other people are taking this initiation. If you feel “I should do this and if I don’t do, then maybe I’m going to miss something”, that is the wrong idea. If you really want to make the commitment, then you should take. Otherwise you shouldn’t.

As I mentioned before, if you don’t know how to say the prayer and if you’re unable to do the puja once a month, then you can ask a Lama or your friend who knows this prayer and this monthly puja – you can invite them to your place, and ask them to do the puja.

Or if you can’t do [the puja] at your home, then even if it’s long-distance, like at some kind of monastery or where the Lama or the friend is – you can ask them, or him or her, to do this puja.

The reason I’m saying this again and again is because if you don’t follow just any kind of people, and if you’re not gullible, then it’s okay.

But it is possible sometimes that even a Lama or monk or some kind of teacher says “this is not right, and it’s wrong, and you shouldn’t do this kind of practice” – then it’s possible that you can change your mind. You think, “Because a Lama or some kind of teacher is saying this to me, maybe it’s true” – so people are very easily influenced and they can change their minds.

And one of the reasons because many Westerners don’t know the Dharma deeply, and all the significance and symbolism and the meanings. They also don’t know who is the right teacher and who is not the right teacher; they just go wherever there is a teacher or some sort of Lama, and they go and listen to all these teachings and that’s why. Westerners are generally very honest people, very direct, and very…they’re good people, they have a good heart.

Like in India or in Tibet, sometimes they…some people, they don’t practice Shugden but they say they are practicing Shugden. And some people, they do practice and they say something else. What people say and what they do is different, and so there’s kind of a corruption.

In India, some people mislead other people, other Tibetans. When some Tibetans ask them to do the Shugden puja, they will say, “Yes, I will do puja for you.” But after they go, they will do something else, and not the Shugden puja – they do another different puja. The people who asked them to do puja, they don’t know – if they can’t read, they can’t read and write – that these people say they are doing Shugden puja, but they don’t do it. They do something else and they just do what they want to do, and it’s very bad.

The reason why they do that is because in India and Tibet, householders will invite laypeople or monks to do this puja. It is a long puja and long day, so the household makes offerings like dana. These people are lying, saying they’re doing the Shugden puja but they don’t do. And they actually don’t like to do Shugden puja but in order to get some kind of benefit or money or some other reason, they say they do the pujas and it’s very very bad and very samsaric motivation.

Eventually those people, the householders who request for the Shugden puja will know or realise; they know that these people are not doing the right puja because they feel that it is not helping. It is not working because they are not doing the real puja. Eventually, they can feel intuitively because it is not helping, it doesn’t feel right. They will say they don’t want those people to do the puja, and will ask someone and make sure that the people who do the Shugden puja, are also practicing Shugden.

Here, we don’t have that kind of problems and there is no doubt. I’m just talking about general stories so that you have some type of understanding and everything.

His Holiness Kyabje Trijang Choktrul Rinpoche made a very successful trip to Europe. In Gangchen Rinpoche’s centre, Trijang Rinpoche conferred the oral transmission (lung) of the daily practice & serkym of the special Gaden World Peace Protector Dorje Shugden. Trijang Rinpoche was very pleased with the request for the oral transmission and immediately accepted. The current Trijang Rinpoche is manifesting the qualities, learning, teaching and practice of Dharma just like his illustrious previous incarnation.

His previous incarnations had a very close and special connection to World Peace Protector Dorje Shugden. By supplicating this special Protector Trijang Rinpoche’s works was able to grow phenomenally as in many of his previous incarnations. Life after life of numerous incarnations, Trijang Rinpoche has had this close connection and relationship with Dorje Shugden as many other very attained lamas of Tibet. The most famous and well known lamas practiced Dorje Shugden.

By practicing Dorje Shugden as exampled by Trijang Rinpoche, our works will grow, obstacles lessened and we have a powerful reliable ally who is fully enlightened. By having confidence and faith in Dorje Shugden there is no way we can fall into the lower realms or break our commitment as he blesses our path to increase our Dharma practice. Trijang Rinpoche and many other highly attained beings have relied upon Dorje Shugden life after life and they have all returned to benefit others. This is a clear sign, Dorje Shugden is very reliable as well as beneficial. We can place our full trust. If his practice was negative, then these lamas will not be able to incarnate back.

The largest Buddhist organization in the world (Kadampa by Geshe Kelsang) relies on Dorje Shugden. The second largest (FPMT) founder (Lama Yeshe) also followed Dorje Shugden completely. Lama Yeshe mentioned many times his dharma centres have grown due to the protection and assistance of Dorje Shugden and he recommended this practice to his students. They practiced until the ban when they had to go underground. The largest and second largest Buddhist organizations of the world all relied upon Dorje Shugden and this says something clearly about the practice and strength of this protector.

His Holiness Kyabje Zong Rinpoche (1904-1984) was born in Kham, Tibet, studied at Ganden Monastery, gained renown as a learned Geshe and great debater and served as abbot for nine years. He left Tibet for India in 1959 and later served as principal of the Institute for Higher Tibetan Studies in Sarnath.

Like his dear friend Trijang Rinpoche, he was a great teacher and exponent of the benefits of Wisdom Buddha Dorje Shugden practice, and the end of his life held a week of pujas (chanted prayers) in which he stated very clearly and publicly that his whole life’s work was accomplished through his sincere reliance on Wisdom Buddha Dorje Shugden.
