I like Dalai Lama's statement when he said that consulting an oracle like Nechung is just another input to his decision making. At the end, he is the one who is making the decision. This is totally logical since Dalai Lama is an enlightened being in the nature of Chenrezig. He cannot totally rely on unenlightened being for his decision making. We, human being, sometimes put our reliance on Oracle's response to our queries more than our Lama, which does not make sense. All our good qualities come from our Lama. Back to the question why he does not allow Dorje Shugden Practice while he is allowing Nechung. The fact that he is banning the Dorje Shugden Practice increases our curiosity even more about who is Dorje Shugden. His nature, where he came from, his history. There are many of us who will not know about Dorje Shugden without the Dalai Lama banning the practice.
