The violently peaceful struggle for Tibet

Many years later, as he faced how the Dalai Lama became a political inconvenience for an increasing number of world leaders, the former emissary of the Dalai Lama, Gelek Rinpoche was to remember those distant afternoons when the poet Allen Ginsberg, the composer Philip Glass, the author Robert Thurman and the actor Richard Gere jointly planned fully-booked glamorous events for his Buddhist Jewel Heart organizations based in Ann Arbor, Chicago, and New York. At that time, the end of the Cold War was so recent that many notions lacked names, and in order to describe them, it was necessary to invent.

The belief of the Dalai Lama as a “man of peace” was pragmatically shared by all Western politicians, media and left-thinking intellectuals who depicted the people of Tibet as by nature honest, gentle and kind. This belief helped spread the perception of Tibetan culture as a compassionate and non-violent one, and of Tibet as a civilization where, under the Lamas, peace and happiness prevailed and that this condition of happiness could be taken up worldwide.

Just a few years before the end of the Cold War, the film Seven Years in Tibet featuring Brad Pitt posited that Tibetans revere life so much that they refuse to kill even worms and that the “Chinese are brutal; the Tibetans are gentle.” The Tibet activist and actor Richard Gere spoke of “Beijing’s savage oppression of the gentle Tibetan people.” Western media referred to the Dalai Lama as an apostle of world peace and happiness, and the idea that the Tibetan people are naturally peaceful became an obvious truth for all.

The rhetoric of the (cultural) genocide

In 2001, a few days before the International Olympic Committee met in Moscow to award the 2008 Games to Beijing, Gelek Rinpoche, acting as the Dalai Lama’s envoy for the occasion, approached the General Director of the International Olympic Committee and confident in the Tibetan struggle narrative that had gained good traction by then, demanded that the Games should be denied because “China has been executing a policy in Tibet of ethnic and cultural genocide against the Tibetan people, and intended to erase the Tibetan people from the face of the Earth.”

In 1959 after Gelek Rinpoche accompanied the Dalai Lama in his flight to India, both thought that in the near future China would totally exterminate the Tibetan race. In reports from 1959 and 1960, the CIA-funded International Commission of Jurists (ICJ) claimed that China was committing genocide in Tibet by eradicating the Tibetans through restrictions on religion that were destroying their way of life. A few years later the Dalai Lama mitigated his certitudes and admitted that China’s aim was not physical annihilation, but assimilation and subordination, stating that China “seems to attempt the extermination of religion and culture and even the absorption of the Tibetan race.”

Today it is historically irrefutable that there were substantial causalities in Tibet due to the vicious actions of Mao-era China, as there were throughout the country. However, there has never been credible evidence showing that physical genocide has been perpetrated in Tibet aiming at the extermination of Tibetans. Claims that a fifth of the Tibetan population was annihilated from 1959 to 1979 through executions, famines, imprisonment, and other means are without any evidentiary roots. Mao was at war with an ideology, not the nation of Tibetan people alone. Absent the nexus to physical genocide, a claim of cultural genocide becomes no more than a rhetorical construct, a conjecture in need of a name that would become the foundation justification for the Tibetan struggle.

The notion of cultural genocide in Tibet resonated in the West because it is a largely unexamined concept. Even where the phrase itself is not used, Western media reflexively alluded to the idea. For example, in late 2017, the US Congressional-Executive Commission on China, headed by Senator Marco Rubio, invited the actor Richard Gere as “someone who is knowledgeable about the political situation in Tibet” to testify before the committee. In his testimony, the actor stated that “under Chinese rule, the Tibetan language and culture have been suppressed”. In reality, the education system in Tibet has been tailored to the cultural specificities of Tibetans by developing primary level schooling in the Tibetan language and secondary level schooling on a bilingual basis, adding Chinese languages and supplementary English lessons to the curriculum. Gere’s assumed expertise in Tibetan matters has never been called in question because it fitted a definite agenda.

Others have posited that cultural genocide does not only mean killing, it also means limiting births among Tibetans. A lawyer who headed the US-based Tibet Justice Centre advanced such allegations, and the Dalai Lama stated that China is “forcing strict family planning rules on my people” in order “to make us a minority in our own land.” The fact is, family planning and the “one child” policy, however, even where coercive, were part of China’s policy over the entire Chinese territory for decades, and not just imposed on Tibet.

Some Tibetan leaders in exile and Western NGOs claimed that “Tibetans are not even permitted to undertake routine religious activities”. They asserted that 6,000 monasteries were destroyed before or during the Mao’s Cultural Revolution and that “the handful of surviving monasteries are being used as public toilets and barracks while monks and nuns in Tibet have been forced by the Chinese to defecate on religious objects”. Such claims are anachronisms designed to imply that a second Maoist Cultural Revolution is ongoing in Tibet. Yet mass participation in routine religious activities is evident to even sceptical observers and the occasional tourist.

Western journalists reported that in Tibet many hundreds of Tibetans prostrate themselves at temples daily, while US human rights officials visiting Lhasa saw pilgrims crowded in front of the Jokhang, one of Tibet’s most important temples, to perform ritual worship. They do not challenge China’s claims that every year more than one million people visit the Jokhang. As for the major monasteries on the Tibetan plateau, Western reporters have noted that the there are now 300 more lamaseries and temples in the Tibet than existed in the region before 1951. Again, such figures are not disputed.

Chinese state efforts to preserve Tibetan cultural accomplishments and popularize Tibetan culture by creating venues for its development are ignored in Western discourse because such efforts conflict with the idea of cultural genocide in Tibet. Rather, exile Tibet leaders and Western NGOs reject performing arts in Tibet as inauthentic and have stated that “in this calculated cultural genocide the Chinese make every effort to remove any vestige of Tibetan character in the performing arts.”

Even artists educated in contemporary Tibet who emigrate to India, such as Gongkar Gyatso, are spurned as polluted. Exiled Tibetan authorities are unhappy that the main trend in Tibetan art, in or out of Tibet, has been modernistic. They consider religious scroll painting to be the only authentic Tibetan style, and disapprove all other painting styles produced by ethnic Tibetans as being corrupted by Chinese influences. The reference to the arts and cultural genocide is a classic nationalist juxtaposition of the inauthentic in “occupied Tibet” to the “pure” preserved culture of the exiles and allied Western-based NGOs. One exponent of those NGOs is the New York-based Tibet House, founded in 1987 by Robert Thurman (father of actress Uma Thurman), actor Richard Gere and composer Philip Glass (among others). Ironically, in the fields of literature, architecture, art, film, and music alike, Chinese intellectuals and artists have been turning more and more frequently to Tibet as a source of inspiration.

Lhasa, like many large cities around the world, has abundant outlets for prostitution, gambling, and drugs. Exiled Tibet leaders and Western NGOs try to attribute such “vices” found in Tibet’s cities to cultural corrosion due to the Chinese presence. The Washington based International Campaign for Tibet, represented by its main public exponent, the actor Richard Gere, has stated: “We are concerned that more and more young Tibetans are being tempted by the very worst aspects of Chinese culture.” However, none of the “vices” complained of are specifically Chinese, and might equally be attributed to the influence of “the West”. While exiled Tibetan leaders and Western NGOs object to the cultural impact of the Han-Chinese in Tibet, they are usually much less concerned about the Western influence on traditional Tibetan culture.

Even the late Elliot Sperling, an expert on Tibet and passionate supporter of the exiled Tibetan cause, observed that “within certain limits China does make efforts to accommodate Tibetan cultural expression” and “the cultural activity taking place all over the Tibetan plateau cannot be ignored.” Other supporters of the exiled Tibetan cause, including Tibet scholar Professor Robert Barnett and German Green Party leader Antje Vollmer, also recognized the inaccuracy of the cultural genocide claim.

It has been said that the notion of genocide is marked by conceptual confusion, often compounded by its rhetorical and populist use on the part of those seeking to inflame and stigmatise social and political discourse. It is equally common for nationalists to deploy a charge of cultural genocide against changes they oppose in traditional lifestyles. The Dalai Lama often states that he is concerned most of all about the preservation of culture. His main international alliance, however, is with politicians in the US, a country whose hegemony plays a major strategic role in eroding traditional cultures, including in Europe, China and Tibet.

The unanimity on pacifism

But let’s go back to the few crucial days before the International Olympic Committee met in Moscow in 2001 to award the 2008 Games to Beijing. Gelek Rinpoche approached the General Director of the International Olympic Committee as envoy of the Dalai Lama, and claimed that there “has not been one single terrorist incident in all the 50 years of the Tibetan struggle for independence”. The dogmatic stance on non-violence was always effective in obfuscating memories and attracting consent. Yet Gelek Rinpoche must have remembered the bombings in Lhasa, the large-scale armed revolts, the guerrilla warfare, the large quantity of weaponry airdropped by the CIA, the gangs of rioters that burned dozens of policemen and killed hundred of civilians, the hate campaigns demonizing opponents of the Tibetan government in exile, seen as antagonistic to the authority of the Dalai Lama, the oppressive measures against the Dorje Shugden religious practice banned and considered heretic by the Dalai Lama, the related series of dynamite blasts in the Tibetan Dartsedo and Lithang counties driven by hatred of Dorje Shugden practitioners, the endorsements of terrorism by the largest Tibetan exile organization, the Tibetan Youth Congress (TYC) and its extreme nationalist slogans, like “no Chinese in Tibet is innocent”… while the Dalai Lama encouraged others to use such expressions to make himself look more conciliatory in comparison.

In fact, exile leaders have only in the last few decades claimed that nonviolence is essential to Tibetan culture and underlies Tibetan strategy. While the Dalai Lama gives a speech every March 10 to mark the 1959 Lhasa uprising, his first mention of nonviolence in that speech only came in 1988. And it was only in 1996 that the Tibet Parliament in Exile adopted nonviolence as a fundamental principle of the Tibetan Government in Exile.

Over the years, the Dalai Lama propagated its “middle way” approach of Tibet as an autonomous region inside China, with the use of such terms as “peace” and “non-violence”, affecting compassion and benevolence in order to gain international empathy and support. Looking beyond the conciliatory words and charismatic smile, however, it is not difficult to find evidence that the exiled Tibetan leadership has been willing to both threaten and resort to violence, and to carry out violence under the guise of non-violence. In truth they have never abandoned their ultimate goal of “Tibetan independence”. This undisclosed intent is explicitly reflected in all known Western-based NGOs advocating for human rights in Tibet which openly proclaim “Tibet Independence” (or “Free Tibet” or in the Tibetan language “Rangzen”) as their ultimate objective.

The image of a pacifist Dalai Lama facing a belligerent China has obstructed any settlement of the Tibet question. It has reinforced the idea that a “Free Tibet” can only be possible if China disintegrates. It has allowed Western elites to demand that because the Dalai Lama is perceived as a “man of peace” China has to negotiate with him unconditionally, which it would not do unless he first accepted Tibet as an inalienable and legitimate part of China. Because he refused to do so, the Chinese government linked him to hostile Western forces who seek China’s dismantling.

However, in recent years, the massive economic power China has become has made the Dalai Lama a political danger for an increasing number of world leaders and nations, who now shy away from him for fear of inciting China’s ire or endangering economic relations with China. Even Pope Francis, considered an audacious religious leader, reportedly declined a meeting in Rome with the Dalai Lama. And President Donald Trump, who might be expected to endorse the decades-long US efforts to destabilize China and to back US-based NGOs active in propaganda campaigns for human rights in Tibet, suggested that financially supporting the “Free Tibet” cause is a “waste of money”. Of late, even the Indian authorities hosting the Tibetan leadership and the Dalai Lama have cancelled important commemoratory events with him.

In reality, the Dalai Lama’s persona impedes a compromise for as long as the discourse prevents differentiation between his religious and political roles and the narrative remains a binary one which idolises him as peaceful and demonizes China as the brutal perpetrator of a cultural genocide in Tibet. China has over the last three decades relaxed draconian and cruel Mao-era rules, by opening the door to private sector capitalism. With its adoption of capitalistic mechanisms, China has accumulated immense financial assets which are today vital to the nourishment of the worldwide economy, particularly in Western countries that have accumulated huge debts.

Also over the last three decades, China has relaxed the draconian Mao-era rules on religion by allowing individuals to practice a religion of their choice. There are now significantly more adherents of Buddhism than members of the Communist Party – there are 90 million members of Communist Party of China, compared to some 250 million Buddhists and 200,000 registered Buddhist monks. Additionally, the Chinese president, Xi Jinping, is constantly moderating his attitude to Tibet and Buddhism, among other reasons because his wife is profoundly Buddhist.

The reverence for (non)-violence

When in 2001, Gelek Rinpoche approached the International Olympic Committee to protest against the 2008 Olympic Games being awarded to Beijing, he must have remembered the distant years before the Chinese invasion in 1951, when the Tibet was ruled by aristocrats, clerics, and manor owners and had a brutal social hierarchy and a system of serfdom similar to pre-feudal times; he must have remembered the distant year of 1959 when the Dalai Lama and two of his brothers enrolled by the CIA, along with other clerics and aristocrats, launched a large-scale armed revolt against officials stationed in Tibet and massacred local Tibetans who supported Chinese communism. The Dalai Lama was not only well-informed of the action but gave it his active blessing. Years later he wrote in his book My Spiritual Autobiography: “Every one of them is armed to the teeth, and even my personal cook is carrying a bazooka, with his waist belt full of ammunition. He has been well trained by the CIA…”

After the Dalai Lama fled to India, escorted by his entourage of clerics and aristocrats, he reorganized an army and waited to fight his way back to Tibet. In 1960 in Mustang, a county in northern Nepal, he rebuilt an anti-Chinese guerrilla force. In 1962, with support from external powers, he built a Special Frontier Force composed of mainly Tibetan exiles, most of them from aristocrat families. From 1961 to 1965, these forces sneaked across the border 204 times to harass Chinese border troops and Tibetan civilians. According to disclosed US archives, the Dalai Lama first established contact with the US government in 1951. During the armed rebellion in Tibet, the CIA not only sent agents to help the Dalai Lama and his entourage of clerics and aristocrats to flee but also purposefully trained militants to support his forces and airdropped a large quantity of weaponry.

On September 21, 1987, the Dalai Lama made a speech to the US Congress, calling for Tibetan independence. On September 27, in the square of the Jokhang Temple, a group of lamas shouted separatist slogans, attacked police, and injured many civilians. On October 1, a small gang of rioters raided the police station on Barkhor Street in Lhasa and burned seven cars, leaving dozens of policemen injured. The rioters proclaimed that the Dalai Lama was fighting for Tibetan independence. They demanded the support of spectators and the general public and threatened personal retaliation against those who failed to join them. On March 5, 1988, during the Monlam Prayer Festival, a gang of rioters stormed into local Party and government offices and police stations around Jokhang Temple and Barkhor Street, smashing and burning cars and shops, leading to 299 police and civilian casualties. From March 5 to 7, 1989, Lhasa witnessed another riot in which one policeman was shot dead, 40 others were injured, and 107 shops, 24 government offices, primary schools and neighbourhood committees were destroyed. On March 11, 1992, nine Tibetan separatists attacked the Chinese embassy in India with firebombs.

The (non)-violence around the Olympic Games 2008 in Beijing

“The Olympic Games in 2008 in Beijing will be a symbol of peace, friendship, and progress, which is welcomed and cherished by all peoples” commented the International Olympic Committee in 2001, during the ceremony awarding the 2008 Games to Beijing.

In May 2007, the Tibetan independence movement, including exiled Tibetan leaders and Western NGOs supporting them, held a meeting in Brussels and agreed on a strategic plan to launch a campaign to boycott the 2008 Beijing Olympic Games. Later, two NGOs in the US (International Campaign for Tibet and Students for a Free Tibet) and two in India (the Tibetan Youth Congress and the Tibetan Women’s Association) advocating for human rights in Tibet put forward a proposal for an uprising in Tibet, believing the 2008 Olympic Games was the last chance to achieve Tibetan independence. They decided to take advantage of this occasion while China was the spotlight of international attention before the start of the Olympic Games.

On January 4 and January 25, 2008, Tibetan independence activists held press conferences in New Delhi, releasing proposals for this uprising, spreading the news on more than 100 websites, and encouraging the instigation of constant large-scale uprisings for March 10, 2008, the date corresponding to the anniversary of the uprising in 1959. On March 10, the Dalai Lama made a speech, urging his followers within Chinese territory to engage in violence. On the same day, the Tibetan Youth Congress (TYC) made a statement, claiming that it would “now seize a most important opportunity never before seen in our struggle for independence – the upcoming Olympic Games,” and that it would “spare neither blood nor life for Tibetan independence.”

Uprisings took place in Tibet four days later than planned, on March 14, 2008. That day, a mob converged in the downtown area of Lhasa, assaulting innocent bystanders with weapons including rocks, daggers, and clubs, smashing and looting vehicles, shops, banks, the Telecom business offices, and government properties, severely disrupting social order, and causing heavy losses of life and property. During the violent incidents, there were over 300 cases of arson, while 908 shops, seven schools, 120 houses, and five hospitals were severely damaged. Ten bank branches were looted, at least 20 buildings were burnt to the ground, and 84 vehicles were torched. Most seriously, a total of 18 people were burned or hacked to death, and 382 people were injured – 58 of them seriously.

After these incidents, the Dalai Lama himself released a declaration through his personal secretariat, describing the riots as “peaceful protests.” On March 16, he said in an interview with BBC that he would not ask the rioters to stop because their demands came from the Tibetan people, and he had to respect their will. In the meantime, the Tibetan Youth Congress (TYC), passed a resolution to “immediately organize guerrillas to infiltrate China for armed struggle.” The head of the TYC claimed that they were ready to sacrifice another 100 Tibetans to reach complete victory.

Western NGOs advocating for human rights in Tibet, and in particular activists from “Students for a Free Tibet” engaged in a series of sabotage activities directed at the Beijing Olympic Games. They interfered with important ceremonies, including disrupting the torch-lighting ceremony in Greece, and attempting to grab the Olympic torch during the torch relay in various countries, provoking a strong reaction from the international community and a pandemonium at the International Olympic Committee in Lausanne, as its General Director, Urs Lacotte, revealed during a lunch at the edge of Lake Geneva, explaining how the Committee did not foresee such an organized outbreak.

The main claims of the activists were: China continues its crackdowns on freedom of religion in Tibet; China is using the Olympics to misrepresent the unique culture of Tibet as Chinese, as it has chosen an endangered Tibetan animal, the Tibetan antelope, as one of its Olympic mascots; China has failed to follow the call of the International Campaign for Tibet to end human rights abuses in Tibet and negotiate a peace agreement with Tibet’s exiled leader, the Dalai Lama…

The self-immolation marathon after the Olympic Games 2008

After the Western media coverage of riots in Tibet in 2008, in which the Dalai Lama was identified as a peacemaker to whom China refused to talk, the proportion of journalists who saw China as the world’s biggest threat doubled. Time magazine named the Dalai Lama the most influential person in the world and the Western general public saw the Dalai Lama as the most respected world leader. The notion he is a pacifist was so pervasive that it circulated from the West to China for some months.

Following some success in drawing media attention during the Beijing Olympic Games incidents, the exiled Tibetan leadership began to encourage Tibetan lamas and lay followers inside China and India to engage in acts of self-immolation, leading to a series of such incidents in a number of regions. This ongoing campaign started in 2009 but had its roots in a few isolated cases that began around 1998 outside Tibet.

The US-based NGOs stated that self-immolation acts by Tibetans were an assertion of the Tibetan identity in the face of “cultural genocide”. This proclamation, however, disregarded the fact that suicide is forbidden in Buddhism. The campaign was heavily exploited around the world and praised by NGOs advocating for human rights in Tibet, but also by NATO-backed think tanks. These included Freedom House, whose specific role is to monitor freedom of the press around the world and which ranked Tibet as the worst possible place, saying self-immolations were the result of a lack of freedom. However, the most extreme illustration of the alliance of the US government in the self-immolation campaign can be seen in the documents of The Congressional-Executive Commission on China (www.cecc.gov). This body promotes the self-immolation strategy aimed at achieving “Tibetan freedom” and the Dalai Lama’s return in Tibet, and sees the collapse of China as an implicit goal.

In some cases acts of self-immolation were exploited to support fundraising activities, particularly in the US, and to obtain governmental subsidies for NGOs or the exiled Tibetan leadership, with wide support from cultural exponents like Hollywood actors and famous musicians, whose numbers had boomed since those distant afternoons when the poet Allen Ginsberg, the composer Philip Glass, the author Robert Thurman and the actor Richard Gere first laid their plans to drum up support for US-based Buddhist organizations.

On May 29, 2012, at a TYC candlelight rally to glorify Tibetans who had set themselves alight, the leader of the rally claimed, “Tibetan independence will neither fall from the sky nor grow from the earth; rather it relies on our efforts and action and needs sacrifice.” From September 25 to 28, 2012, the exiled Tibetan leadership convened the Second Special Meeting of Tibetans in Exile, proclaiming self-immolation as the highest form of non-violence, hailing its victims as “national heroes,” building memorials and raising special funds for them. They still vigorously preach that “self-immolation does not go against Buddhist doctrine” and that “self-immolation is martyrdom and a Bodhisattva deed,” duping Buddhist believers in Tibet, and particularly innocent young people, and setting them on an incendiary path to ruin. The unavoidable consequence was a rapid increase in self-immolations. In addition, the TYC issued the Martyr Award in 2013 to Monks of the Kirti Monastery who self-immolated and in 2016 to self-immolators in Tibet and in exile who sacrificed their lives.

Investigations by China’s public security organs into incidents of self-immolation clearly revealed that these protesters were being manipulated and instigated by the highest levels of the exiled Tibetan leadership. Kirti Monastery in the Aba Tibetan and Qiang Autonomous Prefecture is where the greatest number of self-immolation incidents took place; it has been proved that those promoting these incidents have close links with the Tibetan exile leadership.

The investigation of the security organs revealed that the Tibetan exile leadership has four ways of instigating self-immolation: first, planning incidents from abroad through a so-called “press liaison group” based in the Kirti Monastery in Sichuan and the Kirti Monastery in India; second, sending TYC members into Tibet to incite self-immolation; third, mobilizing activists returning from overseas to assist in self-immolation; and fourth, using the Internet and NGOs’ social media reach to hype up self-immolation.

The exiled Tibetan leadership has allegedly released a Self-immolation Guide on the Internet – an instruction manual to incite and instruct Tibetans residing within China to burn themselves. The author of this manual is Chabdak Lhamo Kyab, who served for two terms as a member of the Tibetan government in exile, known now as the Central Tibetan Government (CTA) and was the head of a clandestine resistance movement and also a public relations counsellor of the Dalai Lama. He now resides in France.

The Self-immolation Guide is a book consisting of four parts: the first part advocates the idea that self-immolators are great, honourable and intrepid heroes and that both these male and female heroes should always be prepared to sacrifice themselves for a just cause. The second part gives detailed instructions on preparations for self-immolation, including picking important days and places, leaving written or recorded last words, and asking trustworthy friends to help record videos or take photos. The third part introduces self-immolation slogans, instructing victims to always shout the same slogans. And the fourth part illustrates other activities that might accompany self-immolation. The book also contains the timeline of protests since 2009; the life stories of the protesters; the international community’s support for the movement; and the exiled Tibetan leadership’s efforts to gain global support. “The book”, said one source of the leadership “has nothing to do with encouraging self-immolation”. At present, the existence of the book has been officially denied by the exiled Tibetan leadership.

Performing self-immolation in public is itself an act of violence, intended to create an atmosphere of terror and of horror. On this issue of principle, the Dalai Lama played an important role. For example, on November 8, 2011, when a new series of self-immolations had just begun, he said in an interview that the point was that self-immolation demanded courage and that “cultural genocide” was the reason behind these “courageous acts”. He thereby both showed his appreciation for and approval of self-immolators and promoted his rhetoric of cultural genocide.

On January 3, 2012, he defended self-immolation on the basis that it was superficially an act of violence, but what differentiated violence and non-violence was the motives and aims behind each act, and only an act driven by hatred and anger could be defined as violence. It was clear that he regarded self-immolation as non-violent protest. On October 8, 2012, he said in an interview that he was sure that self-immolators were sacrificing themselves with a sincere motivation and for the benefit of Buddhism and the well-being of Tibetans, and that, from the Buddhist point of view, it was a positive act. Through these words, he has repeatedly and explicitly offered his approval of and praise for self-immolation. He has also hosted a dharma assembly, in his capacity as a religious leader, to expiate the sins of the dead, chant scriptures and pray for them, a promise which turns out to be very persuasive to believers in Tibetan Buddhism. Only recently has the Dalai Lama revised his views on the effectiveness of self-immolation.

Since the Olympic Games of 2008, over 150 Tibetans have set themselves on fire in protest, including 41 monks and eight nuns. Only very few of Tibet’s Buddhist clerics or exponents of the human rights community have dared to speak out in Western countries against glorifying, praising or promoting acts of self-immolation for political gain. Also among exile Tibetans, any advocacy against self-immolation is considered incompatible with the agenda of the Tibetan government in exile, and very few would dare provoke the rage of the Dalai Lama for fear of reprisal. Recently, personalities that dared to speak out against the campaign of self-immolation were systematically attacked on social media in what appeared to be a coordinated slander campaign, organized through anonymous accounts. One luminary who did speak out was Tsem Tulku Rinpoche, the spiritual leader of the Malaysian based Buddhist organisation Kechara, who publicly and forcefully opposed the campaign of self-immolation, particularly after a succession of incidents prior the vote of the US budget bill 2018, which included grants to the exiled Tibetan leaders that were in danger of being rejected by Congress. He was severely punished on the social media for his call for non-violence and was tagged a ‘Chinese spy’ because he upheld a core Buddhist teaching of non-violence.

These violent initiatives succeeded in gaining world media focus on the Tibetan issue but ultimately failed to change the equation with China and tilt the balance in favour of the Dalai Lama’s government in exile. As questions of the Tibetan leadership’s adequacy became louder over the years, the Dalai Lama and exile leaders have constantly stoked the flames of division between Tibetans, sowing discord and inciting  inter-religious animosity and divisions. Part of the motivation it was to distract Tibetan refugees from the reality that their exiled Tibetan leaders were unable, after 60 years, to offer a realistic prospective for their return to Tibet, or at least formulate a plan for their integration into Indian society.

Since the failure of the attempted rebellions in 1959 and 2008, a series of particularly divisive issues for the Buddhist community, both within Tibet and abroad have been introduced by the Tibetan leadership. The Karmapa controversy was one where the Dalai Lama created conditions for rivalry to beset the Karma Kagyu sect, the second largest school of Buddhism which prevails until this day. As for the largest Tibetan Buddhism school, the Gelug, enmity was introduced by outlawing the worship of one of the sect’s most popular deity, Dorje Shugden, a nearly 400-year old practice that began in the 17th century and has become a major practice in Tibetan Buddhism. The Dorje Shugden de facto ban has already existed for two decades since it was initiated by the Dalai Lama and has slowly stirred disunity in Tibet and among the exiled Tibetan communities, leading the Chinese government to consider the Dorje Shugden conflict an important front for undermining what it says are efforts promoted by the Dalai Lama aimed at destabilizing China.

This religious hostility has been fed by considerable propaganda and counterpropaganda efforts during the last two decades and it is still an ongoing battle. It has been continuously observed that Dorje Shugden followers, monks, and monasteries in Tibet and abroad are used as scapegoat and portrayed as heretic, demonic and sectarian, and are branded as Chinese Communist Party supporters or Chinese spies by most NGOs advocating in western countries for the exiled Tibetan leadership’s goals. In historical terms, the situation and implications may call to mind Martin Luther’s reformation of Christianity centuries ago.

Most nations acknowledge Tibet as a part of China, while none formally recognizes the exiled Tibetan leadership, the Central Tibetan Administration (CTA) – yet a number of them sustain the cause of the exiles in other ways. Because of the need for Western support of the exiled government and the significant role played by externally-based NGOs supporting Tibetan independence, democratizing elements have been added to self-governance in exile, and the vocabulary of human rights, development, environmental protection, and so forth has been deployed by the CTA and supported by Western NGOs. In reality, spirituality and aristocracy are linked through Tibet’s traditional system of theocratic government, in which politics and religion were tightly knit. Many exiled government officials continue to promote this system as ideal for Tibet, including the present prime minister of the CTA, Dr. Lobsang Sangay, who recently reaffirmed the urgency of strengthening efforts to facilitate the return of the Dalai Lama to his native land and his former residence in Lhasa, the Potala palace.

However, the repeated requests of many exile leaders to pass orders banning critical voices from any Tibet-related events, accusing such voices to be Chinese spies and/or Dorje Shugden heretics, stand in stark contradiction to democratic principles. Critical voices expose, for example, claims of corruption inside the CTA; some complain that instead of focusing on practical efforts to improve the everyday lives of Tibetan refugees in India, the CTA has often preferred political point-scoring against China; others still have expressed criticism of the Dalai Lama or of the CTA’s theocratic orientation.

The US President’s attitude reflects the waning support for the Tibetan cause and a change in perception of the Dalai Lama’s role as peacemaker. The cause has suffered a gradual dissipation of international goodwill, particularly among the CTA’s immediate neighbours and Indian hosts. Countries such as India, Mongolia, and Nepal have traditionally tolerated the activities of the exile leaders and the Dalai Lama, and by doing so risked annoying China, the region’s most powerful nation.

“The Winter Olympic Games in 2022 in Beijing will be a symbol of peace, friendship and prosperity, which is welcomed and cherished by all peoples” comments the International Olympic Committee, recognizing its world-class venue legacy from the 2008 Olympic Summer Games. In the last years, the Dalai Lama has embodied an intensified sentiment of political embarrassment among world leaders who seek stable political and profitable economic alliances with China. Beijing 2022 will form part of the future narrative of Tibet and it will be interesting to see if the support for the Dalai Lama will completely evaporate into the clouds of nostalgia for the poems of Allen Ginsberg, the music of Philip Glass, the books of Robert Thurman or the movies of Richard Gere.

Political leaders often conquer international stature by conducting war, but the personas of only a few men of peace – such as Gandhi, King, and Mandela – are prominent. The Dalai Lama’s “apostle of nonviolence” persona was built at the end of the Cold War, alongside a campaign to internationalize the Tibet struggle by fostering protests in Tibet, mobilizing Western converts to Tibetan Buddhism, and exploiting the Dalai Lama’s capacity to engage Western political and media elites. Boosted by his 1989 Nobel Peace Prize, US excoriations of China and the expectation of its collapse after the Cold War, the Dalai Lama became an international symbol of peace. He successfully combined his divine significance with his political struggle in exile under a veil of non-violence, compassion and selflessness. After decades of internationalization as he reaches the last lines of the book of his life, synonyms of the Dalai Lama as peacemaker are still discursive givens. Only time will tell whether he will be immortalized on the celestial Olympus with Gandhi, King, and Mandela or exiled from the collective memory of mankind.

Conventional wisdom has it that China stands to benefit from the US withdrawal from the 2015 international nuclear agreement with Iran, particularly if major European companies feel that the risk of running afoul of US secondary sanctions is too high.

In doing so, China would draw on lessons learnt from its approach to the sanctions regime against Iran prior to the nuclear deal. China supported the sanctions while proving itself adept at circumventing the restrictions.

However, this time round, as China joins Russia and Europe in trying to salvage the deal, things could prove to be different in ways that may give China second thoughts.

The differences run the gamut from an America that has Donald Trump as its president to a Middle East that is much more combative and assertive and sees its multiple struggles as existential, at least in terms of regime survival.

Fault lines in the Middle East have hardened because of Israel, Saudi and United Arab Emirates assertiveness, emboldened by both a US administration that is more partisan in its Middle East policy, yet at the same time less predictable and less reliable.

Add to this Mr. Trump’s narrow and transactional focus that targets containing Iran, if not toppling its regime; countering militancy, and enhancing business opportunities for American companies and the contours of a potentially perfect storm come into view.

That is even truer if one looks beyond the Gulf and the Levant towards the greater Middle East that stretches across Pakistan into Central Asia as well as China’s overall foreign trade.

China’s trade with the United States stood last year at $636 billion, trade with Iran was in that same period at $37.8 billion or less than five percent of the US volume.

The recent case of ZTE, one of China’s largest IT companies, tells part of the story.

Accused of having violated sanctions, the US Department of Commerce banned American firms from selling parts to ZTE, bringing the company to near bankruptcy. Mr. Trump appears to be willing to help salvage ZTE, but the incident significantly raises the stakes, particularly as China and the United States try to avoid a trade war.

That is but one consideration in China’s calculations. Potentially, other major bumps in saving the nuclear agreement lurk around the corner and could prove to be equally, if not more challenging.

Tensions in the Middle East are mounting. The fallout of Mr. Trump’s recognition of Jerusalem as the capital of Israel and seemingly unqualified backing of Israel in its almost certainly stillborn plan for peace with the Palestinian is reverberating.

Discontent across the region simmers just below the surface, magnified by youth and next generations in countries like Syria and Yemen who have little to look forward to.

The bumps fall into three categories: the degree to which China feels that it can continue to rely on the US defence umbrella in the Gulf; pressure on China by Middle Eastern states to shoulder the responsibility that comes with being a great power, if not take sides; and change in a region that is in a process of transition that is volatile, violent and could take decades to play out.

Yet, as China takes stock of the Middle East’s volatility and China’s strategic stake in regional stability, it appears ill-equipped to deal with an environment in which its traditional policy tools either fall short or no longer are applicable.

Increasingly, China will have to become a geopolitical rather than a primarily economic player in competitive cooperation with the United States, the dominant external actor in the region for the foreseeable future.

China has signalled its gradual recognition of these new realities with the publication in January 2016 of an Arab Policy Paper, the country’s first articulation of a policy towards the Middle East and North Africa.

But, rather than spelling out specific policies, the paper reiterated the generalities of China’s core focus in its relations with the Arab world: economics, energy, counter-terrorism, security, technical cooperation and its Belt and Road initiative.

Ultimately however, China will have to develop a strategic vision that outlines foreign and defence policies it needs to put in place to protect its expanding interests; its role and place in the region as a rising superpower, and its relationship and cooperation with the United States in managing, if not resolving conflict.

To be sure, China is taking baby steps in that direction with its greater alignment with international moves to combat Islamic militancy even if its campaign in north-western China risks straining relations with the Islamic world, the creation of a military facility in Djibouti, work on a naval base in Pakistan’s Jiwari peninsula, and cross-border operations in Afghanistan and Tajikistan.

Those may be the easier steps. Dealing with partners like Saudi Arabia and the United Arab Emirates that seek to establish regional hegemony by imposing their will on others at whatever cost may be more difficult. So far, Saudi Arabia and the UAE have not pressured China to choose in their rivalry with Iran.

But it can only be a matter of time before they do, particularly if Chinese investment in Iran and trade were able to offset the impact of US sanctions to the degree that the Islamic republic is not forced to compromise. To evade that situation, China has offered to mediate between Saudi Arabia and Iran, an offer the kingdom was unwilling to take up.

China is not immune to Saudi pressure. To protect their Saudi and UAE interests, Chinese alongside Hong Kong and Japanese banks refused earlier this year to participate in a one-year extension of a $575 million syndicated loan to Doha Bank, Qatar’s fifth-biggest lender.

Similarly, Saudi Arabia in April forced major multi-national financial institutions to choose sides in the Gulf spat with Qatar. In response to Saudi pressure, JP Morgan and HSBC walked away from participating in a $12 billion Qatari bond sale opting for a simultaneous Saudi offering instead.

The stakes for Saudi Arabia in Iran are far greater than those in Qatar. Iran poses an existential threat to the House of Saud for reasons far more intrinsic than the accusations Riyadh lobs at Tehran. The more Iran is able to defeat US sanctions, the more Saudi Arabia is likely to push China and to reduce their support of the nuclear agreement.

That pressure can take multiple forms. With US-backed efforts at regime change in Tehran potentially on the horizon, Saudi Arabia has put building blocks in place over the last two years.

Large sums originating in the kingdom have found their way to militant, virulently anti-Shiite, ultra-conservative Sunni Muslim madrassas or religious seminaries in the Pakistani province of Balochistan that borders on the Iranian province of Sistan and Baluchistan.

A Saudi thinktank allegedly backed by Crown Prince Mohammed bin Salman, has developed plans to stir unrest among the Baloch minority in Iran, partly in a bid to complicate operations at the Indian-backed port of Chabahar, a mere 75 kilometres up the coast from Gwadar, a crown jewel of the China Pakistan Economic Corridor, China’s $50 billion plus Belt and Road stake in Pakistan.

China, moreover, has so far relied on its economic clout as well as Saudi Arabia to remain silent about a crackdown in Xinjiang that targets Islam, putting the kingdom as custodian of Islam’s two most holy cities in an awkward position.

The long and short of all of this is that, in an environment in which the Middle East views conflicts as zero-sum games, China is likely to find it increasingly difficult to remain aloof and straddle both sides of the fence. Salvaging the Iranian nuclear deal could come at a cost China may not want to pay.

How to draw the line between the recent and still unsettled EU/EURO crisis and Asia’s success story? Well, it might be easier than it seems: Neither Europe nor Asia has any alternative. The difference is that Europe well knows there is no alternative – and therefore is multilateral. Asia thinks it has an alternative – and therefore is strikingly bilateral, while stubbornly residing enveloped in economic egoisms. No wonder that Europe is/will be able to manage its decline, while Asia is (still) unable to capitalize its successes.

Asia clearly does not accept any more the lead of the post-industrial and post-Christian Europe, but is not ready for the post-West world.

Following the famous saying allegedly spelled by Kissinger: “Europe? Give me a name and a phone number!” (when – back in early 1970s – urged by President Nixon to inform Europeans on the particular US policy action), the author is trying to examine how close is Asia to have its own telephone number.

Another fallacy is that the German reunification can be just copied. 15 days at any German institute of political science and one becomes expert of reunification. Yes, Germany is a success story since the neighbors were extremely forgiving. And that was enhanced by the overall pan-continental commitment to multilateralism – by both institutions and instruments.  Europe of German re-unification was the most multilateralised region of the world. Asia today is extremely bilateral – not far from the constellations at the time of Hiroshima or Korean War of 1950s. No multilateralism – no denuclearisation; no denuclearisation – no reunification; no reunification – no overall cross-continental tranquilization of relations; no tranquility – no Asia’s sustainable success.

Why multilateralism matters? Author tries to answer it … 

By contrasting and comparing genesis of multilateral security structures in Europe with those currently existing in Asia, and by listing some of the most pressing security challenges in Asia, this policy paper offers several policy incentives why the largest world’s continent must consider creation of the comprehensive pan-Asian institution. Prevailing security structures in Asia are bilateral and mostly asymmetric while Europe enjoys multilateral, balanced and symmetric setups (American and African continents too). Author goes as far as to claim that irrespective to the impressive economic growth, no Asian century will emerge without creation of such an institution.

For over a decade, many of the relevant academic journals are full of articles prophesizing the 21st as the Asian century. The argument is usually based on the impressive economic growth, increased production and trade volumes as well as the booming foreign currency reserves and exports of many populous Asian nations, with nearly 1/3 of total world population inhabiting just two countries of the largest world’s continent. However, history serves as a powerful reminder by warning us that economically or/and demographically mighty gravity centers tend to expand into their peripheries, especially when the periphery is weaker by either category. It means that any absolute or relative shift in economic and demographic strength of one subject of international relations will inevitably put additional stress on the existing power equilibriums and constellations that support this balance in the particular theater of implicit or explicit structure.

Lessons of the Past

Thus, what is the state of art of Asia’s security structures? What is the existing capacity of preventive diplomacy and what instruments are at disposal when it comes to early warning/ prevention, fact-finding, exchange mechanisms, reconciliation, capacity and confidence– building measures in the Asian theater?

While all other major theaters do have the pan-continental settings in place already for many decades, such as the Organization of American States – OAS (American continent), African Union – AU (Africa), Council of Europe and Organization for Security and Cooperation in Europe – OSCE (Europe), the state-of-arts of the largest world’s continent is rather different. What becomes apparent, nearly at the first glance, is the absence of any pan-Asian security/ multilateral structure. Prevailing security structures are bilateral and mostly asymmetric. They range from the clearly defined and enduring non-aggression security treaties, through less formal arrangements, up to the Ad hoc cooperation accords on specific issues. The presence of the multilateral regional settings is limited to a very few spots in the largest continent, and even then, they are rarely mandated with security issues in their declared scope of work. Another striking feature is that most of the existing bilateral structures have an Asian state on one side, and either peripheral or external protégé country on the other side which makes them nearly per definition asymmetric. The examples are numerous: the US–Japan, the US– S. Korea, the US–Singapore, Russia–India, Australia–East Timor, Russia–North Korea, Japan –Malaysia, China–Pakistan, the US–Pakistan, China–Cambodia, the US–Saudi Arabia, Russia –Iran, China–Burma, India–Maldives, Iran–Syria, N. Korea–Pakistan, etc.

Indeed, Asia today resonates a mixed echo of the European past. It combines features of the pre-Napoleonic, post-Napoleonic and the League-of-Nations Europe. What are the useful lessons from the European past? Well, there are a few, for sure. Bismarck accommodated the exponential economic, demographic and military growth as well as the territorial expansion of Prussia by skillfully architecturing and calibrating the complex networks of bilateral security arrangements of 19th century Europe. Like Asia today, it was not an institutionalized security structure of Europe, but a talented leadership exercising restraint and wisdom in combination with the quick assertiveness and fast military absorptions, concluded by the lasting endurance. However, as soon as the new Kaiser removed the Iron Chancellor (Bismarck), the provincial and backward–minded, insecure and militant Prussian establishment contested (by their own interpretations of the German’s machtpolitik and weltpolitik policies) Europe and the world in two devastating world wars. That, as well as Hitler’s establishment afterwards, simply did not know what to do with a powerful Germany.

The aspirations and constellations of some of Asia’s powers today remind us also of the pre-Napoleonic Europe, in which a unified, universalistic block of the Holy Roman Empire was contested by the impatient challengers of the status quo. Such serious centripetal and centrifugal oscillations of Europe were not without grave deviations: as much as Cardinal Richelieu’s and Jacobin’s France successfully emancipated itself, the Napoleon III and pre-WWII France encircled, isolated itself, implicitly laying the foundation for the German attack.

Finally, the existing Asian regional settings also resemble the picture of the post-Napoleonic Europe: first and foremost, of Europe between the Vienna Congress of 1815 and the revolutionary year of 1848. At any rate, let us take a quick look at the most relevant regional settings in Asia.

Multilateral constellations

By far, the largest Asian participation is with the Asia-Pacific Economic Cooperation – APEC, an organization engulfing both sides of the Pacific Rim. Nevertheless, this is a forum for member economies not of sovereign nations, a sort of a prep-com or waiting room for the World Trade Organization – WTO. To use the words of one senior Singapore diplomat who recently told me in Geneva the following: “what is your option here? …to sign the Free Trade Agreement (FTA), side up with the US, login to FaceBook, and keep shopping on the internet happily ever after…”

Two other crosscutting settings, the Organization of Islamic Cooperation – OIC and Non-Aligned Movement – NAM, the first with and the second without a permanent secretariat, represent the well-established political multilateral bodies. However, they are inadequate forums as neither of the two is strictly mandated with security issues. Although both trans-continental entities do have large memberships being the 2nd and 3rd largest multilateral systems, right after the UN, neither covers the entire Asian political landscape – having important Asian countries outside the system or opposing it.

Further on, one should mention the Korean Peninsula Energy Development Organization – KEDO (Nuclear) and the Iran-related Contact (Quartet/P-5+1) Group. In both cases, the issues dealt with are indeed security related, but they are more an asymmetric approach to deter and contain a single country by the larger front of peripheral states that are opposing a particular security policy, in this case, of North Korea and of Iran. Same was with the short-lived SEATO Pact – a defense treaty organization for SEA which was essentially dissolved as soon as the imminent threat from communism was slowed down and successfully contained within the French Indochina.

Confidence building – an attempt

If some of the settings are reminiscent of the pre-Napoleonic Europe, the Shanghai Cooperation Organization – SCO and Cooperation Council for the Arab states of the Gulf – GCC remind us of the post-Napoleonic Europe and its Alliance of the Eastern Conservative courts (of Metternich). Both arrangements were created on a pretext of a common external ideological and geopolitical threat, on a shared status quo security consideration. Asymmetric GCC was an externally induced setting by which an American key Middle East ally Saudi Arabia gathered the grouping of the Arabian Peninsula monarchies. It has served a dual purpose; originally, to contain the leftist Nasseristic pan-Arabism which was introducing a republican type of egalitarian government in the Middle Eastern theater. It was also – after the 1979 revolution – an instrument to counter-balance the Iranian influence in the Gulf and wider Middle East. The response to the spring 2011-13 turmoil in the Middle East, including the deployment of the Saudi troops in Bahrain, and including the analysis of the role of influential Qatar-based and GCC-backed Al Jazeera TV network is the best proof of the very nature of the GCC mandate.

The SCO is internally induced and more symmetric setting. Essentially, it came into existence through a strategic Sino-Russian rapprochement , based, for the first time in modern history, on parity, to deter external aspirants (the US, Japan, Korea, India, Turkey and Saudi Arabia) and to keep the resources, territory, present socio-economic cultural and political regime in the Central Asia, Tibet heights and the Xinjiang Uighur province in line.

The next to consider is the Indian sub-continent’s grouping, the South Asian Association for Regional Cooperation – SAARC. This organization has a well-established mandate, well staffed and versed Secretariat. However, the Organization is strikingly reminiscent of the League of Nations. The League is remembered as an altruistic setup which repeatedly failed to adequately respond to the security quests of its members as well as to the challenges and pressures of parties that were kept out of the system (e.g. Russia until well into the 1930s and the US remaining completely outside the system, and in the case of the SAARC surrounding; China, Saudi Arabia and the US). The SAARC is practically a hostage of mega confrontation of its two largest members, both confirmed nuclear powers; India and Pakistan. These two challenge each other geopolitically and ideologically. Existence of one is a negation of the existence of the other; the religiously determined nationhood of Pakistan is a negation of multiethnic India and vice verse. Additionally, the SAARC although internally induced is an asymmetric organization. It is not only the size of India, but also its position: centrality of that country makes SAARC practically impossible to operate in any field without the direct consent of India, be it commerce, communication, politics or security.

For a serious advancement of multilateralism, mutual trust, a will to compromise and achieve a common denominator through active co-existence is the key. It is hard to build a common course of action around the disproportionately big and centrally positioned member which would escape the interpretation as containment by the big or assertiveness of its center by the smaller, peripheral members.

Multivector Foreign Policy

Finally, there is an ASEAN – a grouping of 10 Southeast Asian nations , exercising the balanced multi-vector policy, based on the non-interference principle, internally and externally. This, Jakarta/Indonesia headquartered  organization has a dynamic past and an ambitious current charter. It is an internally induced and relatively symmetric arrangement with the strongest members placed around its geographic center, like in case of the EU equilibrium with Germany-France/Britain-Italy/Poland-Spain geographically balancing each other. Situated on the geographic axis of the southern flank of the Asian landmass, the so-called growth triangle of Thailand-Malaysia-Indonesia represents the core of the ASEAN not only in economic and communication terms but also by its political leverage. The EU-like ASEAN Community Road Map (for 2015) will absorb most of the Organization’s energy . However, the ASEAN has managed to open its forums for the 3+3 group/s, and could be seen in the long run as a cumulus setting towards the wider pan-Asian forum in future.

Before closing this brief overview, let us mention two recently inaugurated informal forums, both based on the external calls for a burden sharing. One, with a jingoistic-coined name by the Wall Street bankers  – BRI(I)C/S, so far includes two important Asian economic, demographic and political powerhouses (India and China), and one peripheral (Russia). Indonesia, Turkey, Saudi Arabia, Pakistan, Kazakhstan, Iran are a few additional Asian countries whose national pride and pragmatic interests are advocating a BRIC membership. The G–20, the other informal forum, is also assembled on the Ad hoc (pro bono) basis following the need of the G–7 to achieve a larger approval and support for its monetary (currency exchange accord) and financial (austerity) actions introduced in the aftermath of still unsettled financial crisis. Nevertheless, the BRIC and G-20 have not provided the Asian participating states either with the more leverage in the Bretton Woods institutions besides a burden sharing, or have they helped to tackle the indigenous Asian security problems. Appealing for the national pride, however, both informal gatherings may divert the necessary resources and attention to Asian states from their pressing domestic, pan-continental issues.

Yet, besides the UN system machinery of the Geneva-based Disarmament committee, the UN Security Council, the Organization for the Prohibition of Chemical Weapons – OPCW and International Atomic Energy Agency – IAEA (or CTBTO), even the ASEAN Asians (as the most multilateralized Asians) have no suitable standing forum to tackle and solve their security issues. An organization similar to the Council of Europe or the OSCE is still far from emerging on Asian soil.

Our history warns. Nevertheless, it also provides a hope:  The pre-CSCE (pre-Helsinki) Europe was indeed a dangerous place to live in. The sharp geopolitical and ideological default line was passing through the very heart of Europe, cutting it into halves. The southern Europe was practically sealed off by notorious dictatorships; in Greece (Colonel Junta), Spain (Franco) and Portugal (Salazar), with Turkey witnessing several of its governments toppled by the secular and omnipotent military establishment, with inverted Albania and a (non-Europe minded) non-allied, Tito’s Yugoslavia. Two powerful instruments of the US military presence (NATO) and of the Soviets (Warsaw pact) in Europe were keeping huge standing armies, enormous stockpiles of conventional as well as the ABC weaponry and delivery systems, practically next to each other. By far and large, European borders were not mutually recognized. Essentially, the west rejected to even recognize many of the Eastern European, Soviet dominated/installed governments.

Territorial disputes unresolved

Currently in Asia, there is hardly a single state which has no territorial dispute within its neighborhood. From the Middle East, Caspian and Central Asia, Indian sub-continent, mainland Indochina or Archipelago SEA, Tibet, South China Sea and the Far East, many countries are suffering numerous green and blue border disputes. The South China Sea solely counts for over a dozen territorial disputes – in which mostly China presses peripheries to break free from the long-lasting encirclement. These moves are often interpreted by the neighbors as dangerous assertiveness. On the top of that Sea resides a huge economy and insular territory in a legal limbo – Taiwan, which waits for a time when the pan-Asian and intl. agreement on how many Chinas Asia should have, gains a wide and lasting consensus.

Unsolved territorial issues, sporadic irredentism, conventional armament, nuclear ambitions, conflicts over exploitation of and access to the marine biota, other natural resources including fresh water access and supply are posing enormous stress on external security, safety and stability in Asia. Additional stress comes from the newly emerging environmental concerns, that are representing nearly absolute security threats, not only to the tiny Pacific nation of Tuvalu , but also to the Maldives, Bangladesh, Cambodia, parts of Thailand, of Indonesia, of Kazakhstan and of the Philippines, etc . All this combined with uneven economic and demographic dynamics  of the continent are portraying Asia as a real powder keg.

It is absolutely inappropriate to compare the size of Asia and Europe – the latter being rather an extension of a huge Asian continental landmass, a sort of western Asian peninsula – but the interstate maneuvering space is comparable. Yet, the space between the major powers of post-Napoleonic Europe was as equally narrow for any maneuver as is the space today for any security maneuver of Japan, China, India, Pakistan, Iran and the like.

Let us also take a brief look at the peculiarities of the nuclear constellations in Asia. Following the historic analogies; it echoes the age of the American nuclear monopoly and the years of Russia’s desperation to achieve the parity.

Besides holding huge stockpiles of conventional weaponry and numerous standing armies, Asia is a home of four (plus peripheral Russia and Israel) of the nine known nuclear powers (declared and undeclared). Only China and Russia are parties to the Non-proliferation Treaty – NPT. North Korea walked away in 2003, whereas India and Pakistan both confirmed nuclear powers declined to sign the Treaty. Asia is also the only continent on which nuclear weaponry has been deployed.

Cold War exiled in Asia

As is well known, the peak of the Cold War was marked by the mega geopolitical and ideological confrontation of the two nuclear superpowers whose stockpiles by far outnumbered the stockpiles of all the other nuclear powers combined. However enigmatic, mysterious and incalculable to each other , the Americans and Soviets were on opposite sides of the globe, had no territorial disputes, and no record of direct armed conflicts.

Insofar, the Asian nuclear constellation is additionally specific as each of the holders has a history of hostilities – armed frictions and confrontations over unsolved territorial disputes along the shared borders, all combined with the intensive and lasting ideological rivalries. The Soviet Union had bitter transborder armed frictions with China over the demarcation of its long land border. China has fought a war with India and has acquired a significant territorial gain. India has fought four mutually extortive wars with Pakistan over Kashmir and other disputed bordering regions. Finally, the Korean peninsula has witnessed the direct military confrontations of Japan, USSR, Chinese as well as the US on its very soil, and remains a split nation under a sharp ideological divide.

On the western edge of the Eurasian continent, neither France, Britain, Russia nor the US had a (recent) history of direct armed conflicts. They do not even share land borders.

Finally, only India and now post-Soviet Russia have a strict and full civilian control over its military and the nuclear deployment authorization. In the case of North Korea and China, it is in the hands of an unpredictable and non-transparent communist leadership – meaning, it resides outside democratic, governmental decision-making. In Pakistan, it is completely in the hands of a politically omnipresent military establishment. Pakistan has lived under a direct military rule for over half of its existence as an independent state.

What eventually kept the US and the USSR from deploying nuclear weapons was the dangerous and costly struggle called: “mutual destruction assurance”. Already by the late 1950s, both sides achieved parity in the number and type of nuclear warheads as well as in the number and precision of their delivery systems. Both sides produced enough warheads, delivery systems’ secret depots and launching sites to amply survive the first impact and to maintain a strong second-strike capability . Once comprehending that neither the preventive nor preemptive nuclear strike would bring a decisive victory but would actually trigger the final global nuclear holocaust and ensure total mutual destruction, the Americans and the Soviets have achieved a fear–equilibrium through the hazardous deterrence. Thus, it was not an intended armament rush (for parity), but the non-intended Mutual Assurance Destruction – MAD – with its tranquilizing effect of nuclear weaponry, if possessed in sufficient quantities and impenetrable configurations – that brought a bizarre sort of pacifying stability between two confronting superpowers. Hence, MAD prevented nuclear war, but did not disarm the superpowers.

As noted, the nuclear stockpiles in Asia are considerably modest . The number of warheads, launching sites and delivery systems is not sufficient and sophisticated enough to offer the second strike capability. That fact seriously compromises stability and security: preventive or preemptive N–strike against a nuclear or non-nuclear state could be contemplated as decisive, especially in South Asia and on the Korean peninsula, not to mention the Middle East .

A general wisdom of geopolitics assumes the potentiality of threat by examining the degree of intensions and capability of belligerents. However, in Asia this theory does not necessarily hold the complete truth: Close geographic proximities of Asian nuclear powers means shorter flight time of warheads, which ultimately gives a very brief decision-making period to engaged adversaries. Besides a deliberate, a serious danger of an accidental nuclear war is therefore evident.

Multilateral mechanisms

One of the greatest thinkers and humanists of the 20th century, Erich Fromm wrote: “…man can only go forward by developing (his) reason, by finding a new harmony…”

There is certainly a long road from vision and wisdom to a clear political commitment and accorded action. However, once it is achieved, the operational tools are readily at disposal. The case of Helsinki Europe is very instructive. To be frank, it was the over-extension of the superpowers who contested one another all over the globe, which eventually brought them to the negotiation table. Importantly, it was also a constant, resolute call of the European public that alerted governments on both sides of the default line. Once the political considerations were settled, the technicalities gained momentum: there was – at first – mutual pan-European recognition of borders which tranquilized tensions literally overnight. Politico-military cooperation was situated in the so-called first Helsinki basket, which included the joint military inspections, exchange mechanisms, constant information flow, early warning instruments, confidence–building measures mechanism, and the standing panel of state representatives (the so-called Permanent Council). Further on, an important clearing house was situated in the so-called second basket – the forum that links the economic and environmental issues, items so pressing in Asia at the moment.

Admittedly, the III OSCE Basket was a source of many controversies in the past years, mostly over the interpretation of mandates. However, the new wave of nationalism, often replacing the fading communism, the emotional charges and residual fears of the past, the huge ongoing formation of the middle class in Asia whose passions and affiliations will inevitably challenge established elites domestically and question their policies internationally, and a related search for a new social consensus – all that could be successfully tackled by some sort of an Asian III basket. Clearly, further socio-economic growth in Asia is impossible without the creation and mobilization of a strong middle class – a segment of society which when appearing anew on the socio-political horizon is traditionally very exposed and vulnerable to political misdeeds and disruptive shifts. At any rate, there are several OSCE observing nations from Asia ; from Thailand to Korea and Japan, with Indonesia, a nation that currently considers joining the forum. They are clearly benefiting from the participation .

Consequently, the largest continent should consider the creation of its own comprehensive pan-Asian multilateral mechanism. In doing so, it can surely rest on the vision and spirit of Helsinki. On the very institutional setup, Asia can closely revisit the well-envisioned SAARC and ambitiously empowered ASEAN  fora. By examining these two regional bodies, Asia can find and skillfully calibrate the appropriate balance between widening and deepening of the security mandate of such future multilateral  organization – given the number of states as well as the gravity of the pressing socio-political, environmental and politico-military challenges.

In the age of unprecedented success and the unparalleled prosperity of Asia, an indigenous multilateral pan-Asian arrangement presents itself as an opportunity. Contextualizing Hegel’s famous saying that “freedom is…an insight into necessity” let me close by stating that a need for the domesticated pan-Asian organization warns by its urgency too.

Clearly, there is no emancipation of the continent; there is no Asian century, without the pan-Asian multilateral setting.

Modi-Xi Wuhan Summit: Critical Analysis of Competition and Co-operation

Peoples Republic of China (PRC) and India are known as the two most populated states of the globe. Both states have been closely interlinked through history and civilizational interactions; as both are the ancient civilizations of this world. Both countries found their place on the map around the same time period, both countries underwent economic transformation around the same time and turned into big giants in the field of economy. Surprisingly, the growth is almost parallel to each other. It is also important to note that both states have territorial disputes over Tibet issue, Aksai-Chin, Arunachal Pradesh, disputes over the Twang district, and Shaksgam valley. Both countries have fought a deadly war in 1962 over the Aksai-Chin area, and have faced skirmishes with each other in the decades of 1970s and 1980, including 2013 border tensions.  Therefore, a relationship of co-operation and competition exists between both states.

Indian Prime Minister Narendra Modi traveled to Wuhan in central China for an “informal summit” with the Chinese President Xi Jinping on 27 and 28 April 2018. The most significant element of this meeting is that Modi’s visit came against the backdrop of almost two years of friction between China and India over various issues including the most significant Doklam standoff. In addition to this, India’s bid for Nuclear Suppliers Group (NSG) membership, and China’s Belt and Road Initiative (BRI) have also been the frictional points between the two.

The bilateral relationship of China and India badly deteriorated due to friction on multiple fronts. However, in December 2017, two high-level visits from China were marked as important and represented that both states are looking for a fresh review of their bilateral relationship. Within a few weeks both the Chinese Foreign Minister Wang Yi and State Councilor Yang Jiechi visited India. Additionally, Since February 2018, efforts from the Indian side to normalize the relationship, have been quite noteworthy – especially the cancellation of Dalai Lama’s events in Delhi marking the occasion of 60 years in exile of Dalai Lamais a significant step by the Indian government to appease China. On the occasion of cancellation of Dalai Lama’s events, the Cabinet Secretary PK Sinha and India’s Foreign Secretary Vijay Gokhale stated that “very sensitive time” in India’s bilateral relations with China and therefore, it is “not desirable” for government officials and other leaders to take part in the celebrations of the Tibetan government in exile”.

Later, on 23 February, the Indian Foreign Secretary Vijay Gokhale to China presented the idea of an informal summit which found ready approval by Modi. Since then various visits by the Indian officials, including India’s National Security Advisor Ajit Doval and Minister of External Affairs Sushma Swaraj have been taking place.  These visits have played a significant role in preparing for Modi’s summit in Wuhan.  The later events witness the reciprocal visit by the Chinese Vice Foreign Minister Kong Xuanyou to India in April 2018 to finalize the matters regarding the summit.  The MODI-XI summit is considered as timely and bold move by India to make an earlier visit to China before the upcoming Shanghai Cooperation Organization (SCO) Summit scheduled to be held on June 9-10, 2018.The summit is actually an informal meeting with specific agenda mainly based on the idea of engaging in a free-flowing conversation between the two leaders.

During the meeting, PM Modi identified five “positive” characteristics of the Indo-China relationship: soch (thinking), sampark (contact), sahyog (cooperation), sankalp (determination) and sapne (dreams).  On the other side, President Xi asserted that the problems between India and China are only temporary and limited, and the two countries are the “backbone of the world’s multipolarization and economic globalization.”  These statements from both sides indicate that there is the intention to steer the domestic and international focus away from the contentious matters in the bilateral relationship, and is an effort to avoid further derailment.

Discussion on vital issues took place between the officials of both states which included the domestic, political and economic matters, as well as the regional developments like the China-Pakistan Economic Corridor (CPEC), and international issues such as the US-China trade war. The discussion also included China’s contentious Belt and Road Initiative (BRI). Chinese Vice Foreign Minister Kong Xuanyou confirmed that China will not force India to join the BRI.

The summit is also marked by some important policy directions provided by the two leaders. Another noteworthy development is Xi’s willingness to provide strategic guidance to their respective militaries in order to strengthen existing communication mechanisms and to collaborate on an economic project in Afghanistan. These developments make one wonder about the impact of the Summit on Pakistan and its probable repercussions for the Asian security and stability at large.

It is significant to note that only a day after the announcement of first “informal summit” between Chinese president Xi Jinping and Prime Minister Narendra Modi, Beijing mentioned that importance of Islamabad cannot be ignored, which provided necessary  reassurance to Pakistan that their relationship would remain unaffected and would “never rust”. Chinese Foreign Minister Wang Yi stated that: “We are ready to work together with our Pakistani brothers to undertake the historical mission of national rejuvenation and achieve the great dream of national prosperity and development,” and “in this way, our iron friendship with Pakistan will never rust and be tempered into steel.” Such statements highlight the importance of Pakistan within the strategic contours of Asia.  Additionally, the fact cannot be ignored that Sino-Indian military confrontation is a reality that cannot be resolved simply by conducting bilateral exercises.  However, significance of Modi-Xi summit cannot be ignored which over a period of time, even could become a matter of concern for Pakistan. Nonetheless, the statements by Chinese officials after the summit, and the support that Pakistan has been receiving from China through CPEC somewhat dispels Pakistan’s concerns.

First time I read that there is a dummies guide for immolators, published by the CTA ~ Self-immolation Guide by Chabdak Lhamo Kyab but being denied vehemently by the CTA. Any Tibetans prominent ones who speak against immolations were targeted. Tibetans really have to suffer so much under CTA.

What the heck? They have a book out to teach dummies how to burn themselves alive? What on earth is wrong with these people? Are they that dumb? Pleaseeee someone HELP them. Boy Lukar Jam would have been a way better leader! I've never ever heard of any country teaching their people how to KILL themselves for their leaders to keep gaining FREE AID/MONEY that goes into their own pockets. This is disgusting and really really shameful.

How can anyone allow this to still go one? How Tibetans in exile allow this? The book should be burned! People should not be taught to take their own lives, how is that going to help preserve the Tibetan culture, heritage and history. All Tibetans can take their own lives and then what, what happens next when everyone is dead? THINK people... oh my lord do they need Manjushri! Such bad karma they have they it even blinds their brains/logic/rational thinking. SAD!

Ok, I always knew that CTA was despicable but having a “dummies guide” for people to burn themselves is a new low. Especially since CTA isn’t really fighting for the cause but merely wanting to use it to selfishly enrich their own coffers.

After all, it is not like the Tibetan leadership lacks the ability to mobilise Tibetans to do something. One can just imagine the negative karma they reap.

While we may not necessarily agree with the methods the Chinese use in governing the Tibetans, we cannot deny the efforts they put in to make things better, regardless of their motivations.

If Lobsang Sangay has anything to say about the Chinese's recent rejection of the India-trained monks, he should reflect on what he has done in denying the Tibetans in China and their culture. He should stop being the pot that calls the kettle black. He might not realized that perhaps the Chinese are adopting his method to counter his claims.

Lobsang Sangay did not grow up in Tibet, he did not grow up in a pure Tibetan environment, he cannot possibly know the real Tibetan culture. I bet his spoken Tibetan is also not as good. I think the Chinese government has preserved the Tibetan culture and language much better than the CTA. They have invested so much money in restoring the old monasteries as an effort to preserve the Buddhism culture in Tibet.

Many Tibetans who are born outside of Tibet do not really speak Tibetan as their mother tongue, their mother tongue is the main language of the country where they are born in. Many younger generations are not practicing Buddhism. Tibetan culture to them is quite foreign. So how can Lobsang Sangay even think the Tibetans outside Tibet maintain their culture better than the Tibetans in Tibet?

Lobsang Sangay and the CTA never really preserve Tibetan culture. Preservation of Tibetan culture is just another reason for them to get free money from the west. Whatever the CTA is doing, is always driven by money, they are the worst leadership in the world. They don't care about their own people and constantly exploit their own people.

All Lobsang Sangay know is that Tibetans are just puppets for him to manipulate to get more money to pay for his properties in the foreign country. He became the president just to get benefits for himself and not to fight for the welfare of fellow Tibetans. Look at what he had accomplished throughout the years that he had served as the president. There is absolutely no progress on the one thing that is most important for the CTA which is the Tibetan cause.

With all the scandals and sexual abuse cases, Lobsang Sangay should be stepping down from his post because he is unfit to be the leader of a government. However, he still remains to be the president of Tibetan leadership with his thick face and pretends nothing had happened.

I am more amazed that Tibetans continues to allow someone like him to be their president and not take any action. Being close with His Holiness the Dalai Lama automatically gives you the immunity to be immune to all the nasty things that you did. This is just like another Sogyal case where the perpetrator will walk away without being charged.

Is Tibet struggle really a peaceful struggle? It may seem to be a peaceful one but it is not. Up until today, more than 150 people have sacrificed their lives by self-immolating under the influence of the CTA. The CTA may not use violence to try to free Tibet but they encourage Tibetans to self-immolate and to create problems in China.

If self-immolation is going to work, it would have worked after 1 or 2 lives are sacrificed. To sacrifice more than 150 lives and still encouraging more to sacrifice their lives does not make sense at all. The CTA has other agenda behind this. They want to use self-immolation cases to create problems in China and then use these cases to earn sympathy from the west so more donation will be given to them.

The CTA does not have the resources to generate income to sustain themselves, the only way they can survive is getting donations and financial aids. In order to continue to have their income, the CTA has to make sure the Tibetans are still suffering. So the sufferings of the Tibetans are actually caused by their own government. This is how evil the CTA is.

There is nothing peaceful about the struggle of Tibetans. Look at the number of self-immolators who died just because they feel the desperation after 60 years of waiting. Tibetan government in exile failed its own people big time until the people have to take the matter into their own hands, and to raise awareness through suicide. It is not a good sign at all. Tibetan government is not doing their job well and the people are paying the price for it. Sooner or later, Tibetans will just leave their government and go elsewhere when they are truly disappointed and fed up with the situation. Tibetans should just leave their government instead of harming themselves because lives are precious.
