Title: Dalai Lama corrects himself on Chinese Panchen Lama
Post by: DharmaSpace on May 23, 2018, 05:00:09 PM

Quote
On 17th May 2017, the Central Tibetan Administration (CTA; Tibetan leadership based in Dharamsala, North India), the exile government of the 14th Dalai Lama, released a video with the title ‘Ten Facts About the Missing Panchen Lama’. It was on the occasion of the “22nd anniversary of the enforced disappearance of Gedhun Choekyi Nyima”, the boy that the Dalai Lama had declared to be the reincarnation of the 10th Panchen Lama.

The Department of Information and International Relations (meaning the CTA’s propaganda department) had enlisted the help of a member of the Indian Parliament, Dr Abishek Singhvi to declare the alleged 1995 abduction of Gedhun Choekyi Nyima by the Chinese government as, amongst other things, a “major invasion of the fundamental, spiritual and religious rights of the Tibetan people”. The said video also ascribed a number of adjectives to the Chinese government – harsh, cruel, dictatorial, unrepentant, and unrelenting; it accused the Chinese government of having applied “brute force” in appointing a puppet 11th Panchen Lama who, Dr Abishek declared, will be met with repulsion and rejection.

The elasticity of truth

The 2017 video was then the latest in an ongoing series of CTA-sponsored agitprop with two specific and conjoined purposes — (i) to continue to conjure up whatever controversies were possible such as the Panchen Lama issue in order to undermine the credibility and reputation of China; and (ii) to keep existing fault lines such as the Panchen Lama controversy created in 1995, from repairing.

In its confrontation with China, smear campaigns and the promotion of highly inflammatory issues that could incite social unrest within China were the Dalai Lama and Central Tibetan Administration’s (CTA) weapons of choice, which they wielded with incredible skill. The Dalai Lama, an astute politician who has wielded unfettered power for far longer than any government or dictator in history, knew well what the Chinese feared most, which is expressed in an old Mao dictum – “a single spark can start a prairie fire”. Therefore, creating sparks became an art form of the Tibetan government in exile.

Gedhun Choekyi Nyima, the Dalai Lama’s candidate for the 11th Panchen Lama, who disappeared shortly after he was recognized. A few months later, the Chinese government recognized their own candidate and since 1995, the Dalai Lama has persisted in his claim that the Chinese candidate is a fake and merely a puppet of the Chinese Communist Party (CCP). Then suddenly in April 2018, the Dalai Lama changed his mind and endorsed the Chinese Panchen Lama.

But there are other aspects to the Dalai Lama’s range of armaments in the Tibetan people’s conflict with China — an uncanny ability to find and use knowing and unknowing proxies such as Dr Abishek to broaden the frontage of attack on China, and knowing when to take up and when to let down such allies which were often used as mere collateral.

And so, one year later, on 25th April 2018, the Dalai Lama made a complete mockery out of not only Dr Abishek Singhvi, the Indian Member of Parliament, but also the International Campaign for Tibet (ICT) chaired by Richard Gere, the United Nations, a list of US-based lobbyists and politicians, and even the CTA itself; indeed, everyone who since 1995 had been led by the Dalai Lama to believe that Gyaincain Norbu, whom the Chinese government had recognized and enthroned as the 11th Panchen Lama, to be a fake and merely a political puppet.

In speaking to members of the media on his arrival at Gaggal Airport in Dharamsala, the Dalai Lama said that in the Tibetan Buddhist tradition, it is not unusual for enlightened beings to have as many as five reincarnations, citing the example of a famous Tibetan Buddhist personage. Taken in context, what the Dalai Lama meant was that both the Chinese-enthroned 11th Panchen Lama (Gyaincain Norbu) and his 1995 candidate, Gedhun Choekyi Nyima are equally rightful heirs to the throne of the Panchen Lama and, in fact, the Dalai Lama acknowledges the Chinese Panchen Lama to be the official 11th Panchen Lama. In essence, what the Dalai Lama said is tantamount to an endorsement of the Chinese-enthroned 11th Panchen Lama Bainqen Erdini Qoigyijabu (Panchen Gyaincain Norbu) and a recognition of his legitimacy as the highest-ranking Tibetan Buddhist lama in Tibet, in the Dalai Lama’s absence.

His Holiness the 11th Panchen Lama with his teacher, Kachen Jamyang Gyatso and the Panchen Lama’s parents. Kachen Jamyang Gyatso has tutored the Panchen Lama since he was a young child, and the two share a very close relationship.

The mystery is how a ‘fake’ could have morphed into an authentic 11th Panchen Lama, worthy of the Dalai Lama’s approval and commendation. Clearly, the candidate the Chinese government chose and enthroned has not changed and neither has the Chinese government, the Dalai Lama or the enmity between them. But those who are more familiar with Tibetan Buddhist history would know that this is not the only time the Dalai Lama has made a sudden about-turn on issues which logically cannot alter in its substance in such a casual way. The Dorje Shugden controversy is another whereby the Dalai Lama had personally worshipped this Tibetan Buddhist deity for close to 40 years, even composing one of the most popular praises to him, before suddenly declaring the same deity, Dorje Shugden, to be a malignant force to be shunned.

Effectively, the Dalai Lama was admitting that he had erred on the Panchen Lama issue, a controversy that he had fanned for over 20 years. In 1995, the Dalai Lama had insisted that he could not accept Gyaincain Norbu as having any possibility of being the right Panchen Lama. This was because the Dalai Lama had “conducted all the necessary religious procedures with great care” before naming his own candidate as the reincarnation of the 10th Panchen Lama and that the Dalai Lama’s recognition could not be wrong and “cannot be changed”. His recent remarks however concede that the Chinese government has chosen the correct reincarnation of the 10th Panchen Lama and the methods the Chinese government employ in the recognition process of high tulkus is in fact proper. The Chinese government definitely consulted very high lamas who are in Tibet to use their ancient methods, to recognize the 11th Panchen Lama.

Ironically, the Dalai Lama has himself said on a number of occasions that the tulkus of high lamas guide their own reincarnations and there is no way for any man or force to manipulate or hijack the reincarnation of a highly realized being. That is to say, if the 10th Panchen Lama wanted to take rebirth in a situation whereby he is recognized by the Chinese leadership, then that is exactly what he did. The Dalai Lama also cited the historical example of Khyentse Wangpo of the Sakya tradition as proof that high lamas can take up to five reincarnations – Body incarnation, Speech incarnation, Mind incarnation, Activity incarnation and Qualities incarnation. In fact, the 10th Panchen Lama himself was one of two qualified incarnations, the other being Panchen Otrul Rinpoche who continues to turn the wheel of Dharma in Europe, America and the Far East. This is no secret and the Dalai Lama is fully aware of all this.

So, it cannot be new information that suddenly changed the Dalai Lama’s mind about the Chinese Panchen Lama. But that narrative would not have suited the Dalai Lama’s intended agenda at the time nor would it have been useful to the Tibetan cause for the past 20 years. But it suits the Dalai Lama’s scheme now. And so, we see in this situation a very powerful weapon the Dalai Lama exerts — the ability to bend facts and reality without being questioned. And as the Dalai Lama demonstrates on this occasion, in a mere two minutes, he has created a seismic shift in the Tibetan people’s engagement with China, one that will seal their fate forever.

Whether intended or not, the Dalai Lama has also effectively given his seal of approval to China’s claim as to its capability and sovereign right to be involved in spiritual matters. He has cleared the way of old obstacles for China to get a firm handle on Tibetan Buddhism as an instrument of control, the same power the Dalai Lama has himself wielded for over 60 years with unprecedented deftness.

Sign at the entrance of the Dalai Lama’s temple in Dharamsala, India.

In the very same interview at Gaggal Airport on 25th April 2018, the Dalai Lama also reported that Gedhun Choekyi Nyima, whom the Dalai Lama had claimed was kidnapped and has been held prisoner by the Chinese government since 1995, was in fact doing well and is receiving a good education. Since 1995, the Dalai Lama and his supporters have roused the world’s ire against China for allegedly abducting and illegally detaining Gedhun Choekyi Nyima as the world’s youngest political prisoner, and this case has been regularly cited as being a prime example of China’s abuse of human rights. But now, the Dalai Lama’s statement seems to indicate that, far from being abused and denied his human rights, Gedhun Choekyi Nyima has been treated well and even provided with a good education.

This statement is incongruous with the portrayal of the Chinese government by the Tibetan leadership over the decades, i.e. that of an oppressive and brutal regime that ruthlessly disposes of its enemies and those it sees as a threat. However, this incongruity does expose a characteristic of the same Tibetan leadership, that which treats facts and realities as putty to be shaped and moulded to fit shifting agendas.

The characteristic flip-flop of the Dalai Lama

Whilst the latest statement by the Dalai Lama on the Panchen Lama issue seems off-the-cuff, it should be disturbing that the Dalai Lama can be so flippant over something of this magnitude. The reincarnation of such a key figure in the Gelug lineage goes to the heart of Tibetan Buddhism and should never be taken lightly. And yet, this glibness offers a tremendously valuable opportunity to examine the character of the Dalai Lama and Tibetan leadership by exploring possible reasons for the Dalai Lama’s very sudden change of tune regarding a highly-charged issue.

1. The Dalai Lama was genuinely mistaken

The power and prestige of the Dalai Lama comes from his image (be it real or carefully manicured) as a simple Buddhist monk who is the embodiment of all that is good in the world, and who also happens to be a Buddha, and therefore can do no wrong due to his spiritual invincibility. On this premise alone, millions heralded the Dalai Lama’s views and became blind propagators of his ideologies and agendas. The Dalai Lama’s narrative and, by extension that of the CTA, were embraced by fans all over the world and upheld as dogma.

The Dalai Lama’s change of tune now regarding the ‘Chinese Panchen Lama’ sits very uncomfortably with the presumption of his spiritual invincibility but this is not immediately obvious to those who have been trained to merely follow instead of think and rationalize for themselves. If one were to apply logical thought to the issue, then either the Dalai Lama was wrong in 1995 to have proclaimed the Chinese Panchen Lama to be counterfeit, or he is wrong now to declare the Chinese Panchen Lama to be authentic and worthy to be regarded as the “official Panchen Lama” (in the Dalai Lama’s own words).

The Dalai Lama cannot be right on both contradictory counts but is it a question of his spiritual competence or a question of his integrity? From the perspective of spiritual examination, the Dalai Lama is said to be none other than the Buddha of Compassion, the great and all-knowing Avalokiteshvara or Chenresig. The Panchen Lama in turn is the Buddha Amitabha. Both are Buddhas and if this is true, how can one Buddha (Dalai Lama) be mistaken in recognizing another Buddha (Amitabha) when both are supposed to be of the same awakened essence? To suggest so would be to assail the very foundations of Buddhism. In short, it can only be a question of human integrity and not a question of spiritual efficacy.

Either the entire corpus of Buddhism is formulated on false assumptions or the Dalai Lama is a mere human being and subject to faults, mistakes and vices. Either way, it should be clear now that it would be a grievous error to blindly follow a leader on the presumption of soundness and trustworthiness in everything he does and proclaims. And if there is a case to be made for the human fallibility of the Dalai Lama, then one should also call into question the Dalai Lama’s endorsement of Ogyen Trinley Dorje as the 17th Karmapa; he was one of three claimants but the Dalai Lama proclaimed him to be the only correct and rightful throne holder of the Karma Kagyu lineage. It would also mean that the Dalai Lama very likely erred when he declared the Dharma Protector Dorje Shugden to be a demonic force after he himself worshipped the deity for close to 40 years.

History will judge how the Dalai Lama, the supposed personification of compassion, could have allowed so many innocent and unknowing people to attack and denounce the Panchen Lama, the living Amitabha Buddha; the Karmapa, the living Bodhisattva Chenresig Simhanada; and Dorje Shugden, an enlightened being with a lineage that is over 300 years old, at a karmic cost that would be frightening if it could be calculated.

Kachen Jamyang Gyatso is no ordinary teacher. Renown for his scholarship and deep practice, Kachen Jamyang Gyatso’s reputation extends even beyond the borders of Tibet – he is well-known to be an erudite master and seasoned tantric practitioner, so there is little surprise that the Chinese leadership would have selected such a lama to educate His Holiness the 11th Panchen Lama. In this image, the humble teacher greets the humble disciple. You can see from Kachen Jamyang Gyatso’s face that he is very happy to meet his student.
2. Political expediency overrides spiritual truth

It is common knowledge that the Dalai Lama and the CTA have increasingly been given the cold shoulder by world leaders as the Tibetan issue becomes a dangerous liability and burden. India is the latest to keep the Dalai Lama and the Tibetan exile government at arm’s length, after almost 60 years of unprecedented support for the Tibetan cause. It was only with the blessings of the Indian government that the Tibetan leadership was able to form and function as a government without a country and without any accountability whatsoever. No other ‘government’ in the world enjoys such a privilege and with India’s permission, the Dalai Lama and the CTA have been emboldened to traverse the world and spread enmity against China.

In the meantime, countless NGOs and charitable organizations have sprouted globally, all collecting funds in the name of the Tibetan struggle. On top of this is funding from the United States of America which came as aid for the Democratic David in his struggle with a Communist Goliath. Little is known of how much or how little of these funds actually reach the poor Tibetan refugees but clearly, the CTA very quickly realized that it is very lucrative to be a thorn in China’s side, and that being in exile offers financial rewards they could not have received as a legitimate government. All they really had to do was remind the world of China’s oppression and Tibet’s ‘victimization’ by a vicious Chinese monster.

But now, with India changing its stance on China and preferring to formulate a new friendship with her mighty neighbor, the Dalai Lama and CTA may soon find themselves without their main sponsor. Left with little choice, the Dalai Lama now feels the need to appease China instead of irking her as he and the CTA have done for the past 60 years, all the while blaming the failure of the Tibetan people to return home on China’s refusal to come to the negotiating table.

Large turnout at the 11th Panchen Lama’s Kalachakra initiation in 2016, marking the revival of Tibetan Buddhism in Tibet.

The Dalai Lama’s endorsement of the Chinese Panchen Lama comes only days before an all-important closed door meeting between India’s Prime Minister Narendra Modi and China’s President Xi Jinping. It is expected that the Tibetan issue is on the agenda along with other border issues affecting Sino-Indian relationships.

In this context, the Dalai Lama’s change of tune is consistent with his other dramatic shifts including open declarations that “Tibet can remain in China”; that Tibet needs more development, which itself is a clear acknowledgment that the Chinese government have created benefits for the Tibetan people; and expressing his wish to return to Tibet as an individual as opposed to being a key person in the Tibetan people’s political struggle against China. In proclaiming that highly realized beings like the 10th Panchen Lama could have taken more than one reincarnation, the Dalai Lama provides an avenue that legitimizes the Chinese Panchen Lama and, in effect, signals an end to Tibetan aggression towards China and perhaps the beginning of a new era of engagement. In this way, the Dalai Lama shows himself to be an astute politician to give away as a bargain, something that would soon be lost to him anyway.

In any case, this new approach of appeasing China seems to be the Dalai Lama’s chosen method at this time to solve the Sino-Tibetan conflict and to pave the way for himself and the Tibetan people to finally return to their homeland. This is the wish the Dalai Lama has harbored for 60 years and which has become more pronounced recently.

However, the Dalai Lama’s conciliatory overtures alone will not work, if it does not translate into official CTA policy. This will not be an easy sell as the likes of Sikyong Lobsang Sangay and Dhardon Sharling will have to face recalcitrant Rangzen warriors and those intoxicated with fumes of hatred for China, fed to them over decades, ironically, by the Tibetan leadership themselves.

No one can predict how well the Tibetan people will take to what is clearly the Dalai Lama’s new strategy. But it is clear that those who refuse to toe the Dalai Lama’s new line with regards to the Chinese Panchen Lama and all that the Panchen Lama stands for, are in fact working against the Dalai Lama and the weakening Tibetan cause. It remains to be seen whether the Tibetan cause will be finally lost because of the external enemies of the Tibetan people or the internal enemies who have sought to derail the Tibetan struggle through a myriad of distractions such as the Dorje Shugden conflict.

Significance of the Dalai Lama’s new proclamation

The Panchen Lama issue is one that has significant spiritual bearing. The Dalai Lama and Panchen Lama are regarded as the Sun and the Moon in the Tibetan Buddhist cosmos. In the absence of the Dalai Lama, the Panchen Lama becomes the highest authority in Tibet, as both a political and spiritual leader. In addition, the Dalai Lamas and Panchen Lamas have interchangeable roles as teachers and students, and are instrumental in finding and recognizing each other’s reincarnations. The office of the Panchen Lama is therefore a highly significant role that the CTA would be highly vested in keeping within their control. It is in fact the gateway to controlling the reincarnation of the 15th Dalai Lama and all future Dalai Lamas and Panchen Lamas.

The Central Tibetan Administration (Tibetan exile leadership based in Dharamsala) has been agitating conflict between China and India and Sino-Indian friendship spells doom for the CTA’s game plan.

If the Dalai Lama’s endorsement of the Chinese Panchen Lama is a politically motivated move, then we see clearly that the politician in the Dalai Lama triumphs over his role as a spiritual guardian – the integrity of the so-called Tibetan cause, and the future of the Tibetan nation can be offered up as a sacrifice on the political altar of the Chinese government, so long as the Dalai Lama’s personal wishes are met. If there is any credence in this view, then there should equally be credence in the suggestion that both the Karmapa controversy and Dorje Shugden issue are politically charged contagions introduced into the Tibetan community by the Tibetan leadership, to divide and conquer.

For over 20 years, the Karmapa and Dorje Shugden controversies created intractable schisms within Tibetan communities worldwide. Add into this mix, the Rangzen (total independence) versus Umaylam (meaningful autonomy) debate and pre-existing regional rivalries, and very quickly one sees why the Tibetan freedom movement never really gained traction. These divisive issues were all creations of the Dalai Lama. And now that the Dalai Lama has done a volte-face on the topic of the Chinese Panchen Lama, is it possible that he might one day do the same for the Dorje Shugden ban, as well as his endorsement of the Karmapa Ogyen Trinley? It remains a highly plausible scenario given recent events.

To be very sure, the Tibetan leadership has taken every opportunity in the last six decades to insult China and accuse her of all manner of crimes against humanity. It is left to the imagination what might have happened if the Dalai Lama had used his CTA to bolster the unity of the Tibetan people and instituted conciliatory moves towards China as a matter of policy instead of a desperate and nervous reaction.

Checkmate on the Tibetan struggle

Whether the Tibetan people realize it or not, the Dalai Lama’s endorsement of the Chinese Panchen Lama is the tolling of the bells signaling the death of the integrity of the Tibetan leadership and with that, the Tibetan fight for freedom. The Dalai Lama cannot claim to be a victim of China’s vicious oppression, forced to seek asylum and at the same time openly express his willingness to return to Tibet and come under the sovereignty of this so-called oppressor.

Neither can the Dalai Lama claim that China is committing cultural genocide on the Tibetan people but Tibet should remain in China anyway because of the benefits and development it receives under the Chinese government.

The Golden Urn is traditionally used for confirming the identity of reincarnated lamas, mandated by the Qianlong Emperor in 1792 in the wake of the Nepali invasion of Tibet.

Neither can the Dalai Lama or any Tibetan now argue that China has no right to recognize the next and 15th Dalai Lama when he has openly affirmed the authority of the Panchen Lama who is empowered by tradition and now consent, to do precisely that on behalf of China. Now, not only is China in possession of the Golden Urn, traditionally used in the confirmation of high incarnate lamas, but China also has the 11th Panchen Lama. And as we have already seen, it is the Panchen Lamas who recognize and enthrone the reincarnations of the Dalai Lamas.

Neither can the Dalai Lama say that the Chinese Panchen Lama is a rightful incarnation of the holy 10th Panchen Lama and is an emanation of Buddha Amitabha, but that the same Buddha is also a demon worshipper, because the 11th Panchen Lama is known to be a practitioner of Dorje Shugden.

Finally, neither can the Dalai Lama deny that all his statements are inconsistent with one another and are taken to new heights of absurdity when framed within the ongoing policies and activities of the CTA. The Dalai Lama’s latest stance on the Chinese Panchen lama signals his decision to ‘work with China’ and to cease heaping vitriol upon her via issues such as commenting on China’s human rights record and also the Dorje Shugden controversy which the CTA have falsely claimed to be a ploy by the Chinese government to undermine the Dalai Lama’s reign and destabilize the Tibetan community. This about-turn by the Dalai Lama may be disturbing to those who have held on to his every word as sacred, but it may be the only avenue left for the Tibetans to achieve their fast fading hopes of returning home.

Wow what a major turnaround from the Dalai Lama, still it is a good turn around. One can hope and pray that one of the concerns of the Chinese before they allow the Dalai Lama to return to China is to ensure the Dalai Lama does not discriminate against Dorje Shugden people once and for all.

I thank the Dalai Lama for speaking the buddhadharma, about how a reincarnate lama can have 5 emanations.

So, which one is it? China recognised Panchen Lama is now being referred to as the OFFICIAL Panchen Lama and the one His Holiness recognised Tibet Panchen Lama is well taken care of. So there could be more Panchen Lama, I get it, but most importantly, His Holiness is saying the official Panchen Lama is one who is holding the throne, which is the mind emanation. Why do people still claiming the Tibetan Panchen Lama is missing?

With this rather unexpected 180 degree U-turn by the Dalai Lama on the Panchen Lama issue, not only did he validated China’s choice of Panchen Lama as the official Panchen Lama but he also silenced those who have been vilifying of China as holding the “youngest political prisoner” in captive. Compounding this is the Dalai Lama’s frequently repeated wish to go back Tibet, China.

So, now that His Holiness is appearing more pro-China, is He too, a Chinese spy under the payroll of CCP or worse, a traitor and enemy of Tibet? After all, Dorje Shugden people who have just been worshipping their Protector and doing nothing remotely pro-China as what His Holiness had done; are accused to be Chinese spies under the payroll of CCP or traitor and enemy of Tibet.

Did Dalai Lama say this to please China so he can return to Tibet? It seems like the Dalai Lama is trying to tell us both the Panchen Lamas are real, they are both the emanation of the 10th Panchen Lama. This must be his tactic to show China he agrees with China's choice.

China wants the Tibetans in exile kowtowing to them, they want to be able to control the Tibetans for national security purpose. For China, it is actually quite simple, as long as you follow what they say and be a good obedient citizen, they will allow you to do most of the things you want to do. Most important thing is to show your loyalty.

If the Dalai Lama and the CTA can show their sincerity in being loyal to China, things will be easier for them. The first thing the CTA needs to do is to stop being arrogant, be humble to China for the sake of all Tibetans in exile and the Dalai Lama.

I am still waiting for either the 14th Dalai Lama or the CTA to state that the "Chinese" 11th Panchen Lama with be "Officially" responsible in finding, recognizing and enthroning the 15th Dalai Lama.

Until they make that statement I have no faith in what they have said.

The Dalai Lama has already stated that he may either be the last Dalai Lama or will find a female incarnation outside of Tibet somewhere in India or whatnot, not in China(and yes, he most likely has his reasons of his next incarnation being attractive due to the prevalence of lust still here and the rise of female power these days).
https://www.telegraph.co.uk/news/worldnews/asia/tibet/11885441/Dalai-Lama-says-that-any-female-successor-would-have-to-be-attractive.html (https://www.telegraph.co.uk/news/worldnews/asia/tibet/11885441/Dalai-Lama-says-that-any-female-successor-would-have-to-be-attractive.html)

Either way, the only time the Dalai Lama and China have agreed over an incarnation was the Karmapa, Ogyen Trinley Dorje.  That's about it.
However, why would you agree with China choosing the Dalai Lama's incarnation?  I'm afraid I don't trust a Communist government that still has some Maoist ideas of atheism(including destroying temples and holy statues of the rare Looks Like Me Padmasambhava, Buddha, etc.), persecuting Chinese Muslim minorities, caused Tibetans to burn themselves alive(though this one is debatable), has surveillance cameras documenting every single face to be recognized, and so on.  Still, this is a Communist country wanting power without any compassion for others, so I am still not fooled by them with their "religious tolerance" when they are persecuting Uyghur Muslim minorities in the meantime.
Sorry to all the Chinese, but I just can't trust this form of government.

Indeed, the Dalai Lama is under CCP payroll and the Rangzen people attack him as such! Well, crazy and fanatic Rangzen people, what is your hope to ever have a Free Tibet based on?

I mean everybody is leaving the boat and after 60 years, your boat is old and water is leaking in from every where...

I do wonder if the Dalai Lama's declaration of the Chinese chosen Panchen Lama to be real is what he really thinks or is it another ploy to get Chinese to look at him more favourably for his return to China/Tibet. The Dalai Lama is sounding more and more desperate to return to China and yet CTA and the Rangzen group are really destroying his wish. So why are they not viewed as ANTI-Dalai Lama? All the illogical excuses to make Dorje Shugden the evil spirit and practitioners as Anti-Dalai Lama and yet CTA and gang are the real culprit who destroy his wish to return home. They are so afraid of losing the Dalai Lama to China as it would mean their easy income will dry up immediately and on top of that they may face losing the land that they stay on for free. Really milking the Dalai Lama for every ounce of benefit they can get. The Dalai Lama needs to just lift the ban off Dorje Shugden practice as so many DS practitioners are still so loyal to him and with their influence within China could help him fulfill his wish to return. It really feels as if the wheel of time is clicking into place for the great renaissance to begin its course. Only the Dalai Lama himself can effectuate this by lifting the ban.

The Dalai Lama really confuses people. I am not sure if I should believe in him anymore. The statements he makes nowadays contradict to the statements he made years ago, how come?

When he said Dorje Shugden is an evil spirit and if people still keep the practice, his life will be shortened. But here he is now, 82 years old still looking strong and alert. Besides, it is our karma that determines what will happen to us, how can my personal Buddhist practice threaten the life of the Dalai Lama? For the longest time, the Dalai Lama and the CTA are saying the 'real' Panchen Lama is captured by the Chinese government and they call the Chinese recognised Panchen Lama a fake, now the Dalai Lama said he is real. So is the Chinese Panchen Lama real or fake? I am really confused.

I think there must be people like me who don't know whether to believe in Dalai Lama anymore. Did he indirectly acknowledge the Chinese Panchen Lama is real for his personal interest because he wants to go back to Tibet so badly? If it is, he is being so unfair to the general public,  how can he keep creating doubts in people and make people lose faith in Buddhism?

In my opinion, I think His Holiness the Dalai Lama is trying to do both. His Holiness is the Buddha of Compassion would have known the Chinese Panchen Lama is legitimate but he chooses not to say anything but instead chooses his own Panchen Lama. He might be saving it for later because, during that time, he has to be portrayed to be against China. Now that he is softening up with China, he can use this as a tool to make himself look better in front of China.

From another angle, by not recognising the Chinese Panchen Lama, His Holiness is creating a controversial and doubt in this Panchen Lama. More people will be interested in finding out who is the real Panchen Lama and hence will put more attention on this Chinese Panchen Lama. It is another way to promote Chinese Panchen Lama because everyone is interested in knowing what's going on with the fake and real Panchen Lama.

His Holiness definitely wants to go back to Tibet under China now based on what he has said recently on a few events. By recognising Chinese's Panchen Lama he will be able to get into China's good book and hopefully, China will allow him to visit or return to Tibet. Then, he might be able to bring Tibetans that is in exile back to Tibet. I am sure that is the ultimate goal.

Why do you think the Dalai Lama is getting more and more desperate to return to Tibet, China? Hence, the need to even agree that their Panchen Lama may very well be the another emanation? Yes indeed this is all very interesting and yes why is the CTA doing just the opposite, instead of winning the Chinese hearts, they seem to be contradicting the Dalai Lama.

Well, going by the reports, the Dalai Lama's cancer had spread to his bones. He has to go back to reclaim his seat and to pave the way for his next incarnation, the 15th Dalai Lama. China with its millions of people and growing stability in living standards, will be seeking spiritual fulfilment and the time is right for them to meet with the Dharma. The Panchen Lama is now well received and if the Dalai Lama does not make it back to China then the future reincarnation may not regain the status that he now holds. In the West, the Dalai Lama has already burned his bridges by all the guffaws that he made. Tibet/China had traditionally been the seat of Buddhism and it will easier to revive where the population already has roots in Buddhism. All the Dalai Lama has to do is to return and work with the Chinese government for the amicable solution where state and religion separates. Then China will not be threaten and may even feel it is to their advantage. President Xi seems quite receptive towards religion as long as there is peaceful practice, as seen in China's acceptance of Catholicism (of course within her confines of law to keep peace which I am sure any country would expect). The Dalai Lama needs to re-establish his standing with the people and create the cause for his coming back into a position of power.

I believe that His Holiness the Dalai Lama was serious when he said this is the last reincarnation and there will not be a 15th Dalai Lama. This was predicted in the scriptures as well. So why is His Holiness desperate to return to Tibet? I believe the motivation is for the Tibetans in Exile.

Tibetans in exile will be better off if they are back in Tibet. When His Holiness passes away, there will be no leaders that will take care of them. CTA is not going to do a good job looking at their history of treating their own people. They will probably exploit them even further without His Holiness's supervision. They only care about their wallet only.

Back in Tibet, China is taking good care of the country. Infrastructures such as highways and airports are being built. The poverty rate has been reduced since China took over the country. I think it is much better for Tibetans in Exile to return to Tibet. I believe this is the best and certainly, His Holiness would want that for his people as well.

The Dalai Lama appears to have remained silent about his recognition of the "Chinese's" Panchen Lama.

There have been no further statements by him about the "Chinese" Panchen Lama.

Why?

How could he accept the Chinese "Panchen Lama" who is totally pro Dorje Shugden?

Their Panchen Lama is going around and doing "Sogtae" ceremonies of Dorje Shugden.

He is spreading the teaching of Dorje Shugden across all of Tibet.

The Dalai Lama accepts and does not condemn the "Chinese" Panchen Lama views and practices of Dorje Shugden put condemns ours?

Why?

Preposterous, isn't it? I do agree with you. It is strange that the Dalai Lama indicates his acceptance of the Chinese chosen 11th Panchen Lama and then remained silent since. Well maybe he keeps quiet to pacify the group that had been demanding for the release of the Panchen Lama chosen by the Dalai Lama. According to the Dalai Lama, he is safely somewhere still studying.

With the Dalai Lama's recognition, a whole can of worms arise. First, it signify that China is right and correct in their choice of the Panchen Lama. This will lead to the authority to chose the future 15th Dalai Lama. And as you said, the Panchen Lama is an ardent DS practitioner who gives sogtae to hundreds of thousands, meaning the people in China viewed him with great reverence. Does this mean that the Dalai Lama will now acknowledge the mistake and proclaim DS as the rightful protector of the precious Dharma? Wishful thinking? And yet seem so feasible, given the unpredictability of the Dalai Lama and his desperation to return to Tibet.

Since the two Karmapas have recently issued a joint statement on October 11, it signifies a major event in both Karmapas’ efforts to resolve the divide that was more than three decades old. I think the Dalai Lama expressing his acceptance could be the first step for reconciliation between the Tibetan leader and the "Chinese" Tibetan leader in China.

There might not be a reconciliation between the Chinese Panchen Lama and the Tibetan Panchen Lama who went missing. If His Holiness the Dalai Lama accepts the Chinese Panchen Lama, then it means the Chinese Panchen Lama is authentic and he is more than capable to carry out his duty as the Panchen Lama.

The Tibetan Panchen Lama can then remain in the dark and there is no need for him to come out to make it confusing for the public. The Chinese Panchen Lama has been carrying out the duties of the Panchen Lama and he is doing pretty fine. No ordinary being can sit on the Panchen Lama's throne and perform his duties well.  Hence, it is obvious the Chinese Panchen Lama is the real deal.

His Holiness is certainly trying to make China look good and lessen the conflict between them. He is taking actions that favour the Chinse government. I do hope that China will accept His Holiness the Dalai Lama as soon as possible and bring all the Tibetans in Exile back to Tibet, where their home is.

Yes, the Chinese Panchen Lama is doing very well and has the support of China behind him. The Dalai Lama is doing a lot of things to lower his "risk level" to the Chinese in order to be favourable for return to Tibet. I certainly do hope that China will allow him back soon. However, I think that many Tibetans in Exile will only want to return with him out of curiosity and not to actually stay. Having families out of Tibet, probably into the 3rd generation, their homes are where they live currently. Only the older generations may yearn to go back but who will look after them as they should be quite old by now. It would be easier for the Dalai Lama as there are Monasteries who would welcome him, subject to China's approval. But I do wonder if the people of Rigong, Amdo, his birth place, will accept him back? There was that incident where the Dalai Lama's statue was thrown into the river.....

His Holiness the Panchen Lama is very established in China now, especially with the annual World Buddhist Forum and almost the Kalachakra initiation which attracted more than 100,000. Many are hoping for a reconciliation between His Holiness the Dalai Lama and the Panchen Lama for a new era in Tibet, China. Let's hope we get to see this in this lifetime.

The Fifth World Buddhist Forum

The Fifth World Buddhist Forum is held from Oct. 28 to 30 in the coastal city of Putian in east China's Fujian Province. About 800 people, including Chinese and overseas Buddhists, scholars and journalists are attending the event.

The forum emphasizes the positive roles of religious people in economic and social development, the Belt and Road Initiative and the building of a community with a shared future for mankind. This year's event is covering ten subforums, covering topics such as Buddhism and marine silk road, Buddhism and environmental protection, Buddhism and a community with a share future for mankind. Jointly proposed by Buddhist communities in Chinese mainland, Taiwan, Hong Kong and Macao in 2005, the World Buddhist Forum was established as a platform for Buddhists to communicate and cooperate.

Prominent Lamas like Panchen Lama, Gangchen Rinpoche are attending this event.

Sooner or later, the Dalai Lama has to beg China to let him and his people back into Tibet. Because he is getting very old and it's been 60 years in exile and he has made no progress with getting Tibet back. Tibetans will get diluted in India over time and there is no way to preserve their culture. Tibetans around the world find their children are diluted within their host country's culture and losing their Tibetan culture as with all refugees.

Dalai Lama has made many wrong decisions and thought that the world will support him because he is morally correct but guess what? No one is supporting him anymore. He is alone and getting more and more alone.

China is too powerful and the prestige is growing.

More Tibetans and lamas going back to Tibet so they can preserve their culture in Tibet and meet their relatives and friends.

Yup, the Dalai Lama realises he has to change his strategy and he will be better of befriending China if preserving the Dharma is the goal. China has the resources to do it, to build monasteries, to give subsidies, to preserve the artefacts and scriptures etc. And China will help because they also know that spirituality/religion pulls in a huge chunk for the tourism industry.

Millions of people will seek to go on pilgrimage there especially Tibet and this opens up more doors for people to find out more about Buddhism. This is how Buddhism can spread and continue. The same goes for Tibetan culture. If Dalai Lama co-operates with China, it would be much easier for Tibetans living there and eventually, they will get to preserve their culture/language... that's is what the world wants to see and experience when they go to Tibet. So that is what China will give.

People are saying there is no religious freedom in China, but how come they allow Buddhist conference to take place on their land? So it is not true at all like what the CTA has been telling people. China government does encourage the practice of religion but not superstition.

The Chinese government disallows the photo of the Dalai Lama to be displayed because he is a separatist. Will the US government be ok if someone spreads ISIS's thought and encourages everyone to follow? So if the US government is not ok, why can't the Chinese government disallow any contact with the Dalai Lama due to national security reason?

It is nice to see Gangchen Rinpoche and other Dorje Shugden lamas attending the conference. People say Gangchen Rinpoche accepts Chinese money to go against the Dalai Lama, and this is the proof because he is very well connected to China. But what harm has Gangchen Rinpoche done? He is invited to attend the event because Dorje Shugden lamas are really doing Dharma work, they don't get involved in the politics. In Chinese government's eye, he is safe because he does not have any connection with the Dalai Lama at all and he is a sincere Dharma practitioner.

The Dalai Lama spends his whole life studying Buddhism, he must know highly attained beings will have control over his/her death and it is very possible the highly attained beings can take rebirth in different forms simultaneously. That will include taking rebirth in several individuals. As he has mentioned, it happened in the Tibetan Buddhism history before, it is not something isolated.

Why didn't the Dalai Lama say it when the dispute of the recognition of the Panchen Lama happened? Why did the Dalai Lama keep quiet about it until only recently? Did he now tell because he wanted to please the Chinese government so he can return to Tibet?

Perhaps what the Dalai Lama said is true, both Panchen Lama is indeed the reincarnations of the 10th Panchen Lama. The Panchen Lama recognised by the Chinese government might be the mind emanation. The Dalai Lama didn't want to tell in the beginning because anything he endorses, the Chinese government will not agree. Since he did not agree with the Chinese Panchen Lama in the beginning, the Chinese government felt safe to provide what was necessary to groom the Panchen Lama. The Dalai Lama was indirectly creating a very good condition for the Panchen Lama to carry on with his mission of preserving and spreading Buddhism.

Yes, It is a bit strange that the world took that news in as if nothing happened. Everyone is too calm. The Tibetans and Rangzen groups have been fighting for the Tibetan Panchen Lama for the longest time and they also accuse the China Panchen Lama to be an imposter. Since China had "kidnapped" the young Tibetan Panchen Lama, anti-China groups all over the world have been accusing China to be the worst country in the world with human rights.

It is a huge issue and everyone is condemning China for kidnapping the young Tibetan Panchen Lama and enthroning a fake Panchen Lama to take over the throne. When His Holiness says that the Chinese Panchen Lama is authentic and he is well educated, he is indirectly accepting the Chinese Panchen Lama and saying he is qualified to be the Panchen Lama and give teachings.

His Holiness also gives a shocking information about the Tibetan Panchen Lama saying that he is well and having a proper education. There was no news of the Tibetan Panchen Lama for so long and suddenly it appears that His Holiness the Dalai Lama have exact information of where and what is the Tibetan Panchen Lama is doing. All these news are capable to be headlines for many newspapers but nothing happened. No one talks about it. I guess the world is still comfortable for China to be the bad guy just as painted by CTA.

I agree with you that China should have a right to disallow entry by anyone they feel is a threat to their country and people. Those attending this conference are deemed safe and not into politics, whose presence show the level of trust that China has in them. The Dalai Lama wishing to return to Tibet will do well to lift the ban on Dorje Shugden and reconcile with these DS Lamas that may help in fulfilling his wish. It is so heartwarming to see the gathering of all the eminent Lamas there but somewhat disappointed that they had not brought up the issue of the Dorje Shugden Ban and any plan of actions towards lifting of the Ban. The Ban had already gone towards hurting the integrity of lineage Gurus and created doubts to the lineage practice. Shouldn't this be a major concern to stop the Ban? Isn't it strange that they keep quiet?

This is correct and the following pictorial by the Hindustani Times sums it up. The reality is more and more Tibetans have realised that the CTA and Dalai Lama will not succeed in any of their promises. They see that the Dalai Lama is ageing and ill and the CTA is corrupt to the hilt and once the Dalai Lama is no more and the dream starts to unravel, CTA officials can easily parachute out with their foreign passports and Tibet Aid money which they have pocketed. Look around and you will see that the Tibetans in Nepal, Bhutan, Canada, Europe and even within the Tibet Autonomous Region do far better than those who are depending on the CTA.

But a consideration that simply a move elsewhere may not end this search is also a reality among young Tibetans. (Anushree Fadnavis / HT?Photo)

Why I am not surprised to see this is actually happening to the general Tibetan population in Exile in India. 60 years had passed since Tibetans escaped from Tibet and sought asylum from India. The generation that came to India with His Holiness the Dalai Lama is now in their old age or dead. The current generation of Tibetan that is in India is a generation where they are born in India and they had not seen Tibet with their own eyes before.

Many of them do not have the same thinking and attitude as their parents. The passion of free Tibet is there but not as strong as last time. Many prioritise their quality of life and look for a place they can go to earn for a better future for themselves. Many had migrated overseas to look for jobs. Those that are in China continue to stay in China because China had been seen investing alot of money into Tibet.

The quality of life in Tibet under China will only improve and soon it will surpass the quality of life in India. When that happens, a lot of no Tibetans are coming to India and many of them will leave India. CTA will not have anymore Tibetans to control and they will be in trouble. A government without people to govern will be the biggest joke in the year.

For years the Dalai Lama and the CTA have been claiming the Chinese government has put their choice of Panchen Lama under house arrest. They run campaigns to demand China to release this Panchen Lama. This is one of the issues the CTA has been using to attack China.

Now the Dalai Lama said the Chinese backed Panchen Lama might be real and the Panchen Lama he has chosen is doing ok. Why suddenly a change in his tone? Will he change his mind again after a few days? I would like to believe him but he is so fickle.

Perhaps the Dalai Lama is really desperate to go back to Tibet so he will do whatever he could to please China.  The Dalai Lam is very old now, he doesn't have the time to wait for CTA to fulfill his dream. Since the CTA refuses to do it, the Dalai Lama has to do it his way.

Is the Dalai Lama going to take another rebirth and be recognised or he is not? He has said before he will not come back again after he enters into clear light but now he said he will maybe take rebirth in India and the one recognised by China will not be the real one. So does the Dalai Lama want to take rebirth again or he is not?

Anyway, if the Dalai Lama said an enlightened being can take rebirth and emanate into different individuals after they enter into clear light (like how he said about the Panchen Lama), does it mean he can also? It will also make the Chinese recognised Dalai Lama a valid one. In fact, the Chinese recognised Dalai Lama will have more credibility because he is recognised by the Panchen Lama whereas the so-called CTA recognised Dalai Lama will not be recognised according to the tradition.

CTA can do all they want in the recognition of the 15th Dalai Lama, the Chinese government won't care so much because the Tibetans in Tibet will support the Chinese recognised Dalai Lama like how they support the Chinese recognised Panchen Lama. To have both the Dalai Lama and Panchen Lama in China, it will be very beneficial for the preservation and spreading of Dharma.

Sometimes I really don't know if I should believe in the Dalai Lama or I should not. He said he is not going to come back again after he passes away, now he said he will take rebirth in India. Which statement is true? Why did he always change his mind?

Isn't it similar to the Dorje Shugden issue? Before the ban, he was also a Dorje Shugden practitioner, he even wrote a beautiful prayer to Dorje Shugden to praise the enlightened quality of Dorje Shugden. Then suddenly he said Dorje Shugden is a demon and he was wrong to practice it. Isn't he a Buddha? Doesn't he have the power to see the truth? How can he be wrong?

If the Dalai Lama can be wrong in the early days thinking Dorje Shugden is an enlightened being, he can also be wrong to say Dorje Shugden is an evil spirit! I have heard people saying that the Dalai Lama keeps manifesting mistakes and confusion for a bigger picture. He is actually helping to promote Dorje Shugden. His Holiness Trijang Rinpoche also mentioned this before. I guess if we don't really believe in the Dalai Lama, we should believe in Trijang Rinpoche. For that reason, we should not lose our faith in the Dalai Lama and Dorje Shugden. Focus on practicing Dharma and develop strong Guru Devotion in order to progress in our spiritual practice.

Recently His Holiness the Dalai Lama reconfirms that there is the possibility of the Panchen Lama having 2 incarnations at once and he gave the example of Jamyang Khyentse Wangpo who he himself has 5 incarnations. He is indirectly saying the China Panchen Lama is an authentic Panchen Lama incarnation.

This is huge news because China has been condemned since they recognized their own Panchen Lama. Tibetans were saying that their Panchen Lama is the fake one while the real Panchen Lama that was recognized by His Holiness the Dalai Lama is missing. Now that His Holiness confirms that Chinese Panchen Lama to be authentic, it changes the scene entirely.

Chinese's Panchen Lama is authentic which means he will be able to recognize the next Dalai Lama. Other than that, His Holiness also gave credibility to the Chinese government for recognizing high reincarnate lamas. This gives China a huge advantage on the issue of the 15th Dalai Lama.

The Dalai Lama has declared twice that the Panchen Lama in China is also the real Panchen Lama. If the Tibetans are loyal to the Dalai Lama and believe that he is the emanation of Chenrezig, then it is time for them to show support by respecting and stop condemning the China's choice of Panchen Lama.

After all, many of them are now citizens of other countries, their kids are going to local schools and becoming European/American/Canadian/Indian citizens or permanent residents, only by "tradition" they respect His Holiness the Dalai Lama, they don't really listen to him now.  If they do, why don't they accept China's Panchen Lama as the real Panchen?

It seems like the Dalai Lama is indirectly giving the authority and endorsement to the Chinese government. He is implying that the Chinese government is capable and has the ability to identify the reincarnation of a high lama. It means in the future when the Chinese government recognise their Dalai Lama, he will be the real one. Besides, the recognition of the Dalai Lama by the Chinese government will also be done following the tradition, i.e., the Dalai Lama will be recognised by the Panchen Lama in addition to the Golden Urn.

It's kind of sad, but it has become a truth that Tibetans are no longer fully respecting the Dalai Lama as their spiritual leader anymore. Not only they don't listen to the Dalai Lama in this case, in other cases like their refugee status, they too chose not to follow the Dalai Lama's footstep. Many have chosen to abandon Tibetan cause and are becoming citizens of other countries. The whole Tibetan cause is a lost case now, it's no more that just a tool to get money from the West.

The Dalai Lama should advise the CTA to stop making China their enemies. The world leaders are making China their friend and are receiving benefits for their countries. Everyone wants a piece of China now because they do not want to fall behind and wish to move forward. This news below further support the current global trend.

The French President has surprisingly asked the German Chancellor Merkel and European Commission President Juncker to join his meeting with Xi. Apparently, it’s a sign of EU solidarity but it may just be France not being able to handle Xi alone.

Finally His Holiness the Dalai Lama recognizes the Chinese Panchen Lama. Despite the recognition being unofficial, the Panchen Lama will be able to do his work better with less resistance in the future. He will be able to spread Dharma easier in Tibet. Whether or not he is the real Panchen Lama, he is a very learned monk, and lamas like him should receive support and so that they can benefit sentient beings by sharing their Dharma knowledge and practice.

His Holiness the Dalai Lama is extremely skilful. He is the only one that can trick China into allowing Buddhism to grow within their borders. If he had recognized this Panchen Lama in the first place, China would have probably stopped him from teaching and they might even lock him up to prevent him from spreading his words. Since His Holiness the Dalai Lama recognized another young boy instead, China promoted this Panchen Lama the best that they can to "oppose" His Holiness the Dalai Lama. Because of this, His Holiness the Dalai Lama was able to make sure the Panchen Lama got education and support from the government to spread Dharma.

This is the key. If following the tradition, the Dalai Lama is supposed to be recognized by the Panchen Lama, then the only Panchen Lama who can do this is the China Panchen Lama. By recognizing the Chinese Panchen Lama, the Dalai Lama is hinting that in future he might need recognition from this Panchen Lama which also suggested that in future the next Dalai Lama could be someone recognized by China.

The CTA is stupid but not stupid to the extend that they can't see the global trend. My guess is not that they don't want, but they can't be friend with China. If they are making friend with China, they will lose their victim card which they have been using to earn monetary support from the west and that's their biggest concern.

Tibet Sun Newsroom

MCLEOD GANJ, India, 7 March 2016

Dicki Chhoyang resigned as the Kalon (Minister) of the Department of Information and International Relations of the Central Tibetan Administration on 28 February. She stated that her reasons for resigning were because of collective interest and the significant challenges that lie ahead for Tibet, and promised she would reveal more details in due course of time.

On Monday, she released a statement, which is in clear criticism of Sikyong Lobsang Sangay, and elaborates on why he is not the right person to get elected to the post of Sikyong.

Following is her complete statement:

    STATEMENT

    Kasur Dicki Chhoyang
    6 March 2016

On February 28, 2016, I resigned as Kalon of the Central Tibetan Administration so I could participate in the discussions leading up to the 20 March 2016 general election. I would not have been able to publicly express my personal opinions while serving as Kalon. My resignation does not stem from any external pressure and is unrelated to being included or not in the next Kashag. I remain fully committed to the Tibetan cause and the Central Tibetan Administration.

H.H. the Dalai Lama is 80-years-old and for his entire life he has worked for the benefit of Tibetans and continues to do so. We are blessed by his presence during this critical historical juncture, but great challenges are yet to come. We must be ready to face them. There is no time to be lost. The next Sikyong has a key role to play in ensuring this. The office of Sikyong is the highest honor bestowed by the Tibetan people upon one individual to serve as our political leader. Below are some personal character traits which I consider important for this person to have:

Committed to the collective interest — A Sikyong should be a person whose motivation and dedication to the collective interest is beyond question.
Someone who can think holistically and with a long-term vision.
Honest — Who will tell the truth, answer questions directly and be transparent.
A team player — A person who can bring the best in other people through collaboration, mutual support, guidance and encouragement.
Value substance over appearance — Someone who will understand that having depth is more important than external appearance.
Respectful of others — An individual who will give due credit to colleagues and those who served before him/her.
Humble — To not be boastful and have the ability to recognize one’s knowledge and skills limitations, to consult with others and listen to advice.
Confident — Have the confidence to stand on one’s own merit and not refer to praise from respected leaders like H.H. the Dalai Lama and Samdhong Rinpoche as a crutch to gain public trust and respect.
Who can rise above regionalism — Someone who will rise above traditional sources of community tension such as regionalism and not exploit it for personal gain such as electoral votes.

I wish to speak further about this last point. While we have improved significantly compared to the past, the current electoral campaign season has strong regional overtones. This is destructive. We must teach our children to think of themselves as Tibetan first and exercise their democratic right and duty to vote based on issues and not regional identity. Let’s hope we can demonstrate greater collective maturity in 2021.

During this campaign season, the range of issues debated has been disappointing with their irrelevance to the current situation in Tibet and our political movement. We have a moral duty to prioritize issues touching the 98% of Tibetans living in Tibet. The self-immolations in Tibet and the recent death of 16-year-old student Dorjee Tsering in India and 18-year-old Kalsang Wangdu in Kanze are a heartbreaking reminder.

On 20 March 2016, Tibetans will go to the poll and exercise their collective duty and wisdom. I appeal to all Tibetans to take this responsibility seriously and make an informed choice on behalf of Tibetans inside Tibet. I am confident we can successfully face the challenges to come, but we must choose the right individual to lead us.

In closing, I wish to express my upmost respect for all staff members of the Central Tibetan Administration and especially the Department of Information and International Relations staff with whom I worked during the last 4-1?2 years. There is no doubt in my mind that the Central Tibetan Administration, under the right leadership, will represent and further the interest of Tibet and Tibetans.

This is indeed very sad. This is really the product of 60 years of being in exile with nowhere to go, and still nowhere to go. Luckily the Indian government is kind, so many Tibetans are able to get out of this predicament by becoming Indian citizens. Otherwise, I really do not know what options are there for the poor Tibetans in Dharamsala and in India in general.

Tibetans are luckiest refugees in the world. Other refugees, they are confined in a designated area or camp and not allowed to go anywhere. They have to apply for asylum from other countries. When they are accepted only they can leave the camp. Most of them don't have the luxury to maintain their own culture or tradition when they are living in another country.

For the Tibetans, the Indian government is very kind to give them lands and allowed them to establish their own government, use their own language and maintain their own culture and religion. They can move around in India freely. With the Yellow Card, they can also travel overseas even though there are some restrictions.

Free Tibet movement is definitely a failure. The Dalai Lama and the CTA should show appreciation to India by encouraging the Tibetans to take on Indian citizenship so they can also contribute to Indian Tax System. Many Tibetans are very used to Indian culture anyway, Tibet is probably not the best place for them anymore.

At the end of the day, the real victims of the Tibet issue are the normal Tibetans themselves. They are used by their own government as a tool to beg for donations from various countries so their leadership can continue to withdraw a huge salary.

The wealth enjoyed by the Tibetan leadership is from the sufferings of the Tibetans. The CTA is making the Tibetans remain as a refugee on purpose so they can enjoy perks and benefits from all around the world. The CTA enjoys it because they don't have to take responsibility for anything, all they have to do is to victimise themselves.

The CTA has to make sure there are still many refugees living in India so they can continue to get free money from the sponsors. They are lazy, useless and incapable of doing good to anyone. They create disharmony in the Tibetan community and make troubles for their kind host, India. In short, the CTA us greedy and ungrateful.

One of the easier ways for Tibetans in exile to get out of their situation is to join India as their citizens. There nothing left for them in the Tibetan settlements except more poverty, disappointments and lies from the Tibetan government. 60 years had passed and they should have known that their government is not capable of achieving Tibetan cause.

However, I heard that the Tibetan government is making the process of converting to Indian citizen very difficult to discourage the Tibetans from doing so. They want the Tibetans to stay with them so they can further exploit them and milk them like a cash cow. If there is no more Tibetans left in the settlements, there is no reason for the western countries to give them donations.

Tibetans leadership is a group of very selfish people who only think of themselves and their own benefits. The Tibetans in exile are very unfortunate to have them as their leadership and they are destined to suffer under their guidance. If the Tibetan can't convert to Indian citizenship, they should look into returning to Tibet as China had recently opened their doors to them.

After so long of song and dance, now Dalai Lama recognises the Chinese Panchen Lama. Why now make a change of it? How come Dalai Lama can’t see this much earlier? Or it’s another strategy for Dalai Lama to go back Tibet? I believe in multiple incarnation but what I doubt here is why Dalai Lama didn’t say so earlier and to wait till now? Why create so much of hassle for so many years and now only tell?

Anyway since Dalai Lama recognised we just hope for the best. I believe Dalai Lama will do what is necessary with CTA to be friend China and get the best deal out of it in.

Being an enlightened being, His Holiness the Dalai Lama knows that both Panchen Lama are emanations of the previous Panchen Lama. His Holiness purposely set a trap for the Chinese government to take the bait for them to recognise a Panchen Lama. The Chinese are an atheist government and there is no reason for them to support a Buddhist master and nurture him.

When His Holiness the Dalai Lama performs actions that seem to be unusual or illogical, it is due to our lack of wisdom most of the time to see the beneficial impact that His Holiness's actions can bring. Hence, we should not criticize and stay neutral and follow our Guru's instruction. That is the best way to avoid creating unnecessary negative karma.

The result of Dalai Lama's action is Panchen Lama being nurtured and protected by the Chinese government. Indirectly, Tibetan Buddhism is being preserved and transmitted. If His Holiness recognises the Chinese Panchen Lama at first, the Chinese government would not have put in so much effort in nurturing their Panchen Lama.

The Chinese will pick their 15th Dalai Lama via the "Golden Urn" method.

The Panchen Lama will confirm their choice.

Their new 15th Dalai Lama will become a follower of Dorje Shugden.

Their new 15th Dalai Lama will teach and do Dorje Shugden empowerments through out Tibet.

Their new 15th Dalai Lama will make Dorje Shugden a "Yidam".

Their new 15th Dalai Lama will make Dorje Shugden the official "State Protector of Tibet".

Their new 15th Dalai Lama will pick a Dorje Shugden Oracle to be the new "State Oracle of Tibet".

What the CTA does or does not do after their Dalai Lama dies is totally unimportant.

Dorje Shugden will rule over Tibet with the new 15th Dalai Lama.

Dorje Shugden has won!!!

It's a shocking statement by the Dalai Lama recognizing the Chinese Panchen Lama. The Tibetan leadership has been making a big issue for the adoption and now the turn about really make them look silly or bad. Can't Dalai Lama see that the Chinses Panchen Lama is one of the 5 forms of reincarnation earlier and why now only he said this?

I think time really play an important role here where Dalai Lama is really desperately want to go back to Tibet. Whether the Chinese Panchen Lama is real reincarnation it doesn't really bother the Chinese as he doesn't take Dalai Lama words to belief and operate. Dalai Lama recognition of the Chinses Panchen Lama is just added more weight on Chinese candidate and more confusion to Dalai Lama followers.
