Most recently, they camped outside the Tibetan Parliament-in-Exile for ten days (March 14th to 24th), protesting against Sangay while the Parliament inside debated about the Penpa Tsering issue, although they were supposed to be discussing budgetary concerns. The protestors’ demands include greater clarification regarding Penpa Tsering’s dismissal, as well as an explanation for the US$1.5mil which went missing from the Tibet Fund and appears to have been mis-accounted for at best, and embezzled at worst.

I am surprised to read this news but happy at the same time. Finally, some Tibetans see the problems in the CTA and they dare to voice out. In the past, no one would do that because no one would question the authority.
It is time for Lobsang Sangay to have a dialogue with the people and update them on the future plan. For example, what is the direction? For how long do the Tibetans still have to wait to go back to Tibet? Are we talking about Rangzen or Middle Way? Another thing he has to be transparent with is the money issue. Let the public know what happened to the money.

Lobsang Sangay is not only the worst leader for the Tibetans, but he is also the worst leader in the whole wide world! Tell me, which leader in this world is always flying here and there to beg for free money? I think Lobsang Sangay is the only one. He doesn’t put his heart in making sure the Tibetans in exile are able to go back to Tibet, instead, he always creates conflict and splits the Tibetan community into many fractions.
The reason the CTA has failed in the Tibet cause is that they don’t really want to free Tibet. They want to enjoy the free money so they don’t have to work hard. They take things for granted and they are greedy, they want more and more.
Lobsang Sangay knows the CTA will collapse very soon, that is why he doesn’t want to leave the CTA yet. He wants to use the opportunity as the president of the CTA to make more money. He has already planned his future very well. He has a US passport and he has a house in the US. He plans so well for himself but he doesn’t have a plan for the Tibetans.

Maybe Lobsang Sangay thinks he will inherit the Dalai Lama's power and position. Actually I think he is in a difficult position of having to support the Dalai Lama's wish to return to Tibet and fear of losing his money games. If the Dalai Lama was to return Tibet with the refugees, will Lobsang Sangay had a position to look forward to in autonomous Tibet (if granted autonomy), that is if the Chinese let him back in. If he was to remain in his current position then he still have the few years to pile up his retirement funds and if I read correctly, the favours from the females he fancy. After all, his reputation is totally shot. What more can he achieve except to retire comfortably within the safety of America. Wonder if Trump could sue him for the funds US had doled out and not used for the refugees' welfare? Now that's a thought.
Yes, Lobsang Sangay is a weakling who is dependent on the Dalai Lama for sympathy funds from the sponsors. That is why he is always sabotaging the Dalai Lama's chances to go back to Tibet. Lobsang Sangay is such a big disgrace. What has he achieved ever since he became the Sikyong? First, the Tibetan Government In Exile was downgraded to Central Tibetan Administration; then from Prime Minister, Lobsang Sangay is downgraded to President.
There is much negative news about Lobsang Sangay. He misuses the fund and owes the Tibetans an answer; he is having an affair with Sharling Dhardon and he uses his power to give Sharling Dhardon a high position in the government; he sexually assaulted a female intern. These are just a few negative news of Lobsang Sangay, I believe there are many more.
It is good to know that some Tibetans are exercising their right. They gave the power to Lobsang Sangay, they also have the right to demand an answer from him. Unfortunately, Lobsang Sangay is running the CTA like his personal company, he refused to meet with the Tibetans to answer their questions. DHARAMSHALA, DEC 6: Sikyong-led Cabinet’s lawyer in the case no. 20 Lobsang Dakpa has failed to appear before the Tibetan Supreme Justice Commission (TSJC) for a hearing concerning his remarks on the Court’s judgement as biased. Lobsang Dakpa was summoned to address the court on the charges against him by plaintiff Penpa Tsering.
The court had summoned Lobsang Dakpa by 2.30 pm but due his absence, the court was eventually adjourned at 2.55 pm. The court officials clarified that the lawyer was notified on Nov 22 via an email and a letter which were received by his Tibetan Legal Association office.
The announcement stressed that his office signed after receiving the letter from the court. The notice added, “but there wasn’t any acknowledgement from Lobsang Dakpa himself.”
Lobsang Dakpa during a press conference following the verdict had said that it was “not a fair judgment”. He further added, “The judgment was not based on facts. Confidential documents were nullified as well as documents related to Ganden Phodrang were all ignored and withdrawn.” He also showed his disapproval over the dismissal of Dhardon Sharling as a witness.
Plaintiff Penpa Tsering appealed to TSJC to take action against Lobsang Dakpa for his comments criticising the court’s judgment which falls under “Contempt of Court” in Civil Procedure Article 84.

Well, they did not show up. And they have until yesterday and no news so far. Trouble in Tibetan exile community is brewing.
Looks like CTA is making trouble again and this time telling all exile Tibetan that they are above the law and basically, they don't have to follow the court's order. They are also making it clear that anyone can also disrespect the Tibetan court, and this is so if the Tibetan court allows them to step all over them.
This will definitely create more internal problems and could spark off to something bigger; the court and the people vs CTA? If the CTA does not respect its own court, then why should others and why is there a need for a court? So what constitution are they representing? Lobsang Dakpa’s license revoked; declared a contemnor
The Tibetan Supreme Justice Commission revoked the license of the Tibetan Cabinet lawyer Lobsang Dakpa after he had criticised the court’s judgment of Case no 20 as biased on 14 October, and then failed to appear for a second time to a contempt hearing regarding his statements.
Dakpa failed to appear today at 10:30 am, and a court staffer announced at 10:45 am that since the defendant didn’t show up, the court would give a decision concerning the matter at 2 pm.
In a seven-page decision, the Tibetan court stated that Dakpa will not be able to practice in any Tibetan court, with immediate effect.
Additionally, the court declared him a contemnor, and ordered him to offer a khata (ceremonial Tibetan scarf) to the Dalai Lama’s throne at Tsuglakhang Temple in McLeod Ganj and to offer 100 butter lamps as signs of apology, both to be accomplished within 15 days.
In the order, the court has given a clarification to Dakpa’s charges, including why the confidential documents were withdrawn, and pointed out his failure in following the procedures to bring his witnesses.
The court concluded that Dakpa has infringed the law, bypassed the ethics of a lawyer and the responsibilities of a Tibetan as enshrined in the Charter, been inconsiderate to social harmony with his baseless accusation of the court’s decision, and has mocked the court’s procedure and its reputation, creating doubts as to the power and procedure of the court, blatantly inciting social disturbances, and damaging the democratic process of the exile Tibetans. Exile Tibetan Cabinet offers apology to Penpa Tsering in Case no 20
The Lobsang Sangay-led exile Tibetan Cabinet offered an apology to Penpa Tsering in Case no 20, accepting that their charges made to justify his ousting were regrettable.
Announcing the apology on the official website of the Central Tibetan Administration (CTA) in both Tibetan and English, the highest office of the exile Tibetans said: “The ten-point clarification issued by the Kashag on the replacement of Mr Penpa Tsering from the service of Representative to North America was based on unreliable sources and misunderstandings, thereby unintentionally defamed his dedication, competence, and character, and led to the spread of misinformation in the community.
“For this, the Kashag [the exile Cabinet] expresses its regret.”
The Tibetan Supreme Justice Commission, in its judgment on 14 October, had dictated the text of the apology, as well as ordered that the same be published in both Tibetan and English on all CTA information outlets.
The Cabinet failed to meet the first deadline to apologise, 13 November, after which Penpa Tsering appealed to the court to take congisance of that fact. On 22 November the court gave a new date of 27 December, *with a warning that Sangay and his colleagues would lose their eligibility to run for office and their voting rights if they failed to meet this deadline.*
The second part of the original court order stipulated that the Cabinet pay Penpa Tsering’s lawyer’s fees for this case, amounting to 98,000 rupees (1,400 USD approx). This payment was fulfilled by the Cabinet by the 13 November 2019 deadline.
Famously known as “Case no 20”, this was a defamation case against the Tibetan exile Cabinet filed by Penpa Tsering, the former Representative of the Dalai Lama in Washington DC in May 2018, and became a contentious issue within the Tibetan community.
Tsering had been relieved of his Washington post, and charged with dereliction of duty, insubordination, and deficit of trust. Following this, 10 points were given by the Cabinet to justify his ousting, which points the court found groundless in deciding this case.

Finally, Kashag under Lobsang Sangay bowed its head before the surmountable pressure, not from the judgment of the commission but from within its cabinet members, in order to save their future probable green pasture to feed in TIBETAN AILING politics.
It’s a complete victory of one’s own ego supported by the partisan nature of individuals, organisations, and representatives. Actually, there should be a strong urge to save the credentials and name of the Central Tibetan Administration’s Kashag amongst other things, but nobody cared about such name KASHAG in front of their personal gain and motives. This will have a great repercussion for the future, and has set an utter bad precedent in the history of the Tibetan government-in-exile.
Mr. Lobsang Sangay, instead of feeling relaxed and counting few months left of his tenure, should be working on how to save the name KASHAG and its portfolio for the future from all these attacking lots. At least not for himself or his cabinet this time but for the future.

There is absolutely no need to apologize, the court decision was based on the fear of being accused of being biased, and the court had no alternative but to find in favour of PT.
Penpa Tsering is a hypocrite, he gives speeches about Tibetans mustn’t migrate to the West, but he sent his wife and kids to make a fake asylum claim. At last, the insurgency is over! It looks like it has left a bad taste in the mouth after all the hue and cry of “injustice”. Never before in the history of Tibetan Kashag had its own subjects riling, abusing, and turning against it. When Mao asked the Tibetans to rise against the Government of Tibet in 1949, Tibetans treated it as a blasphemy. However, after losing our country to foreign occupation and living on foreign soil riding on the good will of the host but nothing else, some had the temerity to protest in front of the Kashag when it came to “defend” their self-interest. This is at a time when we are facing poor attendance of protesters on 10th of March. Without any consideration for the adverse effect it will naturally have on the movement, the vested interests, either driven by their ego or worse acting on the behest of foreign saboteurs.
The last year has been a self-destructing exercise that has no winners. Our unity has been severely damaged by the bad blood spilling in every facet of our existence. The vested interests left no stone unturned to demonise, discredit, and humiliate the Kashag and its leader. They inflamed the situation by incendiary accusations against the leader by unsavoury characters who sought to exploit it for their selfish purposes by driving a wedge between the Tibetans hailing from different parts of the country. HH The Dalai Lama has been in pains to tell Tibetans that “if you consider me your friend, never talk about cholka or Choeluk”. Unfortunately, the ragtag mob were tone deaf to such pleadings and instead used the cholka card to bludgeon their opponent and Kashag. They made a mockery of Kashag and ridiculed the members. We have to ask if these people have any loyalty to the Tibetan Government or agents of a foreign country?

When the Parliamentarian Mr. Dawa Tsering didn’t comply with its judgment, and dragged the Justice Commissioners to Indian court, but again the judgment of the district court went in favor of the Justice Commission, why didn’t the Justice Commissioner showed such effectiveness character of issuing notices and contempt proceedings etc against Dawa Tsering THEN????
I find the present effectiveness of the Justice Commissioner so fishy and politically-motivated against this Kashag and its Cabinet.
And it’s so unfortunate to witness how people are misusing the system or the de-facto judicial system of exile governance, favoring an individual, putting the whole system at stake.

Former North America Representative and Former Speaker of TPiE Penpa Tsering and former Minister for Security of CTA, Dongchung Ngodup are also said to be in contention for the top office of the Tibetan polity although such claims could not be independently verified at the moment.
The incumbent President Dr. Lobsang Sangay who is serving his second term will not feature in the next elections meaning the top office of the Tibetan polity will have a new face come 2021.
