The lay people can do that. But when it comes to monks and nuns standing in the streets shouting is not right. Remember they are representing the Buddhas and can you imagine Buddhas doing such actions. They have taken their vows. I agree we should do it privately to settle any disputes. If the Sanghas can participates in such actions like demonstrations they may encourage the lay people to also do it thinking it should be alright.
