It is a voice representing all Shugden practitioners who have been ostracised and victimised for the past 18 years through no fault of theirs but a political reason of the Dalai Lama. Exiled Shugden practitioners could not protest opening for fear of retaliation. However, it is a thing of the past now, all Shugden practitioners can join forces as one international community to effectively make a strong stand in revoking the ban.
