The notice of apology from antishugden is a fake. Some hacker went in and created something for the heck of it. This website looks like it is just a domain for sale. or maybe this website has been shut down. I'm not familiar with how it works. all i know is that this domain is no longer active. Anyway, the ban is still intact. But the silver lining is that the Dalai Lama recently came out to say that Dorje Shugden is not harming and cannot harm him. That's he' s never felt threaten by Dorje Shugden. He even went as far as to say that anyone can practice Dorje Shugden and mentioned where these monasteries are. Looks more like the work of a Hacker. To a certain extent it is sounds patronizing.
