Chinese government will not allow anything practice that will become a threat to its stability. If Dorje Shudgen is a evil spirit, people who practice him will become evil too, as a result conflicts between people will appear. However, since Chinese government allows Dorje Shugden practice, it simply means that this practice does not bring negative impacts. In contrary, this practice can promote harmony, respect and among people. Will an evil spirit promotes harmony, respect and love? I don't think so.
