Hello "the true Dalai Lama,"
I was wondering when I was going to find the true incarnation of the Dalai Lama, it looks like today is my day:). I am only responding to what the NKT wants for its own school, not what everyone else wants to do; concerning Tai Situ, he is also notorious for colluding with China on his choice of "Karmapa."
Concerning the former Dalai Lamas, the 5th one was really terrible, both banning Shugden and having Kagyus murdered right and left. Historically, the Dalai Lamas have been about politics; recognizing reincarnates isn't a problem as far as I am concerned, but as long as everyone keeps in mind to decide each life whom to follow based on the teacher's qualities.

Even historically the Tulku system has been deeply flawed. Were the 2nd to 14th Dalai Lama's a true reincarnation of the first given that so many died very young with fowl play suggested.
The Kagyu lineage is now in disarray with two Tulkus at their head, not to mention the Pachen Lama catastrophy. Tai Situpa is notorious for "discovering" Tulkus from wealthy Tibetan families!
The Tulku system is outdated in this modern world.

Hello,
I found this posting on a site called "New Kadampa Truth."
After clicking on the following link, scroll to the question: "What is the relationship between the NKT and Tibetan Dorje Shugden practioners?" There is some background about the NKT that should clarify this question, and also there is even a subsection describing the internal workings of the NKT entitled "no tulku system." It is clear from these writings to me, anyway, that Geshe Kelsang is only speaking for his own tradition, the NKT, when he is saying that they will not recognize tulkus. Geshe Kelsang is not saying that other traditions should not do so; he is saying what he believes would work best within his own school, the NKT.

Actually, Venerable Geshe Kelsang is relying completely on his spiritual guide by not continuing the tulku system. When Venerable Geshe Kelsang first came to the West he had a lot of difficulty because he was teaching according to the Tibetan system which was difficult for Westerners to understand and practice. Geshe Kelsang later met with his Spiritual guide, Trijang Rinpoche and told him his problems. Venerable Trijang Rinpoche replied ,"Your students are western, my students are Tibetan so of course you have to teach according to their culture".

By following his spiritual guide's advice and changing the presentation of Dharma( as has been done whenever Buddhism migrates) Geshe Kelsang is keeping the heart and pure teachings of Guru Tsongkhapa's tradition completely alive and flourishing in the modern world.

If you think the Tulku system is necessary for Je Tsongkhapa's tradition to stay alive, consider that the New Kadampa Tradition has over 1200 centers and branches throughout the world which are practicing Je Tsongkhapa's pure teachings. Many qualified teachers are appearing in the modern world. Venerable Geshe Kelsang's free e-book "Modern Buddhism" is being widely downloaded throughout the world, by reading it you can see that the heart of Je Tsongkhapa's doctrine is alive and flourishing.

Hello E.L. Gosch,
Though I do not speak for the NKT, my understanding is that Geshe Kelsang simply does not want the tulku system in his own school, the NKT. He isn't speaking to what might work for other schools. Of course, Geshe Kelsang has a profound understanding of Buddha's teachings, and of course understands that Buddhas reincarnate. However, Geshe Kelsang adapted his teachings primarily for the west, keeping the essence of Buddha's teachings while adapting the structure of the study programs to be more accessible to the western student. Though I am not sure of all his reasons for wanting to discontinue the tulku tradtion within his own school, it seems reasonable that he is trying to make Buddhism more accessible to the west, where people might be confused by using a tulku system. In my own opinion, this is intelligent anyway for his tradition, since he has had to be careful for his life because of spreading the Shugden practice. If a tulku of Geshe Kelsang, for instance, were recognized, then the tulku might be in a lot of danger, which might make it hard to spread the Buddhadharma. Also, in my opinion, since we obviously can have problems with outside interference with the recognitions (look what happened with the the China Karmapa) then maybe it's helpful not to get a lot of opinions about who is an emanation of Manjushri, at least within the NKT, Geshe Kelsang's own school. After all, Manjushri wants each being to recognize Manjushri in themselves. Different things work for different schools and also different cultures, so I do not think Geshe Kelsang is advocating for their being no more recognitions of tulkus, just that his own NKT school would benefit more from not using a tulku system within their school.
