Wow, this news says a lot about what His Holiness wants, so far the best message we've heard presented in this 5-50 Youth Forum that was held recently. Ngawa Tsegyam, Secretary (Chinese) at the Office of His Holiness the Dalai Lama(OHHDL) mentions that Chinese people’s support is inevitable in resolving the Tibet issue.

On top of that, he reiterated that it is not right to carry out any activities in exile that might cause further repression to the Tibetans inside Tibet. He seems to understand what needs to be done, or perhaps a message delivered on behalf of HHDL(?)

But what really stood out was this statement... “There are many ways for a Tibetan to identify oneself, as being from a certain region of Tibet, belonging to a particular religious’ sects, gender or ideology, but these should not precede being a Tibetan first.”

Yes, this is refreshing to hear! Shugdenpas are still Tibetans at the end of the day, and they are still loyal to their country, actually many still loves and respects the Dalai Lama, so why segregate and penalise every Shugdenpas creating disunity in your own already torn up society? Finally, some light at the end of the tunnel. He seems to be making a lot more sense than Lobsang Sangay so far. I do hope this will lead to a new beginning of healing the wounds of many Shugdenpas and may the ban be lifted and people, family, teachers and students be united again!

DHARAMSHALA, August 17: Ngawa Tsegyam, Secretary (Chinese) at the Office of His Holiness the Dalai Lama(OHHDL) said Chinese people’s support is inevitable in resolving the Tibet issue at the plenary session of the Second 5-50 Youth Forum held at the Hotel Devdar here. 

Speaking on the theme “Tibet and the People’s Republic of China: Establishing Constructive Engagement and Negotiation,” he said the shift to Middle Way Approach (MWA) in 1974 was adopted after careful considerations, saying that it has strengthened the bond between Tibetans inside and outside Tibet, between Tibetans and Chinese people and Chinese officials.

Addressing the general perception among Tibetans that the ten rounds of Sino-Tibetan dialogues have more or less failed, he claimed that these meetings have led to many small results that remain overshadowed by the lack of success in achieving the key goals.

He said the current stalemate in the Sino-Tibet dialogue is a result of China’s reluctance to resolve the Tibet issue, People’s Republic of China’s (PRC) tendency to equate the Tibet issue with His Holiness the Dalai Lama, and the existence of section of opportunists in the Chinese power structure that cast aspersions on the sincerity of MWA.

“It is crucial to understand China and Tibet well in order to actualize Sino-Tibet dialogue in the future, as is retaining unity among ourselves, continued lobby for international support and most importantly forging good relations with Chinese people and convincing them of resolving the Tibet issue with urgency,” he added.

He reiterated that it is not right to carry out any activities in exile that might cause further repression to the Tibetans inside Tibet.

Tenzin Dorjee, a commissioner of United States Commission on International Religious Freedom (USCIRF), another keynote speaker at the event covering “Young Voices in the Tibetan Freedom Movement: Communications, Advocacy and International Relations” also called for strengthening internal unity.

“There are many ways for a Tibetan to identify oneself, as being from a certain region of Tibet, belonging to a particular religious’ sects, gender or ideology, but these should not precede being a Tibetan first.”

The second day of “Second Five-Fifty Youth Forum: Shaping Tibet’s Future” held talks on “Inclusion of and responses to Tibetans inside Tibet and Diaspora,” and “CTA’s Leadership Toward the Five-Fifty Vision- Creating Visionary Leadership and Resource Mobilization,” that featured more than a dozen young speakers.

It seems like the Dalai Lama is still very firm on the Middle Way approach. Is he against Lobsang Sangay and the CTA? Was this message convey to the CTA?

Lobsang Sangay is still talking about free Tibet, the negative statements he has made on China might be the main reason why China refuses to have further discussions with to resolve the Tibet issue. China does not want conflict, they want harmony and stability. The CTA has to change its strategy and attitude to gain trust from the Chinese government if they really want to resolve the Tibet issue.

Well, I think it is about time they realised this. SPLITTING people and creating fractions is NOT going to help the Tibetan cause one bit. In fact, it has brought them further from getting any dialogue with China. I do hope some Tibetan will actually hear this secretary's advice from the Dalai Lama's office and tow the line. WHat more do they want? Maybe the Dalai Lama should be fierce about this like how he was with Shugden practitioners to make his stand firm and heard.

Lack of unity and harmony is the main reason why Tibet issue cannot be resolved. Tibetans are split into fractions because they have different ideas. Actually, having different ideas is fine but the CTA makes it a big issue and creates conflicts.

CTA does not want Tibetans to unite because CTA does not want to lose its power. When the people unite, CTA can be overthrown over night. If the Tibet issue persists, CTA can continue to get free money from their sponsors.

Tibetans are deceived by their own leaders. The promise to bring them back to Tibet is only a lie. This is not hard to tell because after 60 years, CTA is still struggling with the Tibet issue.

With news report like this, you cannot help but notice that these group of people obviously do not respect nor care about what His Holiness says and advice. If they do, they would refrain from such stupid actions and use HK protest as an opportunity to bring about their Tibet issues. Too much time in their hands and nothing else better to do than to poke their noses in things that do not concern them and create more bad PR for themselves and the Dalai Lama.

DHARAMSHALA, August 30: The Tibetan Youth Congress (TYC), the largest Tibetan NGO in exile, undertook a peace march this afternoon in New Delhi in support of Hong Kong protestors as the mass resistance enters its 13th week, with its key pro-democracy activists arrested.

Tibetans came on the street of India’s capital in black, carrying black umbrellas with messages painted on it as they walked from Sansad Marg to Jantar Mantar in Connaught Place.

“This march supports the aspirations of the Hong Kong protest which demands to protect the basic human rights and democracy in Hong Kong,” the youth organization said in a press release.

The protestors demanded democracy for Hong Kong and freedom for Tibet, calling out China for its continued oppression.

The youth organization called the resistance in Hong Kong exemplary and inspirational for the organization and all other people and countries fighting against the communist regime.

“Despite the massive peaceful demonstrations in Hong Kong, Carrie Lam government under pressure from China continues to ignore the demands of the people.” TYC statement said, “We call upon China to stop bullying and oppressing Hong Kong and its people and stop interfering in Hong Kong’s internal politics.”

With the arrest of Pro-democracy activists who were charged with inciting and participating in illegal rallies, the planned weekend protest is shelved after Hong Kong police announced on Thursday they would not permit the Saturday rally, citing concerns over public order.

TYC, with over 35,000 members is spread across 88 regional chapters around the world fighting for Tibet’s independence from China.

The CTA knows that India is trying to maintain and improve their relationship with China, why do they still take every opportunity they can to protest against China? This is what people mean when they say CTA and Tibetans are ungrateful. India has been very kind to them, to allow them staying in India for the last 60 years and this is how the Tibetans repay India's kindness, jeopardising India's relationship with China.

If the CTA does not want to help India to improve their relationship with China then at least don't make it worse. But CTA just doesn't care, they only think of taking revenge. After so many protests, there is no result, what is the point of protesting then? Is CTA so stupid not to know or they are just making use of the event to make some money out of it?

The motive of the CTA is really questionable, are they here to protect the Tibetans or are they here for personal interest? Their actions show that they have personal agenda, they are only making use of their situation to make money. Tibet cause will still be a lost cause if the CTA is not going to do anything different.

Protector practice is a personal matter and they are many Tibetan practice all sort of protectors and why don't they ban them? CTA can never lead Tibetan and having them meet up with the Chinese to resolve Tibetan issue, this will be a waste of time.

If CTA is a democracy then many things will be resolved. This doesn't happen and will never happen. If we want to see Tibetan democracy then changed the leaders and some of the MPs.

This is called the double standard. Don't believe it when the CTA said they are a democratic government, they are not. A real democratic government will not discriminate its people by what they believe. Dorje Shugden ban is an unlawful ban.

What makes it worse is that names of the people who are practising Dorje Shugden are put on the official website of the CTA to encourage other Tibetans to segregate them. When Dorje Shugden followers are threatened or harmed, CTA just keeps quiet and allow this to happen.

Besides being a government that always has a double standard, they are also very greedy. Just look at how much money the CTA has made for the past 60 years using Tibet issue. Tibet issue has helped to make so much money for the CTA, they will make sure the issue persists so they can continue to make money.

I think it is time for a change and this kind of news report is quite a tell tale sign that perhaps the so-called democratic administration needs a new, better, real leader?

For such a "big" event... One cannot help but noticed there is NO SIGHT or SOUND from the so-called Sikyong aka President of CTA. What happened? Shouldn't something as big as this be attended by the administration's President? There isn't even a message from him. I find this really odd and interesting.

Is the Sikyong laying low after his many "busy" trips around the world using exile Tibetans' money to fund his jet setting lifestyle, while he pretends he has some kind of power/influence in changing the lives of many Tibetans in exile and in Tibet.

Well, there is an acting President and he very much expressed the CTA's gratitude to His Holiness & reminded Tibetans to do so too as democracy would not be possible without His Holiness.

This a little give away that perhaps HHDL would like a better Sikyong to take over with statements such as "he also spoke on the drafting of the Charter of Tibetans-in Exile and explained the process of holding elections and the importance of understanding the election rules and regulations among Tibetan people.

He further asserted that it is vitally important that the general Tibetan masses gain a proper understanding of these so that they are able to fully exercise their democratic rights under them. He urged Tibetan people to ensure that they do not neglect by heedlessness the sacred and valuable democratic system that has been gifted by His Holiness the Dalai Lama."

Hmmm, I wonder, can Shugden Tibetan vote??? That would be a huge surprise, a huge change, and errrm real democracy since they're talking & celebrating democracy.

Tibetans in Dharamshala commemorate the 59th Anniversary of Tibetan Democracy Day

Dharamshala: The commemoration of the 59th anniversary of  ‘Tibetan Democracy Day’ was observed and celebrated at Tsuglagkhang, the main temple in Dharamshala today. Thousands of Tibetan exiles and foreigners assembled at Tsuglagkhang to take part in this momentous occasion.

The official function began in the presence of Chief guest Smt. Sarveen Chaudhary, Honorable Minister of Urban Development/Town & Country Planning, Government of Himachal Pradesh, Special guest Mr. Jamphel Wangdue, Religion and Culture Council Chairman, Arunachal Pradesh. Representing CTA were Ven Karma Gelek Yuthok, acting President of CTA, Honorable Speaker Pema Jungney of Tibetan Parliament-in-Exile, Chief Justice Commissioner Kargyu Dhondup, Deputy Speaker Acharya Yeshi Phuntsok, Justice Commissioners Dr Nawang Rabgyal Norpa and Karma Damdul, Kalons, Members of Standing Committee, and staff of CTA to honour His Holiness the 14th Dalai Lama declaration of democracy.

Chief guest Smt. Sarveen Chaudhary, in her keynote address, stated Tibetans have built a strong and exemplary democracy under the vision and guidance of His Holiness the 14th Dalai Lama that will further continue to strengthen in the future. She said that the way Tibetans have preserved their cultural heritage and religion under the leadership of His Holiness is an example to the world, for which the Tibetan community deserves congratulations while she congratulated the Tibetans on the occasion of the 59th Anniversary of Tibetan Democracy Day.

She also applauded the exiled Tibetans for their non-violent approach as their freedom struggle which has garnered strong international community’s support to their cause.

“The manner in which the Tibetans in exile have evolved their system of governance by following the ideals of democracy under the leadership of His Holiness the Dalai Lama is an example to the world,” Smt. Sarveen Chaudhary said.

Acting President, Ven. Karma Gelek Yuthok paid the heartfelt gratitude to both the Chief guest and special guest and further expressed his profound gratitude to the Government of India and the people of India for their unrelenting support to the Tibetan cause.

Celebrating the 59th anniversary of the Tibetan Democracy, on behalf of Kashag and the Tibetan people, Ven Karma Gelek Yuthok also paid deep reverence and gratitude to His Holiness the 14th Dalai Lama, the supreme leader of Tibet also the founder of the Tibetan Democracy.

Kalon then briefly explained the evolution of the Tibetan democracy and the “immeasurable gift of His Holiness the Dalai Lama to the Tibetan people” who have successfully grasped the importance of such an institution, and drew attention to the unique nature of Tibetan Democracy and how it serves as a spokesperson for the Tibetan brothers and sisters struggling under China’s illegal occupation.

Meanwhile, he highlighted the recent high-level US Congressional delegation visit to the Central Tibetan Administration led by Congressman David Price and Vern Buchanan who expressed their admiration at the evolution of Tibetan democratic polity and assured their support for the Tibet cause. He also highlighted the rampant cultural and religious persecution in Tibet, including the demolition of Buddhist academics and forcible removal of monks and nuns which continues to this day forcing the world to call-out China on its discriminatory practices against Tibetans.

In the view of the upcoming event, he declared that Kashag and the Tibetan Parliament in exile will be convening the Third Special General Meeting of Tibetans from 3 to 5 October 2019.

Honourable Speaker Pema Jungney talked about the history of the establishment and development of Tibetan democracy. Speaking with regard to the establishment and development of democracy, Speaker said democracy to the Tibetan people is a governmental system gifted by His Holiness the Great 14th Dalai Lama.

He noted the expansive view of long term interest and concerns of the Tibetan People that His Holiness the Dalai Lama has, in his profound guidance that defies all possibilities for repaying the gratitude, enabled Tibetans today to have a democratic system under which the nature of Tibetan administration system is based on principles of freedom, truthfulness, and equality.

Meanwhile, he also spoke on the drafting of the Charter of Tibetans-in Exile and explained the process of holding elections and the importance of understanding the election rules and regulations among Tibetan people.

He further asserted that it is vitally important that the general Tibetan masses gain a proper understanding of these so that they are able to fully exercise their democratic rights under them. He urged Tibetan people to ensure that they do not neglect by heedlessness the sacred and valuable democratic system that has been gifted by His Holiness the Dalai Lama.

He also dwelled on the ongoing issue in Hong Kong and expressed the Tibetan Parliament in exile’s solidarity with the people of Hong Kong. He offered heartfelt gratitude to all those who supported and continue to support Tibetan cause on behalf of Tibetans living inside and outside Tibet.

Speaker Pema Jungney concluded his statement with prayers that His Holiness the Dalai Lama continues to live for a hundred aeons, with all his desires being accomplished without any obstacle and with spontaneity, with just cause of Tibet being resolved in all speediness.

Following the addresses, a cultural extravaganza showcasing traditional Tibetan dance and music was held by the Tibetan Institute of Performing Arts and the students of various Tibetan schools in Dharamshala which the audience thoroughly enjoyed.

Chief guest Smt. Sarveen Chaudhary presented the Sikyong award for academic accomplishment to Tenzin Tenkyong, Tenzin Norbu, Lhamo Tso, and Lobsang Yangtso.

Whereby, Ven Karma Gelek Yuthok, Acting President felicitated and presented 25-Year Service Completion Certificate to the awardees.
Youth Empowerment Award was presented to the Tenzin Dakpa and Tashi Dolma
Kargyu Dhondup, Chief Justice Commissioner, presented Yarlung So-Thang Award to Gelek Sangpo, Tsewang Rapten, and Tenzin Yewang.
Speaker Pema Jungney presented Gaden Phodrang merit award to the meritorious academic top rankers from each stream of Science, Commerce, and Art of various Tibetan schools.

Looks like Sikyong is very busy trying to garner support for Tibet and to ensure the CTA will be relevant when His Holiness passes. 

It says the purpose of the meeting was mainly to discuss the new Tibet Policy Act since it emphasizes religious freedom for Tibetans as well. Along with religious freedom, the new bill emphasizes other important issues such as funding and strengthening, the Central Tibetan Administration and Tibet’s environment.

Isn't it ironic that they want religious freedom but they do not give it? All they are doing is irritating China further and losing their chance to allow His Holiness a chance to return to Tibet and work with China the correct way. When is CTA ever going to go with the flow? Why are they doing the opposite of what the Dalai Lama wants and continue to create more problems for Tibetans in Tibet? This will only make China tighten its grip. Not very skilful Sikyong.

Sikyong drums up support for the new Tibet Policy Act in the US Capital

Washington DC : This Wednesday afternoon, Sikyong Sangay met with Senator Dianne Feinstein, the senator for California. Sikyong had first met the senator with Kasur Lodi Gyari a few years ago. Senator Feinstein agreed to co-sponsor the new Tibet Policy Act.

Earlier in the day, Sikyong Dr. Lobsang Sangay was interviewed by Voice of America (Tibetan section) at the Office of Tibet, Washington DC.

After the interview, Sikyong Sangay met with Congressman Andy Levin, a democrat representative for Michigan. The Congressman greeted Sikyong in Tibetan.

The Congressman shared a story about how he studied Tibetan and hid in a truck to visit Tibetan areas during his youth. At law school, Representative Levin worked on asylum cases for Haitians and later worked at Human Rights Watch and said that he is a candidate of the working people. Sikyong invited Congressman Levin to visit Dharamshala.

In the afternoon, Sikyong met with Sam Brownback, the Ambassador-at-Large for Religious Freedom. The purpose of the meeting was mainly to discuss the new Tibet Policy Act since it emphasizes religious freedom for Tibetans as well. Along with religious freedom, the new bill emphasizes other important issues such as funding and strengthening, the Central Tibetan Administration and Tibet’s environment. Sikyong pointed out that China has not signed the UN Convention on the Protection and Use of Transboundary Watercourses and International Lakes (Water Convention) and is a threat to 1.5 billion people who are dependent on the freshwater from streams flowing from Tibet. Sikyong also explained the Middle Way Approach and how it is a win-win situation for both the Chinese and Tibetans.

Ambassador Brownback reaffirmed that this is a good moment in time to push for the new Tibet Policy Act and recounted the fond moment when Nyima Lhamo, a Tibetan activist, urged President Donald Trump to help Tibetans in the oval office during the State Department’s Ministerial Conference. “We believe this [the reincarnation process] should be the business of Tibetan Buddhists’,” stated Ambassador Brownback. The Ambassador compared the Tibetan & Uyghur plight to the Soviet Union’s treatment of Jewish people and stated that he believes that Tibetans & Uyghurs are the keys for confronting China. Sikyong invited the Ambassador to Dharamsala.

Sikyong met with Congressman Vern Buchanan, one of the members of the CODEL, who visited Dharamsala early August. He promised to give 110% of his support for Tibet bill.

Sikyong met with an editor at the Washington Post to describe the new Tibet Policy Act and current Tibetan issues.

Looks like CTA is really trying hard to get US to help them push the new bill on 'Tibet Policy Act' which concerns the reincarnation H.H the Dalai Lama, CTA, democracy and other issues concerning the Tibetan people. This goes to show their sense of urgency which could mean time is running out for CTA and their position as an administration aka government is at stake, especially when China decides to pick their own Dalai Lama. In all honesty, there is nothing US can do now a days.

They may make announcements, change bill, talk big, even Trump cannot bend China, what can CTA and their US Congressman do. No doubt they may sound noble for voicing out but in all honesty, who cares? The world has other bigger issues to deal with - it's called economy. And if China can help them, that's who they'll listen to. Sad as it may sound but money does make the world go round especially when you have billions in debt and your people are starving. Let's just face the facts and reality. If Tibetan leaders/Dalai Lama wants to survive in this day and age... they need to get along with China and play their cards right so that eventually they can gain favour to what they really want to achieve. When will they ever be smart about it. Haven't they learnt anything after losing their country?  :'(

Bill to modify Tibet policy Act 2002 introduced in US House of Representatives

DHARAMSHALA, Sept. 16: A bill to modify the existing ‘Tibet Policy Act’ of 2002 has been introduced in the United States House of Representatives in Washington DC on Friday. The bill seeks to revitalise the first significant bill on Tibet passed by the US.

The United States has passed two significant legislations on Tibet till date. The Tibet Policy Act of 2002, which among other matters requires the appointment of a Special Coordinator for Tibetan Issues, whose “central objective is to promote substantive dialogue between the Government of the People’s Republic of China and the Dalai Lama or his representatives”, and the Reciprocal Access to Tibet Act of 2018 which calls for the American government to limit access for Chinese authorities who bar U.S. diplomats, journalists, and tourists to Tibet.

Looks like CTA is really trying hard to get US to help them push the new bill on 'Tibet Policy Act' which concerns the reincarnation H.H the Dalai Lama, CTA, democracy and other issues concerning the Tibetan people. This goes to show their sense of urgency which could mean time is running out for CTA and their position as an administration aka government is at stake, especially when China decides to pick their own Dalai Lama. In all honesty, there is nothing US can do now a days.

They may make announcements, change bill, talk big, even Trump cannot bend China, what can CTA and their US Congressman do. No doubt they may sound noble for voicing out but in all honesty, who cares? The world has other bigger issues to deal with - it's called economy. And if China can help them, that's who they'll listen to. Sad as it may sound but money does make the world go round especially when you have billions in debt and your people are starving. Let's just face the facts and reality. If Tibetan leaders/Dalai Lama wants to survive in this day and age... they need to get along with China and play their cards right so that eventually they can gain favour to what they really want to achieve. When will they ever be smart about it. Haven't they learnt anything after losing their country?  :'(

The US is trying to play the hero again by fighting for other people's welfare. Remember how righteous they were to save Kuwait and Iraq? Turned out they did that for their own benefit and these countries are worse than before they were saved by the American.

If the American are so concerned about human rights and how people are being treated fairly, they should first solve the racist issue in the US. The racism issue in the US is getting worse especially after Trump become the president. If they cannot even solve this problem in their own country, how will they be able to solve the same problem of another country?

So if you ask me if the American is really so righteous? I personally don't think so. They do it with some political agenda. They just want to undermine China and to suppress China from becoming the most powerful country in the world. The US is worried about losing their power, they will do whatever they can to attack or even sabotage China.

Here we go again, the USA sticking their noses in places they don't belong because of their own insecurities and fears in China's power over the world. Washington based International Campaign for Tibet said that under the new bill, any Chinese official deemed complicit in identifying or installing a future Dalai Lama will face sanctions that could include having their assets frozen and their entry to the US denied.

Many are fearing China’s decision in their own Dalai Lama selection. They just don’t realise that whatever they impose, China is still going to go right ahead and do what they want and no one can stop them. There is no rules saying it is wrong for having 2 Dalai Lama incarnations.

They are also demanding for an American diplomatic presence in Tibet, the bill mandates that the Secretary of State will “not authorize the establishment in the United States of any additional consulate of the People’s Republic of China until such time as a United States consulate in Lhasa, Tibet, is established.”

How is this going to garner support from China? How is this going to allow China to make Tibetans' lives better in Tibet? This is a PR disaster that is bound to make China tighten its grip on Tibet and may even cause war, which no one wins in the end.

DHARAMSHALA, Sept. 17: The revised version of the Tibet Policy Act 2002 which was introduced in the US House of Representatives on Friday proposes sanction on Chinese officials who interferes and impedes the reincarnation of the Tibetan leader the Dalai Lama, among others.

The new amendments of the bill if passed will signal a tougher stance on China with regards to Tibet, the religious freedom of the Tibetan people, its environmental protection and levelling of the field when it comes to diplomatic quid pro quo, thereby aligning Tibet with the US national interest while dealing with Beijing.

Washington based International Campaign for Tibet said that under the new bill, any Chinese official deemed complicit in identifying or installing a future Dalai Lama will face sanctions that could include having their assets frozen and their entry to the US denied.

ICT’s President Matteo Mecacci said, “For many years, the Chinese Communist Party’s long-term strategy has been to control the eventual reincarnation of the Dalai Lama in order to try to legitimize its rule in Tibet and to gain soft power over Buddhist practitioners worldwide. This new bill recognizes that the Dalai Lama’s succession is essential to the Tibetan people, represents a key test for the respect of religious freedom worldwide and is therefore vital to US national interests.”

Also, highlighting the need for an American diplomatic presence in Tibet, the bill mandates that the Secretary of State will “not authorize the establishment in the United States of any additional consulate of the People’s Republic of China until such time as a United States consulate in Lhasa, Tibet, is established.”

Recognising Tibet as a key source of water for surrounding countries in Asia, impacting the lives of more than 1 billion people and Tibet’s connection to global climate stability, the bill requires the Secretary of State to encourage a regional framework on water security and to pursue collaboration with China and international institutions to monitor the environment on the Tibetan plateau.

“The swift approval of the bill by the US Congress will show the Chinese government that the US considers Tibet part of its national security interest and that only a political solution that would grant Tibetans genuine autonomy could resolve this decades-long conflict,” ICT chief said.

The bill “H.R.4331 – To modify and reauthorize the Tibetan Policy Act of 2002, and for other purposes” was referred to the Committee on Foreign Affairs, and to the Committee on the Judiciary for revision and debate on a later date. The same bill will be introduced in the Senate this week by the commission’s Co-Chair Sen. Marco Rubio (R-Fla).

US is pushing hard on the new bill to prevent China from handpicking their own Dalai Lama in the near future.

The bill, introduced in the House by Democrat Jim McGovern, would also prevent China from opening new consulates in the United States until Washington can open a mission in Tibet's capital Lhasa.

Sangay, as usual, had to have his two cents; Sangay, on a recent visit to Washington, doubted that any Dalai Lama tapped by China would enjoy legitimacy.

"Let's say Fidel Castro recognised a pope and tells all the Catholics, 'Hey, this is my pope, will you follow him,'" he said. "How many Catholics will follow that pope?"

This goes to show how amazingly nervous the US and CTA are if China has control over the future King of the Tibetan people. I supposed I would too since this will officially give China the full control over Tibetan Buddhism at large. However, I don't think this concerns the Trump administration and his white supremacy community who doesn't really care about any other race.

US lays down line with China on next Dalai Lama


WASHINGTON: As Tibetans start grappling with the once unthinkable prospect of the octogenarian Dalai Lama's passing, the United States is looking to lay down a red line against China handpicking his successor.

Through a warning from a senior official and legislation under consideration in Congress, the United States is hoping to make clear in advance that Beijing would face international opprobrium if it tries to take over the reincarnation process.

At 84, the 14th Dalai Lama has slowed his once incessant travel down a notch and earlier this year was hospitalised for a chest infection, although there is no indication he faces serious health issues.

Nonetheless, both Tibetan activists and Beijing are keenly aware that his death will mark a major setback in his push for more autonomy for the Himalayan region, depriving the cause of a Nobel Prize winner whose moral teachings and idiosyncratic humour have made him one of the world's most popular religious leaders.

China has not held talks with the Dalai Lama's representatives for nine years and has increasingly hinted it may identify his successor - who, Beijing would presume, would back its iron-fisted rule of Tibet.

A bill recently introduced in the US Congress would call for sanctions on any Chinese official who interferes with Tibetan Buddhist succession practices.

Testifying Wednesday (Sep 18) before Congress, David Stilwell, the top State Department official for East Asia, vowed that the United States would keep pressing for "meaningful autonomy" for Tibetans.

"Disturbingly - and ironically - the party continues to assert its role in the Dalai Lama's reincarnation process, even as President Xi has urged party members to remain 'unyielding Marxist atheists,'" he said.

"We believe that Tibetans, like all faith communities, must be able to practice their faith freely and select their leaders without interference," he said.

QUESTIONING TRADITION

Tibetan monks traditionally choose the Dalai Lama through a ritualistic search that can take years, with a wandering party seeking telltale signs that a young boy is the reincarnation of the last spiritual leader.

The 14th Dalai Lama, who has lived in exile in India since fleeing an aborted uprising in 1959, has mused of a non-traditional succession that would throw off China.

He has said he could choose a successor while he is still alive - possibly a girl - or even decide that he was the final Dalai Lama.

Matteo Mecacci, president of the International Campaign for Tibet, a Washington-based pressure group close to the Dalai Lama, said that the legislation introduced in the US Congress would send a clear message both to China and Tibetans.

"We hope that the Dalai Lama will live much longer, but having early legislation, I think, will have an impact on Chinese thinking," he said.

"I'm not saying this is going to change the decision of the Chinese government, but they will probably have to reconsider some of the fallout and its implications," he said.

A RISING CHINA

Mecacci, a former member of parliament in Italy, said the US law would have an impact on decision-makers in Europe and Asia and warned of international effects if China installs a compliant Dalai Lama.

"If you have a religious leader who is the arm of a foreign government and who has Buddhist centres around the world, this is part of a much more ambitious plan to control Buddhism," he said.

Lobsang Sangay, who was elected Tibetan prime minister-in-exile after the Dalai Lama ceded his political role, said Beijing's goal was to "make Tibet into a Chinese territory and make Tibetans into Chinese."

China has faced international criticism for treatment of its mostly Muslim Uighur minority, with the detention of up to one million people in re-education camps in the western region of Xinjiang.

China says it is providing vocational training and that it has brought development to both Xinjiang and Tibet.

Some observers expect a repeat of 1995 when China selected its own Panchen Lama and detained a six-year-old identified for the influential Buddhist position - who was dubbed the world's youngest political prisoner.

But Sangay, on a recent visit to Washington, doubted that any Dalai Lama tapped by China would enjoy legitimacy.

And then they do this? CTA continues to condemn China, but China clearly does not care and is not at all afraid. Obviously.

And China is not even waiting for His Holiness to pass into clear light, they have apparently already started their training in searching for the right Dalai Lama candidate. No wonder CTA is going all out is condemning China's bold move to disregard whatever CTA wants to say.

If there can be 2 Karmapas, why not 2 Dalai Lamas? So it's the pot calling the kettle black again.

Dharamshala: The Tibetan Parliament-in-Exile on Friday vehemently condemned China’s brazen meddling in the reincarnation of His Holiness the Dalai Lama and the politicization of the sacred institution of the Tibetan reincarnation.

The resolution unanimously passed at the 8th session of the 16th TPiE strongly condemned the Chinese government’s interference in the reincarnation of His Holiness the Dalai Lama and firmly stated that the final authority on decisions relating to the reincarnation of His Holiness the Dalai lama rests indisputably and completely with His Holiness the Dalai Lama himself and not with the leaders of the atheist Communist Party of China.

The Tibetan parliament unanimously reaffirmed the supreme spiritual authority of His Holiness the Dalai Lama over Tibetan Buddhism, and the special karmic relationship between the Dalai Lama and the people of Tibet.
“His Holiness the Dalai Lama is the heart and soul of Tibetans inside Tibet and in exile,” the parliament said in the resolution.

The resolution also criticized China’s politicised campaigns to co-opt Tibetan reincarnation system, citing the recent “training session on reincarnation for a living Buddha” that began 23 August this year in Lhasa targeting around 100 Tibetan Buddhist monks from 73 monasteries across Tibet.
