CTA's Luck Ran Out?

It seems that luck is running out for the Central Tibetan Administration as scandalous news about them is published almost weekly.

This week’s damning news is that The Buddhist Community Centre UK (BCCUK) paid £50,000 for the Dalai Lama’s talk in Aldershot, United Kingdom three years ago. This amount was listed under “donations” in the Dalai Lama’s Charitable Trust’s accounts in India, but was transferred there to evade tax. It is not the first time that we have heard of fraud, embezzlement and corruption within various Tibetan funds, but this time around, it has been alleged that the Dalai Lama himself was directly involved.

I had not seen this sleight of hand before.

"Although its name  implies that it is  a charitable trust, “His Holiness the Dalai Lama Charitable Trust”, was registered under the Indian Trusts Act in Calcutta in 1964,which could allow a private trust to manage the Dalai Lama’s personal investments, not as a charitable trust."

"Since this mechanism was first discovered the Dalai Lama published a website claiming the trust, “was established…as an irrevocable public trust”, which is untrue. According to R&A Associates, a specialist Indian law firm, “The provisions of the Indian Trusts Act do not apply to Public Trusts”. As the fund was established under the Indian Trusts Act it was created as a private trust, not a public one."

In summary, there are two clear misrepresentations.

1. His Holiness the Dalai Lama Charitable Trust is not a fully fledged or 100% charitable trust.

2. His Holiness the Dalai Lama Charitable Trust is a private and not a public trust.

In other words, when money is funnelled into this trust in one way or another, the money can be spent in any way that His Holiness wishes to and if I may add, in any way the people he trusts and has given the authority to run his finances, wishes to.

No wonder this is open to all sorts of abuses.

All this money and how it is being paid, no transparency, and money coming from an unwholesome source like the cult centre which is considered "black money", evading taxes etc. will surely have some karmic repercussions. And I guess it is starting to ripen now. All the bad that CTA has done, there cannot be good results. Expect to see/read more dirty laundry and skeletons coming out of the closet, and more bad news for them.

It is almost a given that people are blinded by the mere sight of His Holiness' name, not to mention to meet with him or to have an audience with him. It is almost a given that people become ignorant to everything that they are sensitive to or alert of when it comes to anything associating with him. It is too obvious that there is a difference between a public and a private fund. The name of the fund does not necessarily reflect the actual use of it but the people somehow 'overlooked' it.

In the same way, the Central Tibetan Administration (CTA), Lobsang Sangay in particular, has managed to manipulate the Tibet Fund to grant the 1.5 million to purchase the Office of Tibet in Washington DC that was initially a loan originally stated in the Tibet Fund's books. The Tibet Fund's audited 2014 financial statements clearly stated it was a loan but it was somehow it changed to OOT in 2015 and 2016.

Imagine, for the last 60 years, since His Holiness fled to India, the then Tibetan Government in Exile (TGIE) and the now CTA must have enjoyed this kind of 'privilege' to freely use the sum as and when they wish to. If one talk is worth £50,000, how many talks have His Holiness given in the last 60 years? Do the calculation and it is not hard to see why is the CTA have not achieved anything and the Tibetan refugees remain stateless.

CTA wants only money. They will find all ways to get the money in their pocket. All they think of is how to get more free money from people.

CTA is reluctant to make Free Tibet movement a success because if the movement is successful, they will not have any reason to ask for free money from their sponsors. They have to victimise themselves as much as possible so people take pity on them and will give them the money.

But I guess CTA will not be able to get more free money as people are seeing their true colour now. So many scandals of CTA are exposed in recent year, many people are fed up with the dirty tricks of the CTA. Sooner or later, they will collapse and no longer be needed.

I wonder what the public says about this money tricks. How can the Tibetan Leadership ask money since such a long time but still has no plan to stand on their own feet?

The public should know that the CTA is not interested in Umaylam openly opposing the Dalai Lama's wishes. So many are waiting in Tibet for H.H. but instead of making friends with China, the CTA makes their strategy to insult China.

You can only pity the Tibetans who after so many years still are refugees and hopeless for a better future under the CTA.

All the fund, donation, sponsorship which involve the public has to be managed carefully with proper recording and transparency. The money which is supposed to be an offering which is suppose ended up became something illegal. This is how CTA manages and created many more issues. Nothing new but this is the level of how CTA work and obviously, they can't help Dalai Lama and the Tibetans return to Tibet.  CTA is only interested in manipulating money into their pockets. CTA is not here to improve and take care of Tibetan but just to take advantage. It has been proven for the past 60 years and looks at Tibetan in Tibet under China which has been given much more opportunity in improvement in their livelihood. China is doing what is needed to improve Tibet as a whole but unfortunately, CTA is still looking for small opportunities for its own benefit.

CTA is incapable of running a country, but they are good in begging for money. If they can't even manage a community that is less than 150,000 people, how to expect them to manage a country with millions of people? CTA also knows this, if they ever free Tibet, they will have problems running the country.

Just imagine this, if the free Tibet movement ever succeed, it is most likely because they get help from the western country. Since they don't have the experience to run a country, they western countries will have to 'help' them. In this scenario, CTA will be come and puppet and Tibet will be controlled by the CTA.

The truth is, CTA is incapable. Whether it is an independent Tibet or an autonomous Tibet, Tibet is still not a fre state. It is better to be ruled by the Chinese as they have the genuine intention to improve the life of the Tibetans and help to preserve their culture. Tibet is only a chess to go against China for the western countries.

That is the reason why some Tibetans want to be part of CTA because they can do what they want and no one can question them or do anything to them. Recently, Penpa Tseing sued the CTA for unlawfully dismissing hims from his position. Lobsang Sangay didn't even bother to attend the court hearing citing he was busy doing more important things!

This is how arrogant Lobsang Sangay is. He may say he is doing something more important but 7 years of doing something more important, there is still no result. How is that possible after 7 years things are still status quo? In fact, things are getting worse in the Tibetan community.

Fewer Tibetans are arriving in India; CTA's office in Nepal is closed down; more countries cut their ties with CTA. What have Lobsang Sangay done or what is his plan to salvage the situation? People are still self-immolating themselves for the free Tibet movement. Knowing self-immolation is not going to help, Lobsang Sangay is not doing anything to save these lives. This is very disappointing.

The real victims of the Tibetan plight is the Tibetans. However, they are not victimised by the Chinese government but their own government, the CTA. What the CTA wants is the free money from their donors for the free Tibet movement. Therefore, the CTA has to make sure the free Tibet movement will go on forever. They will create situations where Tibetans will be sympathised and financial aids will continue to pour in. Fortunately, more Tibetans have seen the true colour of the CTA and they choose to go back to Tibet, migrate overseas or assimilate into the Indian society. Sooner or later, the CTA will lose their supporters and the Tibetan in exile community will not exist anymore.

And that exile Tibetans who have migrated to West do not feel obligated to even participate in their data-collection process, Tsundue regretted that many in the Western countries were indifferent to participate, and even those who came forward were half-hearted. “Those who didn’t participate felt that they are now a citizen of another country.”

“CTA needs to create better opportunities and programmes to sustain the Tibetan community in India, and at the same time make a strategy for those who are already in the US and Europe.” They should have figured this one out a long time ago instead of spending good money discriminating, dividing their people and causing disunity amongst their own people. Now they face the inevitable of their culture being lost. Unless they realise their only chance lies back in Tibet, China. This is why they should make a friend and not an enemy of China.

“Our fear is the new generation of Tibetans growing up in the West. Weekend language classes and occasional gatherings are not enough to preserve our culture and the Tibetan movement. We have to even think of bigger Tibetan clusters with schools and other facilities, to create that environment, like in India, so that they could be raised as Tibetan in a good sense, who could carry the baton forward.” It has already begun!

The CTA probably know that they are losing their supporters and so their main concern now is how to get more money out from their administration. For instance, there is a proposal to set up a bank by the CTA so they can offer financial assistance to the Tibetans. The CTA could have done it long time ago but why now? One cannot help but to think the CTA wants to use this to channel money out from their system.
