The CTA is planning to hold a meeting this year to decide how best to appoint the next Dalai Lama. From the sounds of the article, the 15th Dalai Lama will be named before HH the 14th Dalai Lama enters clear light in order to combat China picking the next Dalai Lama. The current Dalai Lama has mentioned numerous times that he would not come back again because there is no need for his position anymore. The CTA just don't get it!
DHARAMSHALA, India--The political head of the Tibetan government-in-exile said a meeting would be held in 2018 to discuss how to pick a successor to the Dalai Lama, Tibet's spiritual leader.
In an exclusive interview with The Asahi Shimbun here in northern India, Prime Minister Lobsang Sangay said one aim was to avoid undue interference by China in the selection of a successor to the 82-year-old Dalai Lama.
"Most likely by this year-end there will be a meeting of all the religious leaders to discuss all issues including reincarnation," Sangay said.
For several centuries, the tradition in Tibetan Buddhism has been to find a young child to serve as the successor to the Dalai Lama, who is considered the rebirth of the Kannon Bodhisattva.
The current 14th Dalai Lama was designated by high priests as the next Dalai Lama when he was only 2 years old.
Regarding a successor, Sangay said, "I am an advocate of emanation. Emanation is more stable because you designate one successor."
A major reason for breaking with tradition are the concerns that Beijing will name a successor of its choosing that would make it easier for China to strengthen its control over Tibet.
For example, when another spiritual leader, the 10th Panchen Lama, died in 1989, the Chinese government named the 11th Panchen Lama in order to wield power over him. Beijing has also increasingly insisted in recent years that it alone has the authority to recognize which individual is the reincarnation of high religious leaders.
"The Chinese government has destroyed almost all our monasteries," Sangay said. "If they interfere in the Dalai Lama, it won't work. No one will follow."
The Dalai Lama himself issued a statement in 2011 that warned that Beijing was waiting for his death so it could appoint the 15th Dalai Lama and deceive Tibet and the international community.
In an interview with The Asahi Shimbun in 2015, the Dalai Lama said that the Tibetan people would decide his successor. In a speech in New Delhi in 2017, he said choosing a successor before he died would be a more stable way of picking a new spiritual leader.
The statements by Sangay can be considered the specific direction desired by the Dalai Lama since he took over political duties from him in 2011.
However, the Dalai Lama has until now said that he would make an important decision before he turned 90.
Sangay said, "He also said that he will decide at the age of the first Dalai Lama, that is 84 years old (when he died). He could say something."
The Dalai Lama will turn 84 in 2019 so there is a possibility he could make an announcement about his successor then.
Those close to the Dalai Lama have been more concerned about his health recently due to his advanced age as he had to cancel a planned visit to Japan in 2017.

So based on what you say...
The current Dalai Lama has mentioned numerous times that he would not come back again because there is no need for his position anymore. The CTA just don't get it!
most likely there will not be a Dalai Lama and if this is the case then why would the Dalai Lama allow such a meeting? I am sceptical about this because there are also many things the Dalai Lama has said but has not always stuck to it. Things change all the time is what I notice with Tibetan Lamas.
I think the Dalai Lama will still return but maybe he will not return as the Dalai Lama but perhaps an ordinary person to still spread the teachings.

On June 28, 2016 I wrote an article on this site titled "Will there be "Two" 15th Dalai Lamas?".
In it I explained how the Chinese Government will chose their own 15th "Tibetan" Dalai Lama.
The CTA's Dalia Lama will be called the 15th "Indian" Dalai Lama.
The 15th "Tibetan" Dalai Lama will be pro Dorje Shugden.
He will make Dorje Shugden the official "State Protector" of Tibet.
He will Make Dorje Shugden the official "State Oracle" of Tibet.
He and his "Regent" the Panchen Lama will spread the teachings of Dorje Shugden throughout Tibet.
They will make Dorje Shugden a "Yidam".
Everything in Tibet will then be all about Dorje Shugden.
Two Dalai Lamas.
Two Karmapas.
Two rotating Sakya Trizin's.
Two Domo Geshe Rinpoches.
The Chinese Government will do everything in its power to do this.
The 15th "Indian" Dalai Lama just like the 14th will lose to Bhagwan Dorje Shugden.
Pray for the 15th "Tibetan" Dalai Lama to arise.

The Dalai Lama himself mentioned that his position is irrelevant now and that the Tibetan people must decide on whether to continue the position of the Dalai Lama. I treasured the position of the Dalai Lama and is very saddened with the fact many people are using the Dalai Lama's name for their own advantage.
The Dalai Lama is a symbol of Tibetan struggle and nobody doubt that. Without the Dalai Lama, the Tibetan struggle will lost its life force because there is no one charismatic enough to replace the Dalai Lama. I wonder when the Dalai Lama said his institution is irrelevant, is it the same as saying that the Tibetans need to take more responsibility on promoting the Tibetan interest? or the Tibetan struggle is no longer relevant?

My Position Irrelevant Now, Tibetans Must Decide On It, Says ‘Son of India’ Dalai Lama
Speaking to senior journalist Vir Sanghvi on CNN-News18’s show Virtuosity, the Dalai Lama said it was more about how you feel for Tibetans and how Tibetans feel for India.
Dharamsala: Tibetan spiritual leader the Dalai Lama says he doesn't care about alleged pressure from China forcing the cancellation of events in Delhi to mark 60 years of the Tibetan government’s exile in India. He also said the position of the Dalai Lama has become irrelevant now and that the Tibetan people must decide on whether to continue it.
Speaking to senior journalist Vir Sanghvi on CNN-News18’s show Virtuosity, the Dalai Lama said, "As early as 1969, in an official statement, I had mentioned whether the very institution of the Dalai Lama should continue or not is up to the Tibetan people. I very much admire democracy and feel the Tibetan system is feudal, is wrong.”
"As soon as I reached India, I took the responsibility to set up a Reform Committee to change some of our systems and practices which failed to succeed as the Chinese government wanted reforms in their own way. Even spirituality should have democratic representatives…. People should focus on studying in order to preserve the Tibetan spirituality and not on the institution of the Dalai Lama. I feel the Dalai Lama is not relevant anymore."
The spiritual leader also identified himself as the "son of India".
"I certainly feel at home in India for two reasons. Firstly, since the 8th century, Tibet has followed Nalanda traditions. So from a very young age, I started studying certain texts from Nalanda University… Secondly, for 70 years, my body has survived on Indian dal, rice and chapatti. Sometimes, I describe myself as a son of India,” the spiritual leader said.
He also spoke about how he was originally influenced by Chinese Marxism and felt he was a Marxist "as far as social economy is concerned".
The Dalai Lama escaped from Tibet to India in March 1959. The Tibetan government-in-exile is about to complete 60 years in the country. Amid the recent tensions with China, the Centre was reported to have cautioned its senior officials to stay away from events aimed at marking the start of the Dalai Lama's 60th year of exile.
"I don't care about the formalities, have a formal function and deliver a speech. It doesn't matter, what is important is here (in heart). Tibetan people, whether they are at home or away, they have the Tibetan spirit that is wonderful. And I think, a majority — about 99 per cent of them — are Buddhists and about 1% comprise Muslims, Christians etc."
Pressed further on how it didn't matter to him, the Dalai Lama replied that the Tibetan knowledge of Buddha dharma teaches "a good self-confidence".
"You see the totalitarian Marxism... very narrow-minded and short-sighted. I must make it clear that as far as Marxism is concerned, as far as the social economy is concerned, I am Marxist. Marxist economy emphasises on equal distribution. That's very good. The emphasis and special right is given to the working class people, it's so wonderful."
He said he was originally impressed by Chinese communism that nourished during the time of Mao Zedong. He also spoke about his demands for autonomy and recalled how in 1974 the Tibetans gradually decided to talk with the Chinese government and gave up their demand for separation or independence "but at the same time not satisfied with the present condition".
"Every Chinese knows that we are not seeking separation... we are simply seeking the right which is mentioned in Chinese constitution... regarding preservation of our culture, including Tibetan language."
He said the Tibetans established some contacts with successive Chinese governments without any major headway. "In 2001 or 2002, there was a revival or direct contact under the leadership of (then President) Ziang Zemin. There was a meeting with Chinese officials in 2010 that was the last time. Since then, there has been no direct contact."
Asked about what severed the communication, he said he didn't know but "I think some of them are hard-liners".

No new Dalai Lama was selected, the supposedly successor, the Karmapa has run away, what is the plan of CTA? In fact, if CTA is a real democratic government, if they are doing their job as a political leader, they will not need a religious leader. This is also what the Dalai Lama wants, to separate the religious leader from the secular leader.
Why is CTA so concerned about who will take over the Dalai Lama after he passes away? Leave this things to the monastery. But since CTA has been using the Dalai Lama to make money, they expect to have another religious leader to do the same too because CTA themselves don't have the credential to garner support.
It is very sad that the Dalai Lama has become a money making tool to the CTA. He is already so old but he still has to tour around the world or going to places to attend public events. CTA should take good care of him.

CTA can forget about selecting the next His Holiness the Dalai Lama because China will not let them get away with it. The next Dalai Lama will be selected by China and they cannot do anything about it. They have no power because the person who is supposed to find the next Dalai Lama's incarnation is Panchen Lama who is on China's side.
On the other hand, China is so powerful right now that no one will stand against them and risk their whole country's economy for the Tibetans. They are just not worth it. What the CTA should do right now is to suck up to China to make them happy so they have a chance of getting back their country.
His Holiness the Dalai Lama already said that they should go for Umaylam instead of Rangzen. If they can't make China to be happy with them, they will not have any chance of going forward in Umaylam.

What CTA need to do at this crucial juncture is not about the recognition of the 15th Dalai Lama unless the Dalai Lama himself indicates it, but to work out to have good relations with the Chinese to make what CTA wants to do to be easier. What is the point to fight with the Chinese to recognize the 15th? CTA should get into the good book of China, return to Tibet and recognize one 15th Dalai Lama in Tibet. That should be the way for long term solutions and benefits. We want one 15th Dalai Lama in Tibet. It's weird that CTA at this important moment only thinking of challenging, irking the Chinese but not strategizing how to win over the Chinese to make things move smoother. CTA never realize that only China able to let them return and no one else. Keep irritating China will not bring any good to Tibetans in India. CTA is very short minded and really lacks matures leaders that can improve the situation.

The Dalai Lama has also recognised the Chinese Panchen Lama as the legitimate one. He said it is possible for a high lama to have different emanation after he passes away. If the Dalai Lama agrees that the Chinese Panchen Lama is real, the Dalai Lama recognised by the Chinese Panchen Lama has to be real too.
The Dalai Lama must have known that the CTA is only using the Dalai Lama's name to control people and to make money. It will not be beneficial for people if CTA recognises the 15th Dalai Lama. It will be like in the case of the Karmapa, there will be many restrictions and the Dalai Lama will become a puppet of the CTA.
If the 15th Dalai Lama is recognised in China, he will have the opportunity to receive the best education like the Panchen Lama. He only needs to do Dharma work and not involved in politics anymore. For the benefit of all sentient beings and Dharma, it will be better the 15th Dalai Lama be recognised by the Chinese government.

It's amazing how the CTA continues to trick the world that they are a democratic administration and although the Kashaq's statement may sound really nice and diplomatically right, we all know it is just a scam. Why not publicly lifting the ban and stop all discrimination of DS people and practice would be a good start for real democracy?
On top of this facade, the CTA continues to demand India to take on their side as they thank India for all their support towards promoting Tibetan democracy-in-exile. "We firmly believe that you all will continue to stand with us until the day Tibet issue is peacefully resolved." Why must India stand with Tibetans until their issues resolve when they keep provoking China and adding fuel to any fire as they seek opportunities to create conflict for China, be it India or HK. What can India gain by putting their necks out for CTA? NOTHING but more problems.
The Kashag says "As part of the democratic process, the Kashag and the Tibetan parliament-in-Exile will be convening the Third Special General Meeting of Tibetans from 3rd to 5th October. The meeting will discuss and gather public opinion on the “Relationship between the lineage of the Dalai Lamas and the Tibetan people and the Five-Fifty vision.” Considering the significance of the themes of the meeting, the Kashag urges all the Tibetan people for their active participation and share their opinions." Obviously this is another lie. I doubt real opinions and voices can ever be heard, it will just be another Lukar Jam drama and quickly sidelined and be targeted. And what about Shugden Tibetans? Are they even allowed to attend this meeting, which by democratic law, they have every right to do so?

Kashag’s Statement on the 59th Anniversary of Tibetan Democracy Day
Today, as we gather here to celebrate the 59th anniversary of the Tibetan Democracy Day, the Kashag and the Tibetan people offer our deep reverence and bow in gratitude to His Holiness the Dalai Lama, the supreme leader of Tibet, and the founder of the Tibetan Democracy.
His Holiness the Dalai Lama has been an ardent advocate of democracy and has strived hard to establish a democratic system of governance in Tibet and later in exile. The intrinsic belief and commitment of His Holiness in the democratic ideals were evident from a very young age. Soon after assuming political leadership, His Holiness set up a Reform Committee and brought about many changes in the Tibetan administrative system. The efforts of His Holiness to transform Tibet into a vibrant democracy was thwarted with Tibet’s invasion by the Chinese government, forcing the pioneer of Tibetan democracy into exile.
Despite tremendous challenges of rehabilitation and preservation of Tibetan culture in exile, His Holiness continued his efforts to democratize the Tibetan system of governance. Soon after arrival in India, His Holiness counseled to set up an elected body leading to the establishment of the Commission of Tibetan People’s Deputies, the first elected representative body which took oath on this day back in 1960. In 1961, a synopsis of the draft democratic constitution for future Tibet which was based on the principles of modern democracy and Tibetan values was circulated amongst the Tibetan people for eliciting their views. At the insistence of His Holiness, this draft constitution included impeachment provision of even the Dalai Lama which emulates his farsighted vision and his faith in democracy. Later, in 1963 a comprehensive draft democratic constitution was promulgated which brought several changes to the system of governance including annulment of all hereditary titles and prerogatives and paved way for the appointment of government officials through democratic means.
His Holiness outlined further proposals to give more representation to women, to include representatives from the Tibetan diaspora in Western countries, and to expand the membership of the assembly. In 1991, the Charter of the Tibetans-in-Exile was adopted by the Tibetan Parliament-in-exile and enacted by His Holiness. With the full-fledged Tibetan parliament-in-exile and the Kashag (Cabinet), and the Tibetan Supreme Justice Commission set up the following year, the establishment of the three pillars of democracy was completed.
Since its inception, the Tibetan democracy has evolved under the leadership of His Holiness. In 2001, His Holiness declared his status as semi-retired and called for the first direct election of the Kalon Tripa, the executive head of the Central Tibetan Administration (CTA). His Holiness’ vision to fully democratize the Tibetan polity was realized in 2011 when His Holiness announced the devolution of all his political power to the democratically elected political leader.
His Holiness’ overseeing of the Tibetan polity into a democratic system and leading the Tibetan movement onto a path of non-violence is admired and acknowledged around the globe, including by many scholars from mainland China. It is solely due to the vision and leadership of His Holiness that has enabled the Tibetans to preserve and revive the distinct culture, making the Tibetan community in exile one of the most robust and flourishing exile communities in the world.
The recent high-level US Congressional delegation visit to the CTA led by Congressman David Price and Vern Buchanan expressed their admiration at the evolution of Tibetan democratic polity and assured their support for the Tibet cause. Congressman David Price stated in his address that the democratic system of the Central Tibetan Administration helps them understand the aspirations of Tibetan people and that “Tibetan system of democracy is inspiring to all those who believe in democracy worldwide.”
As we celebrate the democracy bestowed upon us by His Holiness, it is of utmost significance that we take up the responsibilities that come along with the rights. As pioneers of democracy-in-exile, we should responsibly discharge our civic duties and be mindful in exercising our rights including the right to freedom of speech and expression. Therefore, the Kashag urges the Tibetans to remain observant and to commit to playing a constructive role in the democratic process.
As we celebrate our democracy-in-exile, we should also remember the grim situation today inside Tibet. We have the privilege of living in a democracy with all the rights, but the Tibetans inside Tibet continue to be persecuted, and their human rights continue to be violated since the invasion. At the beginning of last year, China’s Public Security Bureau in the so-called Tibetan Autonomous Region (TAR) issued a notice declaring activities such as initiatives for environmental protection, language preservation and expressing support for the Middle Way Approach as “illegal.” On the one hand, the Chinese leaders often say they are open for dialogue while on the other hand, Tibetans supporting the Middle Way Approach, which fosters dialogue, are called “separatist” and persecuted. The notice also urged the people to spy on each other and to inform about such “illegal activities” carried out by the “underworld forces.” In a notice issued earlier this year, the Public Security Bureau raised the rewards for informers from a 15,600 US dollars to over 40,000.
The rampant cultural and religious persecution in Tibet including the demolition of Buddhist academies and forcible removal of monks and nuns which continues to this day forced the world to call-out China on its discriminatory practices against Tibetans. Just a couple of months back, more than 7,000 monks and nuns were forcibly evicted from Yachen Gar Buddhist Academy situated in Tibet’s Karze region and nearly half of the Yachen Gar Buddhist Complex has been demolished. The so-called atheist China’s interference in Tibetans’ Buddhist traditions, including recognizing reincarnated Tulkus has outraged the conscience of Tibetans and the international community.
This year during the Tibetan Uprising Day, leaders and Members of Parliaments from 11 nations, and a 47-member Chinese delegation representing different organizations across the world totaling around 80 guests attended CTA’s official commemoration ceremony here in Dharamshala. On this historic gesture of solidarity, the chief guest, Ian Khama, the former President of Botswana while expressing his solidarity said, “Our own presence here today is a testament to the fact that while the March 10 patriots were physically defeated, the spiritual struggle for a free Tibet lives on in the hearts and minds not only of Tibetans at home and in exile but also among growing numbers within the international community.”
Earlier this year, Members of Parliament from 13 countries attended the 7th World Parliamentarians’ Convention on Tibet held in Latvia and expressed their support and solidarity for the rights of the Tibetan people.
Taking this opportunity, the Kashag would like to thank all the individuals, organizations and governments who have supported the just cause of Tibet. We also thank the central and state governments of India and most importantly the people of India for all their support towards the promotion of Tibetan democracy-in-exile. We firmly believe that you all will continue to stand with us until the day Tibet issue is peacefully resolved.
As part of the democratic process, the Kashag and the Tibetan parliament-in-Exile will be convening the Third Special General Meeting of Tibetans from 3rd to 5th October. No matter what, China will pick their own Dalai Lama. During Qing dynasty, the emperor had laid out a very clear rule on how to select the reincarnation of high lamas. All the recognition of the reincarnation of the high lama has to go through the golden urn lot drawing process and endorsed by the Qing court. This has been practiced until today and the Tibetans have been following the same rule ever since the rule was laid out.
The current Panchen Lama was also selected following the rule. Therefore, the Chinese government will continue the tradition to select the 15th Dalai Lama whether the CTA agrees or not. Rightfully, the Chinese government has not violated the selection process.
If the Tibetans don't agree with the selection process, why did they agree with it when it was laid out by the Qing emperor? They should have objected it. Since they did not and they had follow since then, hence the reincarnation selected by the Chinese government will be the legitimate one. One has to remember, there are more Tibetans in Tibet than the Tibetans in exile community. At the end of the day, similar to the 11th Panchen Lama, people will follow the Chinese recognised Dalai Lama.

CTA and Dalai Lama have been doing this to other lineages by recognizing their own candidate. So why now China cannot do the same? Don’t forget that China will have their recognized Panchen Lama to recognize the 15th Dalai Lama which is following the tradition. Who will CTA look for to recognize the next Dalai Lama? ??CTA should reflect what they have done and what happen to them now. It’s really sad to see the situation of Tibet with their leaders and being so hypocrite and can only see other's fault but not theirs which is obvious. How long more they need to take to wake up and start to do something that a leader should do?

However, they forgot that they too did the same to other lineages in Tibetan Buddhism. They recognised the 17th Karmapa when they have no authority to do so. There are other examples as well.
Traditionally, Dalai Lama's next reincarnation is recognised by the Panchen Lama. The current Panchen Lama is from China and the Dalai Lama recognised him unofficially as the Panchen Lama. There is no way the Dalai Lama and Panchen Lama be recognised by the CTA. Since Qing dynasty, there was already a recognition procedure written and accepted by the Tibetans. For high lamas like the Dalai Lama and the Panchen Lama, they have to go through the golden urn draw and then approved by the Chinese government.
Since the recognition procedure was accepted by the Tibetans, how can they go against it? However, due to political interest, the CTA will definitely recognise their own Dalai Lama. This will create another issue in the Tibetan community. People will become confused and not sure which is the real Dalai Lama.
Some will say both Dalai Lamas are real since an enlightened being can manifest in several emanations at the same time. But this concept is not readily accepted by the general public. Therefore, the two Dalai Lamas issue will become another obstacle in the development of Tibetan Buddhism.

What would happen if the 14th Dalai Lama suddenly died today?
Would the CTA let China pick the next 15th Dalai Lama".
The CTA could declare that they do not recognize the Chinese 11th Panchen Lama.
They could state that he is a fake and a fraud who was falsely created by the Chinese Government.
So what could the EVIL and CORRUPT CTA do to continue to remain in power?
They could state that the Dalai Lama's chosen 11th Panchen Lama is under arrest in China and can't be used by the CTA to locate, recognize and enthrone the next 15th Dalai Lama.
So they decide to declare that the Dalai Lama's officially recognized 10th Panchen Otrul Rinpoche will be used to locate, recognize and enthrone the next 15th Dalai Lama.
The CTA will state that Panchen Otrul Rinpoche is one of the official emanations of the 9th Panchen Lama.
As such he and only he can be trusted with this most important matter.
For your information the Venerable Panchen Otrul Rinpoche is ANTI DORJE SHUGDEN.
The CTA would remain in power and THEIR 15th Dalai Lama would be under THEIR total control.
The 14th Dalai Lama has not "Officially" stated that the Chinese backed 11th Panchen Lama has been the one "Officially" chosen by him to locate, recognize and enthrone his next incarnation.

That the Dalai Lama also states that the EVIL and CORRUPT CTA will have no business in picking who will find his incarnation.

Dalai Lama and the CTA will not get what they want. China will not have it no matter what, they will not give in even though pressured by the US and certainly will not listen if it has anything to do with the Dalai Lama. To China, it is the US who has violated their commitment in recognising that Tibet is part of China “The US official’s remarks violated the US’ commitment to recognise Tibet as part of China and not support ‘Tibet secession’”
As far as China is concern they have adopted a policy of freedom of religious belief and promulgated the Regulations on Religious Affairs and the Measures for the Administration of the Reincarnation of Living Buddhas of Tibetan Buddhism to respect and protect this mode of inheritance.
“Therefore, the reincarnation of Living Buddhas, including the Dalai Lama, should follow national laws and regulations, religious rituals and historical conventions” said the Chinese foreign minister.
China accuses US of meddling after American diplomat meets Dalai Lama
The development comes after US’s Ambassador at Large for International Religious Freedom Sam Brownback, delivered a speech in Dharamshala on Monday along with the Dalai Lama at the 60th anniversary celebration of the Tibetan Institute for the Performing Arts.
China on Tuesday said it was firmly opposed to any meeting between India-based Dalai Lama and officials after a senior US diplomat met the Tibetan leader in Dharamshala to discuss ways to improve religious freedom.
The US’s Ambassador at Large for International Religious Freedom Sam Brownback delivered a speech in Dharamshala on Monday along with the Dalai Lama at the 60th anniversary celebration of the Tibetan Institute for the Performing Arts.
Reports said that during his meeting with Dalai Lama, Brownback discussed ways to improve religious freedom for Tibetan Buddhists around the world.
Beijing’s foreign ministry was quick to react to the meeting and lashed out at the US at the regular ministry briefing on Tuesday.
“We urge the US official to stop contacting the Dalai Lama clique, making irresponsible remarks and using Tibet-related issues to interfere in China’s internal affairs,” Chinese foreign ministry spokesperson, Geng Shuang said on Tuesday.
Geng said the 14th Dalai Lama was a political exile who has engaged in anti-China separatist activities outside the country, and that China firmly opposes foreign official’s contact with him in any form.
“The US official’s remarks violated the US’ commitment to recognise Tibet as part of China and not support ‘Tibet secession’,” Geng said.
On the reincarnation of Living Buddhas, Geng said it has fixed religious rituals and historical customs.
Geng added that the Chinese government has adopted a policy of freedom of religious belief and promulgated the Regulations on Religious Affairs and the Measures for the Administration of the Reincarnation of Living Buddhas of Tibetan Buddhism to respect and protect this mode of inheritance.
The reincarnation system of the Living Buddha of the Dalai Lama has a history of several hundred years.
“The 14th Dalai Lama himself was recognised based on religious rituals and historical conventions, and was reported to the then central government, which approved the succession,” Geng added.
“Therefore, the reincarnation of Living Buddhas, including the Dalai Lama, should follow national laws and regulations, religious rituals and historical conventions,” Geng said.

The Dalai Lama is the golden goose for the CTA. Without the Dalai Lama, nobody will really notice the Tibetans or the Tibet cause. People support the CTA financially because the Dalai Lama has been doing the work. If the Dalai Lama enters into clear light, no one will really care about the Tibetans.
Since the 17th Karmapa Ogyen Trinley Dorje has run away, there is no more successor of the Dalai Lama, the CTA has to make sure they will still have the Dalai Lama so they can continue to get free money. They will do everything they can to make this happen. They better make sure to make the Dalai Lama happy. If the Dalai Lama said he will not reincarnate, it will be a big trouble for the CTA.
