Title: Heart Sutra not found in the Tripitaka preserved by the First Council

Why isn't the Heart Sutra not found in the Tripitaka preserved by the First Council of Lord Buddha Shakyamuni?

Whatever is only beneficial, and shows the path to liberation and full enlightenment is ”buddhavacana”, or the speech of the Buddha.

There are many Buddhas who have spoken - not just Buddha Shakyamuni, so i would think that Buddhist scriptures are not limited to that spoken by Shakyamuni but all the Buddhas.

By the way, not to be pedantic but shouldn't this topic be in the General Buddhism section rather than the Dorje Shugden section?
