Read this very interesting article by Tenzin Choje! Either the CTA is in complete denial over the role of a spirit that they do not trust and yet allow to set policies that affect all Tibetans or they are truly ignorant about what's going on in their own backyard:

I am completely appalled by the actions of the parliamentary members of the CTA. It is pretty obvious that they are not interested at all at the matters of the state and they think that everything is a joke. Well, with people like these the parliament, no wonder they were unable to achieve much in the past 50 years, wether or not it is about improving the quality of Dharamsala and developing it properly or the cause of the Tibetan independence or even talks with China. Results speak louder than words, and so does actions. No matter how much you say you believe in Nechung but your body language says otherwise, you dont really believe him. How can these people even get to be a member of the parliament anyway?

One good thing from this video we know for certain how the CTA members really believe in the power and predictive abilities which is not at all. There is a silver lining in this story it is so clear to see they do not have faith in Nechung. The support for Nechung is getting is getting worst

But yet, everyone has to agree with the Dalai Lama even if they do not like or support Nechung because if they dont they will be said as going against the Dalai Lama and that could mean serious discrimination in Dharamsala which is something that nobody wants to bring it upon themselves. But in general, the kashag has lost their faith in Nechung who has brought upon lots of unhappiness and failure to the Tibetan government - including an attempt to feed the wrong medicine to the 13th Dalai Lama and even told the current Dalai Lama to stay in Tibet. It's a good thing that HHDL decided to listen to Dorje Shugden's advice to go, or else we would have no Dalai Lama.

I mean think about it, the whole world knows about the Tibetan Govt and the Dalai Lama himself seeks advice from Nechung. Who are they kidding really? Do you not think So what's there to dodge the question in such a nonchalant manner?

This is sheer cowardice and professional negligence rearing its ugliest head. For these so-called representatives of the people to say that they know nothing about a spirit whom they have allowed to regulate the government, and in such a casual manner, is deceitful which makes these people very dangerous.
Nechung has had a free reign for hundreds of years and have determined or swayed the way the Tibetan people have been ruled especially under the 14th Dalai Lama who himself confessed that he listens to Nechung. What is Chenrezig taken advice from a spirit anyway, but I digress. It was Nechung's advice that led to the Dorje Shugden ban and when the hapless CTA could not decide what to do (notwithstanding the fact that the very concept of preserving human rights should not be an alien idea to any democratic government member) they consulted the very spirit they are now denying knowledge of.
The ban tore the Tibetan society asunder from inside out and upon Nechung's say, the CTA institutionalized mass persecutions. Monks were expelled, people lost their livelihoods and many lived in danger of their lives and the CTA says they know nothing about Nechung? There are no two ways about it - either these people are liars or incompetent fools not worthy of being in government.
As for the more polished interviewees, I have 2 suggestions. If any member of the parliament does not know what to do or which direction to take in determining policies that affect lives, then they should step down and let those who do know replace them. As for the interviewee who claimed or inferred that Nechung is always right, might I suggest he read up in some basic history on Nechung, especially with regard to the 13th Dalai Lama and Nechung advice for the 14th to remain in Tibet and look forward to being shelled by Chinese canons. Nechung had on a number of occasions proclaimed that the Tibetans will soon regain their country. That person is the very embodiment of idiocy.
I am saddest to see the reply by the monk who is supposed to be a Geshe. What is so funny about being a monk? What is so funny about portraying the significance of wearing the robes incorrectly? What is so funny about a serious question being asked regarding a spirit who has been allowed to make decisions that have destroyed lives? What is so funny about painting the Tibetan people in such a school-boy maladroitness when they desperately need the world's support which incidentally is diminishing?
With the greatest respect to His Holiness the Dalai Lama, IS THIS YOUR GOVERNMENT THAT WILL RULE 6 MILLION TIBETANS? The Dalai Lama should take good note - his own government does not trust in the spirit that he relies on. So what does that say about His Holiness's leadership to insist on depending on Nechung? What does it say about his own people's confidence in the Dalai Lama when he keeps insisting on allowing a spirit whom the government does not trust, determine policies? And why force the government to keep enforcing a religious ban based on the advice of a spirit the CTA itself does not trust or supposedly know nothing about?
Now I have really seen it all.

It's not just that the sangha member is acting unprofessionally. It is as if he does not respect the robes that he is wearing at all. He is jesting about his monkhood and he makes it look as if it is a joke. On another angle, he is doing this to also intimidate the journalist by laughing loudly. Is this how a monk should act? It's a clear sign that he has already been influenced negatively by his peers with low mentality and whose mental and education level is that of some backwards farmer. No wonder CTA is going down with people like this. It wont be long before the CTA gets downgraded once again, simply because they allow such backwards people to enter the parliament.

But the worst of all, the how the monk behaved. Is that how a monk should behave? Is that what CTA has trained? If a CTA monk can behave is such manner, what can we expect of the CTA parliment representatives? And he is a Geshe some more??

We can see evidently that the CTA causes the Sangha to degenerate as this is what happens when monks participate or join the Tibetan government. They get negatively influenced by their peers and become just like the uneducated laypeople around. There is not much to be said about the monks' behavior, except that he is not a monk but someone who happens to be in robes. A monk should not and never behave in this way as it shows how undisciplined and how untrained he is in all aspects. As long as the CTA is around, Dharma in Dharamsala will never grow except those in Shar Ganden and Serpom as they are the destroyer of the Dharma.

I am very disappointed the way a Geshe replied this question. It is so unprofessional! A Geshe is equivalent to Tibetan Buddhist academic degree for monks and nuns. If this is how a Geshe replied questions on Buddhism topic, I really have doubts on how he managed to get his Geshe and how knowledgeable he is in Buddhism after studying for years in a monastery.
Nechung has been the principal protector divinity of the Tibetan government and His Holiness Dalai Lama. HHDL and CTA has placed so much faith on Nechung, much more than Dorje Shugden even though Nechung is not an enlightened protector, and has been consulting him for most matters including political decisions. How would a Geshe just shrug off questions pertaining to official matters in this way? It has really made me losing faith in the Geshe produced by the CTA systems.

Now I have really seen it all.
Obviously this will not be the government that will be ruling Tibet because they cannot even rule, govern and manage Dharamsala effectively. The parliament change their policies all the time...so why make them in the first place if you're gonna change them later? It does not make sense at all. With a government like that and that this is the attitude of the parliament members, there is no way that whatever they do will be successful unless they wake up and do something about it.

There is definitely some conspiracy going on within the CTA itself.
Why would they have to hide about Nechung when it is obvious that they do take advises from Nechung. They just did not want to seem as though they are going against HH Dalai Lama, but it seems that they are not agreeing to HH Dalai Lama's way of governing anymore.

If what we have seen here in this clip is supposed to be the most educated Tibetans of Dharamsala, representing the population of Tibetans, how can we expect the CTA to take care of the people in Dharamsala and more so, govern Tibet? If they behave in such a disrespectful way towards journalists whom they are supposed to put on their best behavior to, imagine how do they treat their own people? The blatant bullying that is being displayed by the members of parliament to the journalists would be just the tip of the iceberg, and it would be obvious that the oppression that they will impose on those who are under them many times more. With such a parliament, coupled with the inability to move on from an archaic, religious ban turned secular, it is no wonder CTA is unable to achieve self autonomy for the last 50 years or so.
To add on to the above, CTA officials do not practice democracy. They are more interested in their drinks and food as shown in this video than to look after the welfare of their own people and country, a country lost and they are not doing much to get back. If they can answer the journalists as shown in this video, imagine how the people were treated, especially shugdenpas.

Just look at CTA and look at what they have achieved so far. Even the establishment of the temples and the government were done by the Dalai Lama and under his instructions, not by the CTA's initiative. CTA has done nothing much for the people, and after this article and video, one can see why: they are obviously more interested in their own welfare as demonstrated by the last person in the interview where he prefers to drink his butter tea rather than answer the journalists in a more professional manner. If these are considered the most educated people in Dharamsala, it sends shivers down my spine to think of how the uneducated people of Dharamsala will be.

How can they ignore just like this. Nechung has been helping the Dalai Lama all the while. Is that because they felt embarrassing? Or they felt is not right to believes in Nechung's words?

So they take the easy way out and refuse to comment on the issue. It saves their political career, but at the same time it also brings down the name and the reputation of the CTA but then again thats not their issue because all they want is to have their positions in the parliament retained, who cares about how the world sees the CTA?

What really puzzled my simple mind is: Why is HH the Dalai Lama who is one with Chenrezig, the Buddha of compassion consults Nechung who is a spirit and not enlightened on important state and religious matters?
Perhaps, he is just doing that to appease the Nyingma practitioners and to settle their insecurities that the Gelug will overthrow them one day and there will be no more Nyingma. The other traditions have exhibited such paranoia in the past before and have bad mouthed Pabongkha and Trijang Rinpoche because of this as well and this is well documented. But one thing for sure, it does not seem to help improve the current situation with the Tibetans as we can see in this video, they fail to be more educated and they fail to improve themselves to be people who are deserving to administer Tibet.

It is very likely they are afraid to lose the trust of the Tibetans and thus the power that come associated with it if word got out of that they do not trust Nechung. What is confusing is although they don't trust Nechung they do believe him on how bad Dorje Shugden is. One of the parliament member said Nechung gave them the "right way" advice when they cannot decide. Does CTA actually follow advice given by Nechung?

Kris, I am on the same view with you that the cabinet members are losing faith and they are not allowed to voice their views and opinions. To me, they are well educated and very learned and to behave in the way they did when they were posed the question by the foreign reporters were really not expected of them. It is more that they were caught off guard and could not come out with an explanation that would not get them into trouble with their employer, the government. And all the while, they could be trying very hard to contain their real feeling on this whole thorny subject from spilling out of them.

If they did whole heartedly follow Nechung's advice, they would not have ended up where they are right now as Nechung has told them to follow the middle way policy from the start and listen to the Dalai Lama's advice and teachings, but did they do it? No. They only want the "easy" advice such as banning Dorje Shugden as opposed to the more "challenging" ones of actually applying the teachings and applying restraint on their desire for independence. And it is that desire when expressed that sabotages the Tibetan cause greatly and makes the Dalai Lama look like a hypocrite in the eyes of the Chinese.

I beg to differ on this point on who cares about the CTA. If the members of CTA doesn't pull their weight, it is likely that they will lose support financially in face of the G7. Being in power denotes nothing when no work and results are shown. It is very sad to know that they do not realize this simple fact that their financial support and power will wear off eventually when CTA's reputation goes downhill.

Trying to be politically correct, these CTA members claim they don't know anything about Nechung. Unfortunately, by this disclaimer, they now look like political buffoons, trying to use bullying tactics to hide their fear of saying things that would harm their political career and future.
It is scary to think that if ever Tibet were to gain independence(which currently seems most unlikely), these 'clowns' will be the members of the new Tibetan parliament - the hope of all Tibetans! Their lack of responsibility shows in their hiding behind a barrier of 'non-accountability'. They think that by saying they don't know about Nechung, they would not have to bear any consequences of such a non-committal stance.
On the one hand,they do not want to be caught on the wrong side of the Dalai Lama, whose full faith in Nechung is a given. On the other hand, they have lost faith in Nechung because of the increasing number of wrong predictions that Nechung has made, with dire consequences. Indeed, if HH Dalai Lama and the CTA had listened to Nechung's advice and the Dalai Lama had stayed back in China, He would have perished! But here again, why did the Dalai Lama not listen to Nechung's advice. Instead he allowed Trijang Rinpoche to consult the oracle of Dorje Shugden, and listened to Dorje Shugden's advice to flee Tibet?
Remembering that the Dalai Lama, as an emanation of Chenrezig, does not need to consult oracles in the first place, we now see that Nechung, in whom the Dalai Lama has full trust and whom He consults all the time, is on the wane. This is because his predictions are becoming increasingly wrong. Doesn't this indicate that the way is being paved for Nechung to fade out and for Dorje Shugden, the Protector of these degenerate times, to move in and take Nechung's place?

In the 'normal' world, people who hold positions of power are supposed to do their job and if they are not doing it, they will be forced to step down and take responsibility. The fact that CTA does not punish nonperforming ministers, as long as they are aligned to the Dalai Lama and their own policies shows that they are incapable of doing any work and consequently, there are no results in whatever they do or try to achieve. If I was the CTA, I would start weeding out incompetent members of the parliament, especially of those who appeared in the video above before they do more damage.

I find the statement of the CTA members most unbecoming of the representatives of the Tibetan people. Everybody knows that H.H. the Dalai Lama has been consulting Nechung on important occasions. It is possible that CTA members do not wish to be held responsible for anything that has to do with decisions made based on the advice of the Nechung oracle. This is because the oracle has made mistakes in the past. Nevertheless, it is the responsibility of the members of parliament to respond in a professional and dignified manner regarding a very old Tibetan practice of consulting oracles which should be respected and upheld. Dorje Shugden oracles are known to be extremely accurate. It is time for the CTA to realize that Lord Dorje Shugden is an enlightened Dharma protector who can be relied upon by the genuine practitioner.

I get the impression that they know about Nechung but they don't want to reveal any more information to the public. It is very likely they are afraid to lose the trust of the Tibetans and thus the power that come associated with it if word got out of that they do not trust Nechung. What is confusing is although they don't trust Nechung they do believe him on how bad Dorje Shugden is. One of the parliament member said Nechung gave them the "right way" advice when they cannot decide. Does CTA actually follow advice given by Nechung?
I find the statement of the CTA members most unbecoming of the representatives of the Tibetan people. Everybody knows that H.H. the Dalai Lama has been consulting Nechung on important occasions. It is possible that CTA members do not wish to be held responsible for anything that has to do with decisions made based on the advice of the Nechung oracle. This is because the oracle has made mistakes in the past. Nevertheless, it is the responsibility of the members of parliament to respond in a professional and dignified manner regarding a very old Tibetan practice of consulting oracles which should be respected and upheld. Dorje Shugden oracles are known to be extremely accurate. It is time for the CTA to realize that Lord Dorje Shugden is an enlightened Dharma protector who can be relied upon by the genuine practitioner.
Another way to see this is: how is it that people who cannot even take responsibility for themselves and to just represent their actions and statements, and also to represent the Tibetan Parliament in making such statements be ministers in the Parliament and there is no disciplinary action taken against them? If something similar were to happen in a developed country, the minister in question will be summoned and forced to make a public statement regarding this matter but the Tibetans get away with it scot free. This explains a lot on their ability to be accountable, which is none at all.

How can they ignore just like this. Nechung has been helping the Dalai Lama all the while. Is that because they felt embarrassing? Or they felt is not right to believes in Nechung's words?
If so, could this mean, deep in their heart it is not right to ban Dorje Shugden practices by just listening
to Nechung and ignored all the other High Lama who are practicing Dorje Shugden? E.g: Trijang Rinpoche
This seem exactly how they ignore the issues on the Ban of Dorje shugden.
Without proper debate, without listening the actual situation. Just ignore.. pretend not known. Can this be the attitude of the people who are close to Dalai Lama? Who are so called going to release Tibet from Chinese Government? They seem not in line with what the Dalai Lama doing.
I agreed that it is an unprofessional way to respond to the question posted by the media. Dalai Lama and Nechung have played a main role in administering Tibet in the past. It is a blatant lie that they do not know about Nechung. Even if they do not know about Nechung it is impossible not to know from past historical information about Nechung when one is in the cabinet. If one is not allowed to comment for national security or safety reason there are still standard professional way to respond. However this is not the case for them. The way the question is being responded is out of their own personal reason, out of fear, as we can read from their body language.

I fully agree with Dulzie Bear that these parliamentarians are hiding behind a veil of deceit, by professing that they do not know anything about Nechung . The consequences of this pronouncement are dire. HH Dalai Lama has been always relying on Nechung's advice to make decisions on matters of state, affecting all Tibetans. So how can such weighty decisions, so greatly influenced by Nechung, be treated so lightly by these parliamentarians, these policy decision makers for Tibet, as their denial of any knowledge of Nechung indicates?
Again, why should these parliamentarians on whose words the whole of Tibet hangs, be so fickle, deciding one moment to believe Nechung, when he advised that Dorje Shugden is a spirit, causing such a drastic step as the banning of the practice of Shugden to be enforced, and the next minute losing faith in Nechung's prediction. If they had seen Nechung failing as a Protector because of his many wrong predictions, how then can they depend on Nechung's word that Shugden is a malevolent spirit?

The direction of the CTA
After this video, one can safely conclude that there are serious flaws within CTA’s parliament. If what we have seen here in this clip is supposed to be the most educated Tibetans of Dharamsala, representing the population of Tibetans, how can we expect the CTA to take care of the people in Dharamsala and more so, govern Tibet? If they behave in such a disrespectful way towards journalists whom they are supposed to put on their best behavior to, imagine how do they treat their own people? The blatant bullying that is being displayed by the members of parliament to the journalists would be just the tip of the iceberg, and it would be obvious that the oppression that they will impose on those who are under them many times more. With such a parliament, coupled with the inability to move on from an archaic, religious ban turned secular, it is no wonder CTA is unable to achieve self autonomy for the last 50 years or so.
To add on to the above, CTA officials do not practice democracy. They are more interested in their drinks and food as shown in this video than to look after the welfare of their own people and country, a country lost and they are not doing much to get back. If they can answer the journalists as shown in this video, imagine how the people were treated, especially shugdenpas.
It is true that within such a socially challenged community, the CTA does not lead by being an example for people to emulate. On a global level, members withing the CTA would be laughed at for all the uncalled for body language and behaviour. They do not represent their cause for any form of liberation from their current well-being. Their only saving grace is the Dalai Lama's hard works in creating awareness for the entire Tibetan cause over so many decades. Being evasive about the Nechung issue is a small thing compared to the underlying backward mindset of the CTA. Well, give it another few years and see how it will survive.

It is safe to say that the CTA depends on the Dalai Lama entirely, and i do not mean it in a spiritual sense. They depend on the Dalai Lama to do almost everything for them and the Dalai Lama is close to 80. If the Dalai Lama is no longer around or that he decides to enter a long retreat, I am sure that it will be the end of the CTA, so to speak. Instead of depending on the Dalai Lama in the wrong way, they should depend on him on the right way and implement their own disciplinary rules and standards, and learn to respect the constitution and punish members of parliament who do not perform.

The Dalai Lama is wrathful to the Tibetans, but nice, kind and smiling to the westerners because the westerners do not require such wrath, and that their minds are not stable enough to take such wrath as they have an idealized idea of what compassion is, that it has to be in a certain way and not in another way and they will snap. But to the Tibetans, the Dalai Lama has to be firm because the Tibetans tend to be quite hard headed in more ways than one. So they prefer to keep quiet rather than to incur the wrath of the Dalai Lama, even though they dont believe in Nechung at all.

Let's take it that the CTA has a motive to it, but what type of motive can it be? With what they are concern about, I think that their motive would be something like how to get more fame or money for themselves. Just look at how laid back they are, they are not even willing to comment about their state oracle when they too find some things that is being said is funny. They just laughed and joke. Hence, it would tell you that the CTA is not able to conspire something that is big.

For the CTA to say they do not know anything about Nechung shows many flaws
i) they absolve any responsibility of the reliance of Nechung a spirit king turned into a protector relied upon by the Dalai lamas, if they choose not take that responsibility it means they doubt the advice given by Nechung,
ii) CTA has no integrity or honour at all, and whatever actions they do, you cannot put any trust on them at all,
iii) Since CTA cannot be trusted why would any governments like China which is a majpr super power negotiate with CTA at all,

What else is new about the CTA? It is entirely correct to say that the existence of CTA depends on HH Dalai Lama. After His Holiness has entered clear light, CTA will be even weaker. Another thing to point out is that His Holiness hinted strongly that His next reincarnation might not be back, this will fuel even more speculation of whether CTA will still be able to hold power and have the influence as a government, an exiled one.
Will CTA still be able to carry the flag of reviving Tibet's freedom from the 'grasping' of Chinese government? For me, and I am sure there will be a lot of people agreeing to what I think now, the answer will be NO. If they can't do it now, I don't believe they will be able to do it in the future. Not with the current people running it at least.
I beg to differ on this point on who cares about the CTA. If the members of CTA doesn't pull their weight, it is likely that they will lose support financially in face of the G7. Being in power denotes nothing when no work and results are shown. It is very sad to know that they do not realize this simple fact that their financial support and power will wear off eventually when CTA's reputation goes downhill.

I agreee with Rihanna that the existence of the CTA is depended on the Dalai Lama. I believe that if there was no Dalai Lama, there would not be TGIE in the first place. It is because of the Dalai Lama that is why the Tibetans are able to stay in Dharmsala for such a long period of time.
Hence, many of the CTA members do not dare to go against the Dalai Lama for knowing this fact.
