Does this degenerate age, justify the creation of Dharma-inclined & Dharma-gifted children, through scientific methods, like the sheep, Dolly? And possibly name such children as 'reincarnations' of great lineage gurus?

Thinking that the effect (Dharma-inclined & Dharma-gifted children) could be produced without the cause (the practice of Dharma in previous lives) is hardly an intelligent start.
And possibly name such children as 'reincarnations' of great lineage gurus?
It would not work. People would rather call them “Dolly”.

If they give up lying, they can still produce real tulkus, through Dharma practice.

I think that this is the best answer to your own original question. Still, if one considers one's own channels, drops and winds as a laboratory together with the elements to be therein manipulated, one definitely could create divinity, such as the illusory body, in a laboratory.
Dharma-inclined & Dharma-gifted children created by scientific methods, may not have karma like lineage gurus who had a successful supramundane bodhisattva career, & lived a long life.
But then the tantric metods to create the pure illusory body which is both supramundane and immortal are thoroughly scientific, and surely more scientific than much of the so-called materialistic “science”, together with its ludicrous, self-contradictory dogmas and preconceptions.

I think it is possible to clone the physical features by using the DNA of a tulku but the consciousness cannot be cloned. It would be a completely different personality. So it would be ridiculous to introduce the cloned person as a tulku.

Yes if the mind can be clone then, it follows that the self is the same as the 5 aggregates which is wrong according to the the teachings on Emptiness. Hence, we cannot clone the mind. Further we can conclude, if the clone of the physical Buddhas are not the Buddhas, what we see as the Buddhas are from our minds, manifested for our untrained minds.
Hence, the real Buddha is not the bodies nor the aggregates. Nor is it different! Contemplate this.

Can the CONSCIOUSNESS of a Buddha be cloned ? If the answer is no then obviously we don't get more Buddhas via the process of cloning !! :)

Aside from the ridiculousness of such belief in itself, as already discussed, it would be interesting to figure out what kind of delusions may lead one to want to be obsessed with the very idea of producing clones of a person's character or personality.
Wishing for the power to produce such clones may reflect a need to compensate for a feeling of impotence. Indeed, since the imagined personality clone would somehow reflect or even reproduce the personality of its creator, the delusional wish to produce such clones might reveal a narcissistic, megalomaniac wish for power and dominance.
