The mundane protectors are spirits that have been subjugated by oath by great masters to protect Dharma practictioners. Nechung Pehar was subjugated by Guru Rinpoche to be a protector to protect the Dharma practitioners from harm but Nechung has to promise that he will not do harm from then on. Somehow Nechung has predicted wrongly on many occasions as told by the Dalai Lama. Nechung has predicted that the 14th Dalai Lama stay put in the land and not escaped which was wrong. It was Dorje Shugden that has predicted and asked Dalai Lama to escape which was a good thing. When Nechung predicts wrongly sometimes it may a vengeful spirit which takes the place of Nechung. From what I understand Supramundane Dharma protectors are Buddhas who can see and predicts what will happen in the long term. And mundane Dharma protectors can only foretell what is going to happen in a short term basis.
